In the Weekly Republican Address, North Dakota Sen. John Hoeven discusses the Keystone XL pipeline and why it's "in the national interest and the interest of the American people."

Sen. Hoeven says, "This new $7 billion, 1,700-mile, high-tech transcontinental pipeline, the largest shovel-ready project in the country, would reduce our dependence on Middle East oil, help keep down the cost of energy for American consumers and businesses, and create thousands of jobs for American workers at a time when our nation so greatly needs them."

He points out, "A week ago, newspapers across the country ran a story warning consumers that gasoline could rise to more than $4.00 a gallon this year. In the same week, we saw world markets react nervously to the standoff between the U.S. and Iran in the Strait of Hormuz—through which one-third of the world's seaborne oil is now shipped. Combine all of this with growing global demand for oil, especially in China, and we have a recipe for dramatically higher energy prices and more personal hardship for working Americans. . . . Yet the President is saying 'no' to the Keystone XL pipeline, he's saying 'no' to a project that will bring more than 700,000 barrels of oil a day from our friend and ally, Canada, and he's virtually assuring continued reliance on the Middle East. That makes no sense, and it's a matter of great concern for our national security, particularly with what's going on in Iran."

Sen. Hoeven continues, "Last month the U.S. Senate passed a payroll tax cut measure that includes an important provision that I, along with Senator Richard Lugar, introduced to clear the way for construction of the Keystone XL pipeline.

"This pipeline will carry oil not only from Alberta, Canada, but also 100,000 barrels a day from the U.S. Bakken region in Montana and my home state of North Dakota. Our legislation accomplishes three crucial things. First, it makes sure the decision to permit the project can be reached within 60 days, it addresses routing concerns by the state of Nebraska, and then it ensures that the pipeline permit includes strong and specific environmental protections. It's hard to imagine a project that is more in the national interest and the interest of the American people."

Concluding, Sen. Hoeven says, "The point is this: If the Keystone XL pipeline isn't built, Canadian oil will still be produced and transported—700,000 barrels a day of it—but instead of coming to our refineries in the United States, instead of creating jobs for our people, instead of reducing our dependence on Middle Eastern oil and keeping down the cost of fuel for American consumers—that oil will be sent to China. A number of year-end stories recently made much of the fact that the Keystone XL pipeline project isn't on the President's agenda before next year's election, which is unfortunate, because it is private-sector projects like Keystone XL—and the hundreds of others cited by the U.S. Chamber study—that will get our nation working again.

"I have worked towards approval of the Keystone XL pipeline, first as governor of North Dakota, and now with my colleagues as a U.S. Senator, because it is just the kind of project that will grow our economy and create more jobs. And that's the larger point here. We must empower private investment and create sustainable jobs through private enterprise to lift up our country. The President and his Administration need to join us in creating the kind of legal, tax, and regulatory environment that empowers private investment. That's the approach that will grow our economy and get people back to work. That's the approach that will reduce our deficit and debt, and strengthen our nation."

Manchester, NH -Republican Presidential candidate Rick Santorum again stood tall for strong, consistent conservative leadership during this morning's NBC "Meet the Press" Debate.

Hogan Gidley, National Communications Director, said: "Rick Santorum continues to prove he is the best consistent, conservative alternative to Governor Romney to take on President Obama. In order to defeat Barack Obama we must highlight his biggest mistakes - namely government run health care and government bailouts. We must draw clear contrasts. Rick Santorum is the one candidate with the consistent record of conservative success in entitlement reform, national security, and the preservation of the traditional family."

SANTORUM SAID:

Why Governor Romney Would Have A Difficult Time Defeating President Obama:
"If his record was so great, why didn't he run for re-election? Why did you bail out (on the people of Massachusetts)?... We want someone when the time gets tough to stand up for conservative principles."

On Representative Paul's Lack Of Accomplishments:
"The serious issue with Rep. Paul is that he's never passed anything of importance. One of the reasons people like Rep. Paul is his economic plan, but he's never been able to accomplish any of that. The problem is that what Ron can do is as commander-in-chief is pull our troops back and leave a vacuum for China and Iran to fill."

On Accomplishments:
"It worked in my case, look at welfare reform. I remember standing next to Ted Kennedy and Daniel Patrick Moynihan, saying that this dependency is more harmful and not believing in people is more harmful, so we went out and fought. Clinton vetoed it twice, but we were able to work together. Yes, we made compromise, but not on our core principles. I stuck to those principles, because poverty is not a disability and welfare programs should transition people from that dependency. And in the end, we were able to get 70 votes in the Senate."

On Gay Rights:
"I would be a voice for making sure every person in America is treated with respect and dignity. That does not mean I agree with changing laws though. Madison said it best regarding the First Amendment, that it is the perfect remedy. People can come into the public and be heard and be respectful of everyone else. Just because you don't agree with them doesn't mean that you are discriminating against them."

On A National Right To Work Law:
"I have signed a pledge that I would sign a National Right To Work Law."

On Iran:
"They are a theocracy that has deeply embedded beliefs that that afterlife is better than this life. President Ahmadinejad said the principle virtue of Islam is martyrdom, so there is no deterrent in using nuclear weapons. In fact it's an encouragement to use nuclear weapons. The Soviet Union and China is not a theocracy."

Thank you, New Hampshire! Tonight, we made history!

This state has always been a special place for our family. Ann and I made a home here and we’ve filled it with great memories of our children and grandchildren. And this Granite State moment is one we will always remember.

Tonight, we celebrate. Tomorrow, we go back to work.

We remember when Barack Obama came to New Hampshire four years ago.

He promised to bring people together.

He promised to change the broken system in Washington.

He promised to improve our nation.

Those were the days of lofty promises made by a hopeful candidate. Today, we are faced with the disappointing record of a failed President. The last three years have held a lot of change, but they haven’t offered much hope.

The middle class has been crushed. Nearly 24 million of our fellow Americans are still out of work, struggling to find work, or have just stopped looking. The median income has dropped 10% in four years. Soldiers returning from the front lines are waiting in unemployment lines. Our debt is too high and our opportunities too few.

And this President wakes up every morning, looks out across America and is proud to announce, “It could be worse.”

It could be worse? Is that what it means to be an American? It could be worse?

Of course not.

What defines us as Americans is our unwavering conviction that we know it must be better.

That conviction guides our campaign. It has rallied millions of Americans in every corner of this country to our cause.

Over the last six months, I’ve listened to anxious voices in town meetings and visited with students and soldiers. In break rooms and living rooms, I’ve heard stories of families getting by on less, of carefully planned retirements now replaced by jobs at minimum wage. But even now, amidst the worst economy since the Great Depression, I’ve rarely heard a refrain of hopelessness.

Americans know that our future is brighter and better than these troubled times. We still believe in the hope, the promise, and the dream of America. We still believe in that shining city on a hill.

We know that the future of this country is better than 8 or 9% unemployment.

It is better than $15 trillion in debt.

It is better than the misguided policies and broken promises of the last three years – and the failed leadership of one man.

The President has run out of ideas. Now, he’s running out of excuses. And tonight, we are asking the good people of South Carolina to join the citizens of New Hampshire and make 2012 the year he runs out of time.

President Obama wants to put free enterprise on trial. In the last few days, we have seen some desperate Republicans join forces with him. This is such a mistake for our Party and for our nation. This country already has a leader who divides us with the bitter politics of envy. We must offer an alternative vision. I stand ready to lead us down a different path, where we are lifted up by our desire to succeed, not dragged down by a resentment of success. In these difficult times, we cannot abandon the core values that define us as unique -- We are One Nation, Under God.

Make no mistake, in this campaign, I will offer the American ideals of economic freedom a clear and unapologetic defense.

Our campaign is about more than replacing a President; it is about saving the soul of America. This election is a choice between two very different destinies.

President Obama wants to “fundamentally transform” America. We want to restore America to the founding principles that made this country great.

He wants to turn America into a European-style entitlement society. We want to ensure that we remain a free and prosperous land of opportunity.

This President takes his inspiration from the capitals of Europe; we look to the cities and small towns of America.

This President puts his faith in government. We put our faith in the American people.

He is making the federal government bigger, burdensome, and bloated. I will make it simpler, smaller, and smarter.

He raised the national debt. I will cut, cap, and balance the budget.

He enacted job-killing regulations; I’ll eliminate them.

He lost our AAA credit rating; I’ll restore it.

He passed Obamacare; I’ll repeal it.

When it comes to the economy, my highest priority as President will be worrying about your job, not saving my own.

Internationally, President Obama has adopted an appeasement strategy. He believes America’s role as leader in the world is a thing of the past. I believe a strong America must – and will – lead the future.

He doesn’t see the need for overwhelming American military superiority. I will insist on a military so powerful no one would think of challenging it.

He chastises friends like Israel; I’ll stand with our friends.

He apologizes for America; I will never apologize for the greatest nation in the history of the Earth.

Our plans protect freedom and opportunity, and our blueprint is the Constitution of the United States.

The path I lay out is not one paved with ever increasing government checks and cradle-to-grave assurances that government will always be the solution. If this election is a bidding war for who can promise more benefits, then I’m not your President. You have that President today.

But if you want to make this election about restoring American greatness, then I hope you will join us.

If you believe the disappointments of the last few years are a detour, not our destiny, then I am asking for your vote.

I’m asking each of you to remember how special it is to be an American.

I want you to remember what it was like to be hopeful and excited about the future, not to dread each new headline.

I want you to remember when you spent more time dreaming about where to send your kids to college than wondering how to make it to the next paycheck.

I want you to remember when you weren’t afraid to look at your retirement savings or the price at the pump.

I want you to remember when our White House reflected the best of who we are, not the worst of what Europe has become.

That America is still out there. We still believe in that America.

We still believe in the America that is a land of opportunity and a beacon of freedom. We believe in the America that challenges each of us to be better and bigger than ourselves.

This election, let’s fight for the America we love. We believe in America.

“Hello, I’m Representative Nan Hayworth from the great state of New York.

“As always, the new year brings fresh hopes and aspirations. Unfortunately, too many of our fellow citizens begin 2012 with worries about keeping their jobs and paying their bills.

“Finding work in this economy remains a struggle, and Friday’s jobs report is the latest evidence of that. Three years ago at this time, the incoming Obama Administration claimed its ‘stimulus’ would keep unemployment below eight percent. Well, unemployment has now been above eight percent for 35 straight months, the longest such stretch since the Great Depression. Roughly 13 million Americans are looking for jobs.

“Leaders in Washington should have no higher priority this year than getting our economy back to creating jobs.

“The foundation for action is already in place. Right now, there are nearly 30 jobs bills passed by the House with support from both Republicans and Democrats that are awaiting action in the Democratic-run Senate. The Republican Plan for America’s Job Creators is designed to empower small businesses and get government out of their way.

“One vote is all each of these jobs bills needs to get to the president’s desk, and it’s disappointing the Senate hasn’t acted. After all, these proposals fulfill common-sense priorities like addressing excessive regulations, encouraging entrepreneurship, and making Washington live within its means.

“One of these bills, in fact, would implement key elements of the president's own plan, including tax incentives for business expensing, a full-year extension of payroll tax relief, and a full-year extension of unemployment insurance. I serve as one of the negotiators ready to work with our Democratic counterparts to get a full-year payroll tax cut enacted into law.

“While the Republican-led House has passed a full year extension of the payroll tax holiday, the Senate, controlled by the president's own party, has not.

“More jobs bills are in the works. In the coming weeks, the House will consider job-creating proposals to reduce unnecessary and burdensome regulations, and repair and improve America’s roads and bridges. Instead of just spending more on short-term fixes, we’d be permanently removing government barriers to job creation. And we hope these bills won’t be bottled up by partisan politics, as well.

“Indeed, all of this requires the help – and the leadership – of the president. We are hopeful that President Obama, in his State of the Union Address, will express a willingness to work with Republicans to enact all of these jobs bills. The American people know we have our disagreements, but they rightly expect us to work together to find areas where we can agree and act. Republicans remain ready and willing to do just that.

“Finally, you may recall that last year’s State of the Union occurred in the shadow of one of the saddest days in recent memory. One year ago this Sunday, a madman opened fire on Congresswoman Gabrielle Giffords and her constituents outside a grocery store in Tucson, Arizona. Six people were killed, including Gabe Zimmerman, an aide to the congresswoman. In those difficult hours, Americans reminded the world that no act of violence would silence the dialogue of democracy. All of us who have the privilege to serve with Gabby continue to pray for her recovery. We remain grateful to those who have sent thoughts and prayers to her, to her family, and all those who were affected.

“In the year ahead, the spirit of service and fellowship can inspire us in Washington. We can be honest about the challenges we face and we can be equal to the task.

“Thank you for listening, and God bless America.”

NEW YORK – January 6, 2012 – Following is a transcript of MSNBC’s Chris Matthews’ interview with Republican presidential candidate and former speaker of the House Newt Gingrich, from tonight’s edition of “Hardball with Chris Matthews.” If used, must credit MSNBC’s “Hardball with Chris Matthews.”

CM: Mr. Speaker, one thing you said tonight really grabbed me, and I completely thought it was important for all Americans to hear regardless of ideology or partisanship. You said a president can’t do it by himself or herself that it’s about leadership once you’re there. It’s not a solo act.

NG: Right, look I think it’s essential. It’s a lesson I learned from studying Reagan and from studying Abraham Lincoln. That the ability to communicate with, martial, public opinion, have a feel, really stay close to the American people is at the heart of really effective leadership. And if you get very far away from it, you just start melting as a leader.

CM: But this idea of participation, the people do more than vote...that they continue participating in the new presidential phenomenon, right?

NG: I thought it was the great loss that Obama had. He had a huge audience election night. He had built up I think a 13 million or 15 million data bank of people - if he actually sent them the stimulus package and said, what do you think? You would live in a different country today – I mean if they had all said, gee I don’t know, how about this? How about that? But, people are smart. They don’t want you to have a pseudo-participatory system. They want to actually have the ability to give you input, to give you ideas. We don’t know how to do it - no one has ever done it well. Lincoln…

CM: I think Kennedy did a great job. The space program, the Peace Corps – it was all about rooting for the space program, everyone felt a part of it.

CM: Let me ask you about the quality of campaign and tone of the campaign and the tone of the administration following. You talked about, you compared –I think - is going on now for the Romney campaign with what happened in 2004, with the swift boating of John Kerry and how that sort of, polluted the water, if you will for what happened in the second Bush term. And how couldn’t get things done, like privatization.

NG: That’s right. One of the reasons I, again, drifted towards running was a paper I wrote in the summer of 04, which said that on 53 issues, John Kerry was in the minority by an average of 77 to 17. He was to the left of Teddy Kennedy, he could run a clean, straight choice campaign on big issues and they would have won a margin like Nixon did with McGovern. They couldn’t break loose. They were committed on taking Kerry on personally. When you run negative ads that are personal you may break the other guy - but you also break yourself.

CM: and divide the country

NG: and divide the country

CM: Let me ask you about this campaign. I know you want to go positive but the nature of this campaign was done against you in Iowa. Let’s talk about it because we all watched it. You couldn’t turn a television set on without hearing a negative ad on you, and about you personally. And they were written with ad copy, but they weren’t signed by anybody. There was no name on it that said “I paid for this ad” and my name is Mitt Romney.

NG: Right and I took Romney head on about this because it’s all baloney. That was his staff from last campaign with millionaire friends paying for it. Those are his ads. He did not have the guts to admit it.

CM: He did come out and say I could have called off the dogs, not using his words. I could have made it less negative. But why should I? This guy ought to be taking the heat but he basically backed them up.

NG: Right and here’s my answer. He has grandchildren. He outta run a campaign worthy of his grandchildren. He outta take those ads home and show them to his grandchildren... grandpa did this, what do you think of this kind of trash on television- someone being beaten up like this on television? We should run campaigns worthy of our best, not campaigns that demean us to our worst.

CM: Well, what was it like sitting in your hotel room, watching those ads?

NG: I didn’t do much [of that] - I was out campaigning.

CM: But you heard about them

NG: Well, I knew about them, I saw some of them, but look, the reason , the end to me, is like [an episode of]you’re not seeing me compare a Massachusetts moderate to a Reagan conservative is like Saturday Night Live, where Romney’s people were questioning whether I was a conservative - thought to myself, let me get this straight - this is a guy that didn’t support Reagan in the 80s, said in 94 he didn’t want to go back to Reagan policy, votes for Paul Tsongas in 92, who appointed liberal judges, has tax paid abortions, put Planned Parenthood into Romney care and - and he’s questioning whether I’m a conservative?

CM: Are you running a negative campaign right now?

NG: No, I’m running a …

CM: You’ve gone thru list of tyranny of the left as you see it. You’re laughing but you’re saying you’re running a positive campaign?

NG: No, look I’m running a campaign of contrast on public policy, which I was willing not to run if Romney had run a campaign of policy ideas. If I had stuck with policy ideas, by the way – I would have beaten him.

CM: You called him a Saturday Night Live joke.

NG: Well, that ad was a SNL joke - for a Massachusetts moderate to put out an ad questioning my credentials as a conservative, it’s the kind of chutzpah that you don’t really quite expect to find in someone like Romney.

CM: Let’s talk about Tampa. I have always thought, watching this thing from the other side, I could see it from the middle sometimes and sometimes sympathetically. I look at this tea party phenomenon - how do these people and their representatives go to Tampa at the end of this summer when it’s sweltering down there. I always like to the get the atmosphere in there – it’s hot, the humidity is 105 degrees, and they sit around and cheer Mitt Romney? How does that work?

NG: It won’t. He’s not going to be the nominee.

CM: Could it work if he were the nominee? Would [the tea party] ever be able to cheer him on there?

NG: They would never cheer him. Why would they cheer someone – if you were a Tea Party person, why would you cheer someone who raised taxes, created the prototype of Obama care - appointed liberal judges to appease the Democrats – that’s his line, not mine - and put in taxes paid abortions, took care of Planned Parenthood… here’s any easy question for you to answer -- - name one conservative accomplishment or public policy of Romney’s.

CM: We did, we asked him the same question, but here’s the question. This is a strange phenomenon because remember, you’re making historic comparisons today and I love that.

CM: Jimmy Carter is another one, he ran against 4 liberals back in 1976 and he won nomination but was never really the hero of his party. . Same thing. Romney’s running against a number of conservatives, including yourself, Santorum, Rick Perry – different kinds of conservatives and he’s splitting the conservative vote. 75% of your party, through polling, wants a conservative [nominee] but not Mitt Romney. But you’re dividing that up. The Same way the liberals were with Jimmy Carter.

NG: Look as a real practitioner of this game, this is the year that you have the longest proportional representation and therefore he’s never going to get more than 25 of 30 percent of the delegates until April. By April, I think it will be Gingrich vs. Romney and at that point he is going to lose.

CM: So you can deny him majorities up until then?

NG: i think so and I don’t think he’ll ever get Florida

CM: What do you think he will get up here?

NG: Well, he was at 41 this afternoon and I think he’ll be very lucky if he’s at 41

CM: Okay, let me ask you about the quandary you are in. It’s almost like Chinese handcuffs or trying to bang your way out of a paper bag. You have a lot of common interests with Santorum ...in fact; I don’t think you dislike him in any way. I don’t think there’s any personal problem. You call him now, your junior partner, okay – well, that’s a knock. You have to hit him a little, you have to check him…how are you going to be the alternative to Romney unless you check him out of the fight?

NG: I think it will happen. People are going to look and make a judgment over the next few months. Maybe I won’t be the judgment but my hunch is I will be. We have a national campaign and we’re organized to compete in a lot more places. I wasn’t trying to knock [Santorum.] He’s a good guy; I was the Speaker of the House. He was a senator who had no leadership at that point. He did some very significant things. He was key to passing welfare reform. I scheduled it three times. I’m just saying, we could go through these kinds of games….

CM: You got Clinton reelected

NG: Well I created an opportunity for Bill Clinton to decide to sell out the left. It was a wonderful moment.

CM: I know you did. Your politics I don’t agree with you with, but its good politics. We’ll see how welfare reform works out. You said there is more than an election at stake here. Talking to tea party group on Thursday night, you said it’s you have to make real changes about winning general election. It’s about going in there and really making a systematic change and the structure of government and reduce and refine it, dramatically. And then of course, you’re going to have to face the old world, me included, who really won’t like the way things are...or at least too lazy to think about it. That requires a big radical challenge. Can Mitt Romney do it?

NG: No.

CM: Who else can do it besides you?

NG: The only reason I am running is I don’t think anyone else can do it - this is really hard - the kind of stuff you write about – the ability first to win and to win with majority that executes its will and is persistent. This is the kind of the thing happens very seldom.

CM: You know, I like a couple things and I want to talk about the 75% thing, which is a phenomenon to me. There’s something like, I was comparing it to – I’m an old movie nut – but Casablanca, where the roulette table kept coming up at 22 and I kept looking at Romney’s numbers and it’s always about there. For a long time, it was about 22 or 23 on election night. What is it about your party that solidifies the 75% against Romney? Why did the 75% reject him?

NG: He’s a Massachusetts moderate. A Massachusetts moderate and he’s not even willing to be honest about it. They all know who is his - he just hopes they don’t. So he goes around and says “I’m really conservative” – well they just think…

CM: How’s the Tea Party accept it when they know, he will never go in his life, to a tea party meeting. Maybe’s there’s a class difference? There’s all kind of reasons why Mitt Romney wouldn’t show

NG: - that’s why he’s not going to get their vote.



CM: You said you’re up against an amateur conservative and an amateur moderate. Who are these people? Want to put their names on it? The amateur conservative is? Rick Santorum?

NG: Well when you’re talking about trying to create a national majority…

CM: [Santorum] is an amateur? Who are you talking about when you say amateur conservative? You must be talking about Rick Santorum?

NG: Yes, Rick Santorum

CM: The amateur moderate, just to nail it down is…

NG: Mitt Romney

CM: Okay, so you’re going to be the one that will take the last stand against Mitt Romney?

NG: Yes, I think so.

CM: I think some good things happened to you as Speaker – I can be as tough on you as anybody but I did think something interesting happened

NG: By the way, you have been [tough on me] on occasion

CM: I want to ask you about something important. When you’re not being [inaudible], when you’re really being a good positive public servant, you do compromise. You and Clinton in the 90s brought the budget down to balance and surplus – a combination of a moderate liberal and a pragmatic conservative put together a country that worked. You did deal with welfare reforms. You did reduce the deficit; you did have a five percent or lower unemployment rate. This country was working. What went wrong? Because you were a match of wits for a while

NG: Well, a couple of things. We were very fortunate, were both policy wonks. We both placed country above ourselves. We were both willing to endure each other and we both take enormous amount of time to

We were both very experienced. He had been governor for 12 years. I had been studying this stud since 1950. I think we went into a period of harsh partisanship– which I think was wrong

CM: You were a part of it?

NG: No, this was after I left. If you look at the attitude of …

CM: Let’s talk about 2001. The attitude of swift boating and some of the tactics

NG: Yea and the attitude of the guys like Tom DeLay, which was a take no prisoners. You know you can’t lead a free society in a harshly partisan way. That’s what Pelosi and those guys just found out on their side. When you burn your all of your bridges, you leave every independent and every Democrat on the other side or you leave all the Independents and all of the Republicans on the side. Whoever burns the bridges has isolated themselves. In the long run, that’s a bad policy. And frankly, the Bush people and the Republicans in the congress made a huge mistake. Bush decided he wouldn’t veto anything from the Republican congress - and the Republican congress said they wouldn’t investigate anything stupid in the Executive Branch. That was their deal.

CM: How did you learn about that?

NG: Well I was told early on there were conversations about if we pass it, you sign it

CM: What about the other side? No investigations?

NG: Well. That’s the way they operate. This is a lose-lose because the legislative branch needs to constantly stay on the back of the bureaucracy. The President has to check the excesses of the Congress, even of his own party. And I thought that set up the 2001…

CM: And the spending disaster of the early part of this century? And that horrible…

NG: That’s right. Presidents have to pose their will on the constitution. And Congress needs to impose their will on the constitution. And that’s the process that makes it right. Or least a good government.

CM: Thank you, Mr. Speaker.

"I'm United States Senator Johnny Isakson from the great state of Georgia. I hope that you and your family have had a very blessed holiday season. On this New Year's Eve, I'd like to wish you a very happy and healthy 2012.


"As a businessman who ran a company in the private sector for 22 years, I always began each year by setting goals for myself and my company. I'd like to take a moment to set some goals, or in this case, 'commitments,' that we as Republicans make to the American people for 2012.

"It's no secret that the number one issue facing our country is jobs. So the number one goal of the Republicans for 2012 is to continue to make it easier for American small businesses to create jobs.

"We'll accomplish this by focusing on three things: fundamental tax reform, regulatory reform and energy security.

"In 2012, Republicans will continue to fight for much-needed tax reform for all American families and small businesses. It is critical if we want to see the economy grow in this country.

"We should lower tax rates, do away with certain specialized and targeted tax deductions, broaden the tax base and close loopholes. Many of these suggestions were included in President Obama's own deficit commission's proposal, the Simpson-Bowles plan. Unfortunately, the President chose to ignore that plan.

"Congress cannot wait any longer to get our nation's fiscal house in order. This means tackling the nearly $4.5 trillion in additional debt that the Obama Administration has racked up in just the past three years.

"Democrats have pushed over and over again to raise taxes on the American families and small businesses to pay for their unsustainable spending habits. This is absolutely the wrong solution, especially in a time of a recession.

"Instead, we must dig our way out of this debt by reforming our tax system, cutting spending and extending opportunity for businesses to grow.

"In 2012, Republicans will continue to fight to remove the shackles of onerous federal regulations on American small businesses. This is one of the fastest ways we can empower small businesses to begin hiring again. It's one of the keys to bringing our country out of this recession.

"The burdensome over-regulation by President Obama's federal agencies has resulted in small businesses holding capital on the sidelines and freezing plans to hire new workers. American business cannot plan ahead because they fear the next expensive regulation might be coming from the federal government.

"It is uncertainty that must end.

"The federal government cannot regulate our country into prosperity. Our job as legislators is to see to it that there is a level playing field for businesses, entrepreneurs and workers.

"Our job is not to eliminate risk. If you eliminate risk, you eliminate reward. If you eliminate risk and reward, you eliminate capitalism -- the very foundation of our American economy.

"The third way that Republicans will make it easier to create jobs in the New Year is by continuing to push for energy solutions that create jobs, lower energy costs and remove our dependence on foreign oil.

"We can accomplish these goals by tapping into our domestic resources in an environmentally responsible way; such as through offshore drilling and shale extraction. We must develop all forms of energy -- wind, solar, nuclear and others -- if we're ever going to lessen our dependence on foreign oil.

"This past year, Republicans pushed for construction of the Keystone XL pipeline to transport 700,000 barrels of oil per day from Canada to the United States. This project would give America a reliable source of oil from our largest trading partner, and it would create tens of thousands of jobs for the American people. The Keystone pipeline is exactly the type of energy project this country needs.

"As we enter into this New Year, many have predicted that Congress will be too consumed with the Fall elections to accomplish anything significant.

"Americans cannot wait until after the November election. They need us to do our job and do it right now to create an economic climate that makes it easier to put people back to work. Republicans stand ready to do that.

"We're ready to go to work in 2012 to get the American people back to work.

"God bless you, and may God bless the United States of America in this New Year."

When you hear the bell ringing, you know it is Christmas morning. At least that’s the way it is in the Noem house. When my kids, Kassidy, Kennedy and Booker, hear me ringing the special bell outside their bedrooms on Christmas morning they know it’s time to get up and start enjoying the special day. (I’m scared to think about how early they might get up if it weren’t for the bell.) Every family, or group of friends, has holiday traditions that make this time of year so special.

On Christmas Eve, every year, we go to the home of my husband Bryon’s aunt with most of his family for oyster stew, then to church. The next morning starts with the bell ringing, then gifts and breakfast. The afternoon is usually spent with my family having fun outside on snowmobiles and sleds.

Every year I’m reminded of how blessed we are to have so much of our family around us for the holiday season. For me, celebrating the birth of our Lord, Jesus Christ, with our dearest loved ones is the best gift imaginable.

From our family to yours, we wish you a Merry Christmas, a Happy New Year, and hope you have the chance to spend this special season with your family and friends.

“Hello, I’m Mike Pence and I have the privilege of representing Indiana in our nation's Capitol.

“It’s Christmas Eve and if your family is anything like mine, today means last minute shopping, wrapping presents, and traveling to be with loved ones.

“For most here in Indiana, it's about family, hearth and home, dreaming of a white Christmas, children squinting through frosted windows to catch a glimpse of wonder in the night sky.

“For some of you, it will be a holiday on the beach or in the mountains, a candlelight service, midnight mass or a quiet gathering with friends.

“For our family, Christmas is a time when we reflect on our faith, on a promise fulfilled in a little town called Bethlehem more than 2,000 years ago with the humble birth of the Prince of Peace.

“Americans from all walks of life will celebrate the holidays in their own unique way, in accordance with their own beliefs and traditions.

“But while many of us are blessed to enter this season surrounded by loved ones with most of our needs met, too many will greet this season with heartache.

“For far too many in America, these are difficult times. Some of our neighbors, family and friends are struggling to make ends meet despite their best efforts, unable to find work in this difficult economy.

“This holiday season, let’s all make a special effort to come alongside these families in their time of need and support local charities as they provide for the needs across our communities. Let’s also make a point to personally reach out to that neighbor or friend who needs a helping hand, a kind greeting or an invitation - it might be just the gift someone needed most.

“Even as one conflict draws to a close and joyful homecomings abound, let’s also remember the empty chair at every holiday table for those who won’t be with family this year by virtue of their service and sacrifice for our freedom.

Washington (Dec 22) At a press conferences with Republican leaders and House payroll tax cut negotiators today, House Speaker John Boehner (R-OH) reiterated that the Senate-passed, short-term payroll tax cut extension is burdensome and unworkable for American job creators, and will not provide the level of tax relief American families need in this struggling economy. Speaker Boehner once again called on Senate Democrats to work with Republicans on a long-term extension and “solve this problem so that American workers don’t see their taxes go up in January.” Following are video and text of Speaker Boehner’s remarks.


“Yesterday, I spoke with President Obama. I urged him to call on Senator Reid to work with us to finish this bill that will provide for one year of tax relief for American workers. I told the President there’s one big reason why we need to do a full-year, and that’s jobs.

House Republican Leadership

“A one-year bill – like the President requested and like the House produced – is simply better for jobs and better for our economy. A one-year bill provides, on average, about $1,000 for American workers, as opposed to the Senate bill which would provide a measly $166. As importantly, a one-year bill would provide certainty for American employers as they begin to plan for next year. A two month extension only perpetuates the uncertainty that too many employers already have in dealing with the economy and what’s coming out of Washington.

“Listen, I used to run a small business. I can tell you that the language in the Senate bill will hurt small businesses. The Senate [bill] only goes for two months, but businesses send their taxes in – write the check, I used to write the check to the IRS – but it’s done on a quarterly basis. And so, you’re going to have a couple of months of this, and another month of this, trying to figure out what your obligation is is going to be difficult. And secondly, the paperwork requirements and the programming requirements contained in the Senate bill will make it virtually impossible for those who provide payroll services to do the job that employers hire them to do.

“The fact is, we can do better. Americans are still asking the question, ‘where are the jobs?’ It’s time for us to sit down and have a serious negotiation, solve this problem, so that American workers don’t see their taxes go up in January.”

Speaker Boehner and Majority Leader Eric Cantor (R-VA) met with the eight House Republican negotiators appointed to work with Senate Democrats on extending payroll tax relief for a full year. Boehner said Senate Democrats should appoint negotiators too and help prevent a tax hike on middle class families -- without hurting small business job creators, as the short-term Senate bill would do:

Last week, the House passed a bipartisan bill extending payroll tax relief for a full year. The bill reformed and extended unemployment insurance for a full year, protected Social Security, and would help create new jobs as well. After Senate Democrats passed a short-term two month bill, the House voted to start negotiating with the Senate now so this important matter could be resolved before the end of the year.

Unfortunately, Senate Democrats have so far refused to appoint negotiators. As Speaker Boehner wrote this morning in USA Today, “We hope the president, who has repeatedly said he won't go on vacation until this matter is resolved, will urge Senate Democrats to change their minds.”


BOEHNER: “Yesterday the House voted to reject the Senate bill and ask for a conference with the Senate where we could resolve the differences between the two houses. I’ve appointed the eight men and women sitting here with the Majority Leader and I to be our negotiators. We’re here. We’re ready to go to work. And we’re hoping that Senate Democrats will appoint negotiators, come to the table, and resolve these differences. I think it’s important to note that the president, bipartisan leaders in the House and bipartisan leaders in the Senate, have all really asked for the same thing over the course of the last several months: let’s extend the payroll tax credit for a year. And all we’re asking for is to get the Senate members over here to work with us to resolve our differences so we can do what everybody wants to do: extend the payroll tax credit for the next year. I’m hoping that they’re ready to work as we are.”

Darrell Issa has requested that Eric Holder testify before the Oversight Committee

Statement of the Chairman and Ranking Member of the Committee on Ethics Regarding the Matter of Representative Maxine Waters

Statement of the Chairman and Ranking Member of the Committee on Ethics Regarding the Matter of Representative Maxine Waters.

The Committee on Ethics has voted unanimously to extend the contract of William R. Martin to continue his service as outside counsel to the Committee in the matter of Representative Maxine Waters. The Committee’s goal has been and remains to resolve this matter as expeditiously as possible, but due to unavoidable delays, additional time is needed for outside counsel to complete his initial review and report his findings and conclusions to the full Committee, which will then determine whether the matter should proceed. The Committee’s decision to extend the contract does not indicate that the Committee has made any findings or reached any conclusions, or reflect any judgment on behalf of the Committee.

In July 2011, the Committee announced that it had retained Mr. Martin to review, advise, and assist the Committee in completing this matter. The decision to retain outside counsel reflected the high priority of this unique matter and the need to resolve it with the utmost care, diligence, and integrity. Hiring an outside counsel allowed for an independent review and a faster resolution than if the Committee staff were to handle it alone. In addition, retaining outside counsel in this matter has allowed the Committee and its staff to continue to work diligently on its large number of other pending investigative matters, as well as its substantial ongoing work within its advice and education, financial disclosure, travel, and training responsibilities.

To date, Mr. Martin and his team have performed a substantial amount of work to move this matter forward. Mr. Martin has reviewed tens of thousands of pages of documents, interviewed numerous witnesses, and conducted extensive legal research regarding the nature of due process rights which attach to Members of Congress appearing before this Committee. While significant progress has been made, Mr. Martin’s review and recommendations regarding due process allegations will not be complete by the end of the first session of the 112th Congress, which is the termination date of the initial contract. Mr. Martin has suggested to the Committee that he not present his recommendations regarding substantive issues of due process, including whether any fact witnesses should consider recusal from this matter, until the factual review is complete.

The new contract has an expiration date of July 31, 2012, and authorizes expenditures of between $50,000 and $500,000. The Committee has not concluded either that the entirety of the matter will be completed by that date or that outside counsel will need the full amount of time and/or funding to complete his initial review and any subsequent work, if necessary.

Instead, both the expiration date and amount of funding are intended to provide both outside counsel and the Committee with the flexibility to finish this matter as promptly as a thorough, diligent, and fair review of the allegations and relevant facts will allow. As with the initial contract, pursuant to Committee rules, any cancellation, further extension, or amendment to the contract must be approved by a majority vote of the Members of the Committee, acting consistent with integrity and fairness.

The Committee notes that the initial contract with Mr. Martin also authorized expenditures of between $50,000 and $500,000, but that to date, the cost of services provided under the initial contract is approximately $300,000. The range designated in the new contract was fully contemplated in the Committee’s request to the Committee on House Administration for funding in the second session of the 112th Congress. The Committee on House Administration has approved both the funding request and the new contract with Mr. Martin, consistent with its rules. Representative Waters and her counsel were informed of the new contract.

At the end of each stage in the matter, the Committee will consider what, if any, statement is appropriate to keep the House and the public informed of the activities of the Committee. Until the next such appropriate time, however, neither the Committee nor outside counsel will have further public comment on this matter.

Washington (Dec 19) At a press conference today, House Speaker John Boehner (R-OH) reiterated the need for a full-year extension of the payroll tax cut to provide certainty for job creators, and previewed a House vote this evening to request a formal conference to resolve differences between the two chambers. BOEHNER: “A TWO-MONTH EXTENSION CREATES UNCERTAINTY & WILL CAUSE PROBLEMS FOR PEOPLE WHO ARE TRYING TO CREATE JOBS”:

“Americans are tired of Washington’s short-term fixes and gimmicks, which are creating uncertainty for job creators at a time when millions of Americans are out of work. Democrats and Republicans agree that the payroll tax cut needs to be extended for a full year to provide the kind of relief that Americans need in this struggling economy. The House last week passed a bill to do just that -- but instead of passing the House bill or another bill which extended the payroll credit for a year, the Senate Democratic leaders passed a two-month extension, punting the problem into next year.

“We oppose the Senate bill because doing a two-month extension instead of a full year extension causes uncertainty for job creators. I used to run a small business, I met a payroll, I hired workers. A two-month extension creates uncertainty and will cause problems for people who are trying to create jobs in the private sector. The idea that tax policy can be done two months at a time is the kind of activity that we see here in Washington that’s really put our economy off its tracks.

“Last week both chambers worked together to pass a full-year bill to fund our government. And I don’t think this issue is any different. It’s time for Congress to do its work. No more kicking the can down the road.”

BOEHNER: HOUSE WILL SEND HOUSE-SENATE PAYROLL TAX CUT BILLS TO CONFERENCE TO RESOLVE DIFFERENCES:

“Tonight the House will vote on the Senate-passed bill. This is a vote on whether Congress will stay and do its work, or go on vacation. I expect that the House will disagree with the Senate amendment, and instead vote to formally go to conference – the formal process in which the House and Senate can resolve differences between the two chambers and between our two bills. And I expect the House to take up legislation that reinforces the need to extend the payroll tax relief for a full year, rather than just two months, again – to provide certainty for job creators. And I think the best way to resolve the difference between the two-month extension and the full-year bill is to follow the regular order here in Congress. When there’s a disagreement between the two chambers we sit down in a conference and resolve those differences. And that’s exactly what I believe the House will do.”

BOEHNER: NO VACATION UNTIL WE “FINISH THE NATION’S BUSINESS”:

“The President has said repeatedly that no one should be going on vacation until the work is done. Democrat leaders in the House and Senate have said exactly the same thing. So I think it’s time for Senate Democrat leaders to follow the president’s example, put their vacations on hold, and work in a bipartisan manner to finish the nation’s business.”
