Graves Applauds FCC’s Decision To Block Lightsquared, Washington, Feb 15 -

House Small Business Committee Chairman Sam Graves (R-MO) issued the following statement on the Federal Communications Commission’s decision to block LightSquared’s planned broadband network due to its interference with the Global Positioning System (GPS):

“Broadband investment provides substantial benefits to both consumers, small business owners, and the overall economy particularly in e-commerce, agriculture, education, health care, and other sectors. But our position has always been that Lightsquared’s plans should not be approved unless tests proved no interference for GPS devices. Interference of the GPS signal would have cost American small businesses billions of dollars to retrofit their current devices – adding yet another significant cost burden that would cause more harm to our already unstable economy. I hope that technology continues to be developed in a way that addresses the GPS interference concern on behalf of the many small businesses that rely on them, and that we can find a way to have a win-win on this issue.”

Chairman Graves led a hearing on this issue on October 12, 2011. Chairman Graves has also encouraged the National Telecommunications and Information Administration and the FCC to perform extensive testing to prove non-interference with GPS devices.

VA’s Budget Request for FY2013 hearing held by the House Committee on Veterans’ Affairs

WASHINGTON, D.C.—Two questions dominated today’s (02/15/12) VA’s Budget Request for FY2013 hearing held by the House Committee on Veterans’ Affairs: When will the Administration make a decision on the question of sequester that may greatly impact funding next year for VA healthcare, and, are requests for additional funding being used appropriately to best serve veterans?

Citing potential funding issues next year under sequestration rules, Chairman Jeff Miller asked of VA Secretary Eric Shinseki, “Will there be layoffs? Will maintenance needs be postponed? Will facility activations be delayed? For months, I’ve been trying to get clarity about what we, as a Committee, and veterans as our constituency, deserve to have resolved.”

The Committee requested and received in a matter of days, legal opinions from lawyers from the Congressional Research Service (CRS) and the Government Accountability Office (GAO) on the issue of sequestration and both determined that under current law, VA should be ruled “exempt,” prompting Chairman Miller to ask, “So, why has it been 7 months and we have yet to receive an answer from the Administration?”

VA’s FY2013 budget request represents a 10.5% increase from its FY2012 budget, with a majority of the additional funding being requested for additional disability compensation payments, however, the budget lacks specificity in certain areas.

Specific budget questions the Committee has for VA on the FY2013 budget include:

With revised estimates in FY2012 and FY2013 for VA healthcare funding, where were appropriated funds diverted, amounting to more than $5 billion?

With hundreds of thousands of veterans suffering from Post-Traumatic Stress (PTS), is an additional $312 million sufficient to meet current and future needs?

With a surge of veterans expected to return home in the next two years, is VA prepared for the influx of new veterans when VA only allocates 7% of its overall medical care budget for OIF/OEF veterans when homeless veterans receive more than 10%?

For years, promises of IT and manpower have been made to devote to the disability claims backlog, yet as of January 2012, more than 800,000 veterans are awaiting decisions, 60% of which are 125 days old – an increase of more 100% over the past three years. Will this year’s budget finally help turn the corner on the backlog?

“In the end, it is outcomes that really matter,” Miller said. “Veterans don’t care about numbers; they want their claims decided faster, their health care taken care of, and their aging facilities upgraded. That is the question we need to focus on in this budget.”

Paul Ryan: President’s Budget Ensures Debt Crisis and Decline

President’s budget reveals broken promises, failed leadership and a diminished future, February 13, 2012

WASHINGTON – Earlier today, President Obama introduced his Fiscal Year 2013 budget request, calling for record levels of spending increases, tax hikes, and debt. The President’s budget breaks his promise to cut the deficit in half by the end of his first term, and it breaks his obligation to all Americans to confront the nation’s spending-driven debt crisis.

In response to the President’s failure of leadership, House Budget Committee Chairman Paul Ryan of Wisconsin issued the following statement:

“President Obama’s irresponsible budget is a recipe for a debt crisis and the decline of America. His refusal to honestly confront our nation’s most pressing challenges does real harm to the economic security of millions of American families. The $1.9 trillion tax increase proposed in his budget will make it harder for businesses to create jobs and for workers to spur economic growth.

“This budget does nothing to prevent the bankruptcy of critical programs, threatening the health and retirement security of current and future seniors. Worse, it continues the President’s policy of letting an unaccountable board of bureaucrats cut Medicare in ways that will lead to denied care for seniors. The broken promises and recycled gimmicks contained in this budget have dramatically widened this President’s growing credibility deficit.

“The Appropriations Committee will take a close look at the President’s budget request, and is prepared to work with the Administration in areas of mutual interest. However, the President’s budget falls exceptionally short in many critical areas – including a lack of any substantive proposal for mandatory and entitlement spending reform. It is imperative that both the President and Congress put greater focus on addressing the exploding costs of these programs – which make up the vast majority of the federal budget. "The President's budget demonstrates that neither rural America nor fiscal discipline is a priority for this administration. Raising taxes on small businesses and ignoring the real drivers of trillion dollar deficits is a failure of leadership.

"The agriculture community remains committed to doing its part in deficit reduction. However, this proposal shows a lack of perspective and understanding in how agriculture can realistically contribute.

"For example, President Obama’s proposal to cut crop insurance threatens the integrity of the program itself. And, he ignores other areas for savings such as streamlining or eliminating duplicative programs in conservation, or closing loopholes in nutrition spending. Nutrition spending comprises 80 percent of the agriculture baseline and there is bipartisan support in Congress to save billions by eliminating loopholes, but not one penny is cut in the President’s budget.

"Not only does it fail to address our serious fiscal problems, but it undermines our investment in providing a stable food supply," said Chairman Frank Lucas.

Gov. McDonnell says, "While federal law mandates that the President release his budget on the first Monday of every February, the Administration has extended that period another seven days. Of course that one week delay from the White House pales in comparison to the nearly three-year holdup in the Democratic Senate. In that body, Senator Harry Reid's majority hasn't passed a budget in over 1000 days. Now, the Senator is refusing to even consider a budget on the floor. This is an astounding failure of leadership and management of the nation's finances.

"Harry Reid may not want to act, but we will still get a budget from the President in less than 48 hours. While we don't know the specifics of that budget, we can reasonably predict a lot from the President's previews and his past policy decisions.

"We can expect the President's budget to make private sector job creation tougher because it will raise taxes and continue policies like Obamacare that are making it harder for small businesses to hire—at a time when millions of Americans remain out of work. We can expect the President's budget to ignore the growing entitlement crisis in this country. It won't protect the security of Medicare and Social Security and, absent major reforms, it'll continue down the road to bankrupting these programs in the years ahead. Now we can expect the President's budget to again fail to address the $15 trillion, and growing, national debt—in fact, it will probably make it worse. With no boldness or leadership or setting priorities, the Obama approach is simply more debt, more taxes, and more blaming others.

"In short, we can expect that this will not be a proactive budget built to promote fiscal responsibility and future prosperity. Rather it appears we'll see a bloated budget that doubles down on the failed policies of the past.

"Republicans know that we can do better."

In stark contrast to the Obama administration, Gov. McDonnell notes, "While Washington D.C. borrows at a staggering $3.5 billion a day just to keep the lights on, Republican governors have closed $65 billion in deficits the past two fiscal years alone.

"Here in Virginia, we closed $6 billion in budget shortfalls without raising taxes and produced nearly $1 billion in surpluses the past two years, by putting new money into transportation and colleges and universities. In Nebraska, Governor Dave Heineman proposed $326 million in tax cuts. In New Jersey, Governor Chris Christie is pushing to cut the state income tax by 10 percent. And Republican governors in Florida, Georgia, Iowa, New Mexico and South Carolina are all working to reform their tax systems to make their states more competitive.

Republican governors are balancing their budgets on time, without tax increases, and without deficit spending. And their hard work to make government more efficient and effective is helping to create the environment in which Americans can use their God-given talents to compete, grow, innovate and pursue the American Dream. In fact, in the most recent CNBC rankings of the most business friendly states in the country, 11 of the top 15 states have Republican governors. And Republican led states are outpacing Democratic counterparts when it comes to job creation. Seven of the 10 states with the lowest unemployment rates have Republican governors, and in 2011, states with Republican governors added 912,000 new jobs."

He concludes, "A true and lasting economic recovery will not come from government. It will come from the hard work, talents, and vision of the American people. Republicans believe that it is our duty to help create an environment in which private sector jobs can be best created and sustained. And we know that when we limit government to free up capital, and reduce onerous regulations and litigation, we spur private sector job creation.

"In short, we believe the role of government in an economic recovery is simple: At every level, governments should pass budgets on time that fund core functions like education, transportation, and public safety well, and don't waste precious taxpayer dollars. And, at every level, governments should enact policies that ensure our private sector job creators, small business owners, and entrepreneurs can compete against the world, create jobs, and innovate.

"The American people can out-compete and out-work anyone, anywhere. All they need is the opportunity. Republican leaders in our state capitals are creating those opportunities for success and they are getting results. Now, we need that kind of leadership in the U.S. Senate and the White House."

This year, here at CPAC, we’ve got a great crowd. It’s been a great conference. For that I suppose we should acknowledge President Obama, the conservative movement’s top recruiter. Turns out, he really is a great community organizer. Although, I don’t think we were the community he had in mind.

Today we are poised for a great victory in November. The pundits and the pollsters tell us we can win this election. But we must tell the nation why we should win. It is up to us to prove that we are truly ready to step forward and lead this country. This election is not just about getting more votes. Defeating Barack Obama is only one step toward our greater goal of saving America.

Of course we can defeat Barack Obama! That’s the easy part! Believe me, November 6th will be the easiest day our next President will face.

This country we love is in jeopardy. It’s more than the economic statistics we read, it’s the pain we feel in our hearts. For three years we have suffered through the failures not only of a weak leader, but of a bankrupt ideology. I am convinced that if we do our job, if we lead with conviction and integrity, that history will record the Obama Presidency as the last gasp of liberalism’s great failure and a turning point for a new conservative era.

But it’s not enough to show how they have failed. We must prove we deserve to lead. I am here today to ask you to stand with me shoulder to shoulder as we go forward to fight for America.

As we step forward together, now is the time to reaffirm what it means to be a conservative and why this must be our greatest hour. America is like no other country in history. At the very heart of our American conservatism is the conviction that the principles embodied in the Constitution and the Declaration of Independence are uniquely powerful, foundational, and defining. Some see the hand of Providence in their authorship. Others credit the brilliance of the Founders. Many of us see both. But conservatives all agree that departing from these founding principles is a departure from the greatness of America-- from our mission, from our freedom, from our prosperity, and from our purpose.

I know this President will never get it, but we conservatives aren’t just proud to cling to our guns and to our religion. We are also proud to cling to our Constitution!

The wisdom of our founding documents is that they see the nation’s prosperity not as a product of government, but as the product of individual citizens, each pursuing happiness. This is key to the success of the American experiment. America does not just exist for the people, it has been made exceptional by the people.

A free people, pursuing their own dreams and achieving success in their own ways – that is what has propelled America and made us the most prosperous and powerful nation in the world. Many politicians on both sides of the aisle have forgotten that – if they ever really understood it at all. They have fallen under the spell of Washington.

Politicians are routinely elected on promises to change Washington, but when they come here, they become creatures of Washington. They begin to see government as the answer to every challenge and the solution for every problem. At every turn, they try to substitute the heavy hand of the federal government for free citizens and free enterprise. They think government knows better – and can do better – than a free people exercising their free will. And this President is the worst offender. Barack Obama is the poster child for the arrogance of government.

This election really is a battle for the soul of America. And it’s going to come down to a choice between whether we want to be a nation of and by Washington … or a nation of and by a free people.

As conservatives, we are united by a set of core commitments. But not everyone has taken the same path to get here. There are college students at this conference who are reading Burke and Hayek. When I was your age, you could have told me they were infielders for the Detroit Tigers. Some of you work in think tanks or follow the writings of prominent leaders. Some of you have worked in government or labored on the front lines of conservative causes. I salute you all.

My path to conservatism came from my family, my faith, and my life’s work.

I was raised in a home shaped by and rooted in conservative values. My mother’s father – my grandfather – came to America from England. As a teenager, he was alone in a new country, but he risked it all for a chance at religious liberty and economic opportunity.

You’ve probably heard how proud I am of my father. He was born to American parents living in Mexico. When he was five, they moved back to the United States. His dad was a builder who went bust more than once. My Dad grew up poor and never had a chance to finish his college degree. But he believed in a country where the circumstances of one’s birth were not a barrier to achievement. And with hard work, he became the head of a car company and the Governor of the great state of Michigan.

The values that allowed my parents to achieve their dreams are the same values they instilled in my siblings and me. Those aren’t values I just talk about; they are values that I live every day. My 42-year marriage to my wife, Ann; the life we’ve built with our five sons; and the faith that sustains us – these conservative constants have shaped my life.

In business, if you’re not fiscally conservative, you’re bankrupt. I spent 25 years balancing budgets, eliminating waste, and keeping as far away from government as was humanly possible. I did things conservatism is designed for – I started new businesses and turned around broken ones. And I am not ashamed to say that I was very successful at it.

I know conservatism because I have lived conservatism.

As governor of Massachusetts, I had the unique experience of defending our conservative principles in the most liberal state in our union.

When I took office, I was facing a $3 billion budget deficit and an economy in a tailspin.

Even with a legislature that was 85% Democrat, I cut taxes 19 times and balanced the budget all four years. I cast over 800 vetoes and cut entire programs. I erased a $3 billion budget shortfall and left office with a $2 billion rainy day fund. If there was a program, an agency, or a department that needed cutting, we cut it. In fact, a commentator once said that I didn’t just go after the sacred cows, I went after the whole herd. And I can’t wait to get my hands on Washington.

During my tenure, our conservative values also came under attack. Less than a year after I took office, the state’s supreme court inexplicably found a right to same-sex marriage in our constitution. I pushed for a stay of the decision, fought for a marriage amendment to our constitution, and successfully prohibited out-of-state couples from coming to our state to get married and then go home. On my watch, we fought hard and prevented Massachusetts from becoming the Las Vegas of gay marriage. When I am President, I will preserve the Defense of Marriage Act and I will fight for a federal amendment defining marriage as a relationship between one man and one woman.

During my time in office, I stood up to those who wanted to call into question the very definition of life. I vetoed a bill that would have opened the door to cloning and embryo farming. I vetoed a bill that would have allowed young girls to gain access to abortion-inducing drugs. I fought for abstinence education in our public schools. And I defended the Catholic Church’s right to serve their community in ways that were consistent with their conscience through adoption programs that placed children in a home with a mom and a dad.

I was a conservative governor. I fought against long odds in a deep blue state. I understand the battles that we, as conservatives, must fight because I have been on the front lines.

Here at CPAC, I know you understand this. This gathering has always welcomed me. And you have consistently supported me – not because of my rhetoric, but because of my record.

Over the course of this conference, several candidates either have been – or will come – before you seeking to lead our country out of these troubled times. What distinguishes us from one another is not our opposition to President Obama or even our support for conservative convictions. What distinguishes us is the nature of our experience, our perspective, and our judgment.

This election will ultimately be about two very different visions for America. But our more immediate choice will be between candidates from two very different backgrounds.

I spent 25 years in business, starting at the bottom and going on to help create a great American success story. I led an Olympics out of the shadows of scandal and turned around a state crying out for leadership.

In each of these endeavors, I worked with many talented people, but I was the Chief Executive. Success or failure lay on my shoulders. When tough decisions had to be made, I made them.

Leadership as a Chief Executive isn’t about getting a bill out of subcommittee or giving a speech – it’s about setting clear goals and overcoming constant adversity. It’s about sharing credit when times are good and taking responsibility for failure.

I am the only candidate in this race, Republican or Democrat, who has never worked a day in Washington. I don’t have old scores to settle or decades of cloakroom deals to defend.

As conservatives, you’ve learned to be skeptical of this city and its politicians and right you are.

My wife and I raised five boys and one of the lessons you learn is that when you hear an excuse that just doesn’t make sense… it’s because it doesn’t make sense. And let me tell you, any politician who tries to convince you that they hated Washington so much that they just couldn’t leave, well, that’s the same politician who will try to sell you a Bridge to Nowhere.

This is a moment when our country needs serious change and real reform. So, let me tell you exactly what kind of President I will be.

To get America back on track and get Americans back to work, we need bold and sweeping reforms. These are not managerial issues of changing this department or that agency. To change Washington, we must change the relationship between government and citizen. These are moral choices that will define us for generations to come.

Today we borrow almost forty cents of every dollar we spend. That is unconscionable. It’s unsustainable. It’s reckless. It’s immoral. And, if I am President, it will end.

I will approach every spending decision by asking a few important questions: Can we afford it? And, if not, is it worth borrowing money from China to pay for it?

As President, I will not just slow the growth of government, I will cut it. I will not just freeze government’s share of the total economy, I will reduce it. And, without raising taxes or sacrificing America’s military superiority, I will finally balance the budget.

And that will start with the easiest cut of all – I will eliminate Obamacare.

I will dramatically reduce the size of the federal workforce. And, for the first time ever, we will tie the compensation and benefits of federal workers to those in the private sector. The principle here is simple: public servants should not get a better deal than the citizens they serve.

But cutting spending and bureaucracy alone won’t be enough. In their current form, Social Security and Medicare are unsustainable. And we cannot afford to avoid our entitlement challenges any longer.

I am the only candidate for President who has offered a sweeping, specific plan to save Social Security and reform Medicare. There are those who say you can’t talk straight to the American people on these key issues and still win an election. I say we can, we must, and I will!

These are sensible and critical reforms. Under my plan, no one at or near the retirement age will see any changes. And tax hikes are off the table.

We will slowly and gradually raise the retirement age for Social Security – and, we will slow the growth in benefits for our nation’s higher-income retirees.

When it comes to Medicare, tomorrow's seniors should have the freedom to choose between traditional Medicare and a range of private plans. If these future seniors choose a more expensive plan, they would bear the additional cost.

I know this President and his liberal allies will attack me for leading where he has failed. So be it. I will stand and fight – and we will win.

He will attack us with the usual fear tactics, but we will remind Americans that during this President’s term we have seen record high job losses and record home foreclosures. We will not be lectured to on values by the man whose ineptitude and failure has created so much unnecessary pain for our fellow Americans.

Ours will not be the easy course. But it will be the right course. And I am confident that Americans are yearning for a President to do what is needed, not what is expedient.

And let me be clear: Mine will be a pro-life presidency.

On day one, I will reinstate the Mexico City policy.

I will cut off funding for the United Nations Population Fund, which supports China’s barbaric One Child Policy.

I will ensure that organizations like Planned Parenthood get no federal support.

And I will reverse every single Obama regulation that attacks our religious liberty and threatens innocent life.

The Presidency is more than a public office; it is a sacred trust. As President, I will honor that trust by assuring that America remains the greatest military power on the face of the earth. This is very simple: If you do not want America to be the strongest nation on earth, I am not your President. You have that President today.

This election is a defining moment for our generation and for the conservative movement. Make no mistake – we have an opportunity for Greatness but with that opportunity comes defining responsibility. We cannot use this election to refight past battles or reward our friends. I know that the fundamental change this moment demands will take fresh, bold conservative leadership with real world solutions based on real world experience.

I will come to Washington, and, with your help and guidance and prayers, I will change Washington. And then I will leave Washington and go back to the life and family I love.

I believe this is a moment that demands we return to our basic values and first principals. This is our moment. This is why we are conservatives. The task before us now is to reaffirm the convictions that unite us and go forward shoulder to shoulder to secure the victory America deserves.

“Hello, I’m Pat Meehan, and I represent the hardworking people of Pennsylvania’s Seventh Congressional District.

“The need for Washington to act on jobs is as urgent as ever. The nation’s unemployment rate has now exceeded eight percent for three years running – the longest stretch since the Great Depression. Struggling families and workers want to end the gridlock and get our economy moving. House Republicans have offered good ideas that will help create jobs, but to execute them, we need leadership from President Obama and help from his fellow Democrats who control the Senate.

“As part of Republicans’ Plan for America’s Job Creators, the House has passed nearly 30 bipartisan jobs bills that the Senate hasn’t considered, proposals to help small businesses grow and create jobs. It was promising to see the president come out this week and endorse several of our ideas, but what would really be helpful is for him to urge the Senate to actually vote on them.

“One of our jobs bills would extend the payroll tax cut for a full year, as the president requested. The Republican-led House has passed this bill, but the Democratic-controlled Senate hasn’t. A bipartisan conference committee is working to change that, but time is running short.

“Our Democratic colleagues in Washington have a responsibility to tell the nation what they’re prepared to do to extend the payroll tax cut for a full year and give middle-class families and small businesses much-needed certainty.

“Another jobs bill in the works is an energy and infrastructure plan that will support the creation of more than one million private-sector jobs – not by wasting your money on pork-barrel projects and so-called ‘stimulus‘ spending, but by removing government barriers that are getting in the way of American job growth. This marks a sea change from the way things were done in the past by both parties, who stuffed highway bills with earmarks, many of which only drained resources from urgent projects that have a direct connection to economic growth.

“In 2005, I’m sad to say, a Republican-led Congress passed a highway bill that contained more than 6,300 earmarks, including the ‘Bridge to Nowhere.’ John Boehner was one of only eight members who voted against that bill. He’s now our Speaker, and those days are over.

“Instead of more earmarks or new taxes, our bill will remove barriers to job growth by expanding American energy production – which will help lower gas prices – and using the revenue to repair and improve our roads and bridges. Repairing our roads and bridges isn’t just a safety issue, it’s an economic one. Pennsylvania has more structurally deficient bridges than any other state, and a half-million people in the Commonwealth are out of work. That’s why our bill removes barriers to job growth and reforms the process by ending needless delays, empowering states and communities, and ensuring resources go to projects that have a direct connection to our economy.

“This is another good idea that will help put Americans back to work, and it, too, is built on common ground. The president supports improving infrastructure and recently echoed our party’s call for an ‘all-of-the-above’ energy strategy. “Our economy faces serious challenges right now – gridlock in Washington doesn’t have to be one of them. Mitt Romney today announced the support of Donald Trump. Mr. Trump joins a growing list of over 2,500 elected officials, leaders and activists from across the country who have endorsed Mitt Romney.

“I am humbled by the endorsements I have received from Republicans across the political spectrum. Donald Trump’s endorsement of me today sends a strong signal that he believes we have the best chance to make President Obama a one-term president,” said Mitt Romney. “We share both a background in the private sector and a belief that Washington needs to get out of the way of small business. NEWT GINGRICH: Thank you all very, very much. And thank all of you up here. I particularly want to start by thanking Attorney General Bill McCollum, who just has been a great state-wide leader and has done so much to help us and he and Ingrid have just been tremendous.

I also want to thank Mayor Krotty and Adam Levine who co-chaired statewide and really helped us put this together in a remarkably short time. And so we're very grateful to all of you.

I also want to introduce my daughter Kathy and her husband, Paul, they live down in Key Biscayne.

(CHEERS AND APPLAUSE)

GINGRICH: And I'm very proud of Kathy because she did a whole series of Spanish language media over the last couple of weeks helping us in the Miami area, and really reaching out across all the Spanish community and also my daughter Jackie and her husband Jimmy who are here.

(CHEERS AND APPLAUSE)

GINGRICH: And Jackie has been -- Jackie has been doing speeches, doing television and radio. And as many of you know, she is the -- she and Jimmy are the mother and father of my two major debate coaches, Maggie and Robert. So it's great to have them here.

I want to thank Floridians. Callista and I talked about this. And everybody here has been so positive in every part of the state, that we just thank all of you for the hospitality and the kindness. We thank the well over a half million Floridians who voted for us.

And I think Florida did something very important, coming on top of South Carolina. It is now clear that this will be a two-person race between the conservative leader, Newt Gingrich, and the Massachusetts moderate.

(CHEERS AND APPLAUSE)

GINGRICH: And the voters of Florida really made that clear. Now you'll notice a number of folks are holding up a sign about 46 states to go.

(CHEERS AND APPLAUSE)

GINGRICH: We did this in part for the elite media, because, you know, the same people who said I was dead in June and July, and said I was gone after Iowa, who seemed totally quiet the night of the South Carolina victory, are now going to be back saying, what's he going to do? What's he going to do? What's he going to do?

So I just want to reassure them tonight, we are going to contest every place and we are going to win and we will be in Tampa as the nominee in August.

(CHEERS AND APPLAUSE)

CROWD: Newt, Newt, Newt, Newt, Newt, Newt, Newt, Newt, Newt, Newt.

GINGRICH: Now, you might ask, in the face of a 5-1 onslaught, how can that be true? And I'll give you the answer. It was stated at an historic moment in 1863, in dedicating our first National Military Cemetery by the president of the United States, Abraham Lincoln, who said we have government of the people, by the people, for the people. And we're going to have people power defeat money power in the next six months.

(CHEERS AND APPLAUSE)

GINGRICH: And you might say, how are we going to do that? Well, the same way that we came back in June and July and by December, we're ahead in the Gallup poll nationally by 12 or 13 points with no money. It turned out that if you have ideas and you have solutions and you're positive and you can communicate a better future, and you have a history of actually doing something in the past, that the combination begins to reach to the American people.

So let me talk briefly about what this is going to be about. This is the most important election of your lifetime.

(CHEERS AND APPLAUSE)

GINGRICH: If Barack Obama gets re-elected, it will be a disaster for the United States of America. Make no bones about it. If he can have a record this bad, unemployment this bad, deficits this bad, policies this bad, gasoline prices this high, and still get re- elected, you can't imagine how radical he'll be in his second term.

UNIDENTIFIED FEMALE: That's right.

GINGRICH: So designing and putting together a people's campaign, not a Republican campaign, not an establishment campaign, not a Wall Street funded campaign, a people's campaign, and saying to every American of every background and every ethnic group and every community, we have a better future for you and your family. It's a future of jobs, it's a future of lower gasoline prices, it's a future of a balanced budget, it's a future of a smaller Washington, it's a future of more power back home to you and your family and your neighborhood.

This is a future we ask you to join us in imposing on the establishment in Washington and imposing it on both parties.

(CHEERS AND APPLAUSE)

GINGRICH: Let's talk briefly about the power of ideas. In 1980, I was very honored to be able to help put together the first Capitol Steps event. And at that point, Senate and House candidates came together with Governor Reagan. David Broder wrote about it in the "Washington Post" as a very courageous decision by Reagan because he didn't have to run as part of a team. And he did something nobody had done before. And we won six U.S. Senate seats by a combined margin of 75,000 votes and we picked up 33 House seats.

In 1994, building on that experience, we got 350 candidates to come and to be part of a "Contract with America," to stand on the capitol steps. We offered a positive program and we had the largest one-party increase in American history in an off-year. Nine million additional Americans voted for a positive vision and we kept our word and every item on the contract was voted on in the first 93 days.

(CHEERS AND APPLAUSE)

GINGRICH: There's a core question both in the primaries and in the general election. A simple question. If you're comfortable with the way America is decaying, then we don't have to change much. We can just manage the decay. If you think that's a terrible thing to do to your children and grandchildren, it's a terrible thing to do to your country, and if you are prepared to do what it takes to make sure that we change direction, not just the presidency, but the Congress, the bureaucracy, the judges, the policies, so that the entire system gets on the right track, so that America can give our children and grandchildren a more prosperous, a safe and better future, this is how big the gap is.

But there are folks over here in both parties who are quite comfortable managing the decay. I am running, Callista and I made the decision to run, our children, our son-in-laws joined us in that decision because we believe it is cheating our grandchildren to not insist on fundamental basic change in Washington, even if the establishment doesn't like it.

(CHEERS AND APPLAUSE)

CROWD: Newt, Newt, Newt, Newt, Newt, Newt, Newt, Newt, Newt, Newt.

GINGRICH: In the next few days, we're going to develop the equivalent of the contract from 1994, except this is going to be a personal one between me and you, because I'm asking you to make me president and therefore, I have a personal responsibility. It's going to come in two parts. Part one is conditional and requires your help. Part two, I can do if I win the election, without having to condition it.

Part one only works if you help me and we run a team campaign, which means, by the way, we have to replace Bill Nelson with a conservative.

(CHEERS AND APPLAUSE)

GINGRICH: But if you help us, and in addition to winning the presidency, we elect a Republican Senate and a Republican House, I will ask them on January 3rd to stay in office, and I will ask them to immediate pass the repeal of Obama-care.

(CHEERS AND APPLAUSE)

GINGRICH: I will ask them to immediately pass the repeal of the Dodd-Frank bill, which is killing housing, killing small business and killing independent banks.

(CHEERS AND APPLAUSE)

GINGRICH: And I will ask them to pass the repeal of Sarbanes- Oxley, which is crippling American businesses with no net profit.

(CHEERS AND APPLAUSE)

GINGRICH: And my goal is to have all three bills sitting there, waiting, so the minute I am sworn in, I can sign all three and we're off to a pretty good opening morning.

(CHEERS AND APPLAUSE)

GINGRICH: Now those three promises are conditional. We have to win the Senate by a big enough margin to manage it and we have to increase our strength in the House. Help me do that, I'll do those three.

Now let me tell you some things and we're going to put this together in a way that you'll be able to see in writing with my signature and you'll be able to hold me accountable. There are a series of executive orders I can issue that the Congress can't stop as long as they're within the law. The very first executive order will abolish all of the White House czars as of that moment.

(CHEERS AND APPLAUSE)

GINGRICH: We will issue immediately an executive order on the same day. All of this is going to happen about two hours after the inaugural address.

UNIDENTIFIED MALE: All right.

GINGRICH: OK? No point in hanging out and having fun. Before we get to go to the various balls that night, we're going to have a work period. This is going to be a working presidency.

UNIDENTIFIED FEMALE: Yes.

GINGRICH: I may not get in as much golf as Obama, but I'll get in a lot more job creation.

UNIDENTIFIED FEMALE: That's right.

(CHEERS AND APPLAUSE)

GINGRICH: And I tell you up front, I'm not going to compete with Obama in singing because I'm not running for entertainer-in-chief, I'm running for president.

(CHEERS)

GINGRICH: And I would say to him now, Mr. President, you cannot sing your way past the disaster of your presidency.

(CHEERS AND APPLAUSE)

GINGRICH: Now, we will immediately -- you know, I forgot my teleprompter, I said to my staff earlier.

(LAUGHTER)

GINGRICH: I mean, I'm having to wing this because of the staff failure.

UNIDENTIFIED FEMALE: You don't need it.

GINGRICH: So we're going to sign on that day the authorization for the immediate deployment of the Keystone Pipeline as of that day.

(CHEERS AND APPLAUSE)

GINGRICH: My message to the people of Canada is, don't cut a deal with the Chinese. Help is on the way, by January, you're going to build the right pipeline to the right place.

(CHEERS AND APPLAUSE)

GINGRICH: I'll just give you a couple more. We're going to put together a package. You're going to see, this is what a serious conservative president is like, who is bold and is prepared to change Washington despite the screams of the establishment on both parties. So a couple more steps. We will on that day sign an executive order that will instruct the State Department that day to open the embassy in Jerusalem and recognize Israel.

(CHEERS AND APPLAUSE)

CROWD: Newt, Newt, Newt, Newt, Newt, Newt, Newt, Newt, Newt, Newt, Newt, Newt.

GINGRICH: Just two more examples. I will sign on that day an executive order reinstating Ronald Reagan's Mexico City policy, no U.S. money will go anywhere in the world to pay for abortion, period.

(CHEERS AND APPLAUSE)

GINGRICH: And finally, many of you may have noticed that the Obama administration has declared war on the Catholic Church and other religious institutions. I want you to know that on the very first day, I will sign an executive order repealing every anti-religious act of the Obama administration as of that moment.

(CHEERS AND APPLAUSE)

GINGRICH: The reason I am comfortable telling you all this is I have been studying what America needs to do since the fall of 1958, when my dad was stationed in Europe in the army. I have been working at what we need to do, as congressman, speaker of the House, in the private sector.

I believe it is possible to get this country back on track. My commitment is to unleash the spirit of the American people, to find new and innovative and positive things, to do them seven days a week, to do them relentlessly, to do them without stop, to make sure that we have fundamentally gotten America back on the right track.

And I pledge to each and every one of you personally, if you will reach out across the country, if you will use Facebook and YouTube and Twitter, and phone calls and even visits, if you will tell all of your friends in the other 46 states that there is a chance to nominate a conservative who knows what he is doing, who has done it before, and who has the courage and determination to get it done, I promise you that if I become your president, I pledge to you my life, my fortune, and my sacred honor. This is about America.

Born and raised in the inner city of Atlanta, in the same neighborhood where Dr. Martin Luther King, Jr. once preached, patriotism is in Congressman West's blood. His father was a Corporal in the U.S. Army and served in the European theater of operations in WW II, and his mother, the outspoken and lovable "Snooks" West, worked as a civilian on a local Military Installation. Congressman West's nephew currently serves in the Army. Before retiring as an Army Lieutenant Colonel, West served as a Field Artillery Officer in several combat zones: in Operation Desert Storm, in Operation Iraqi Freedom, where he was battalion commander for the Army’s 4th Infantry Division, and in Afghanistan, where he trained Afghan officers to take on the responsibility of securing their own country.

"My father was proud of his own service, and believed that serving your country was the greatest of all honors," West said. "Both of my parents taught me that it was not necessary to rely on a government handout to achieve my goals. They wanted me to believe in myself and told me that in America, with hard work, all things are possible."

In 2004, after serving 22 years in the Army, West retired from the Military, and brought his wife, Angela, and two daughters, Aubrey and Austen, to South Florida, to be closer to his wife's family. Congressman West taught high school for one year and then returned to Afghanistan as a civilian advisor to the Afghan army.

Congressman West received his Bachelor's degree while on an ROTC scholarship at the University of Tennessee and later went on to get a Master's degree from Kansas State University, both in political science. He also holds a Master of Military Arts and Sciences from the U.S. Army Command and General Staff Officer College in political theory and military operations.

In his Army career, Congressman West has been honored many times, including a Bronze Star, three Meritorious Service Medals, three Army Commendation Medals (one with Valor), and a Valorous Unit Award. He received his valor award as a Captain in Desert Shield/Storm, was the US Army ROTC Instructor of the Year in 1993, and was a Distinguished Honor Graduate III Corps Assault School. He proudly wears the Army Master parachutist badge, Air Assault badge, Navy/Marine Corps parachutist insignia, Italian parachutist wings, and German proficiency badge.

In his free time, Congressman West enjoys cheering on his beloved Tennessee Volunteers, is an avid distance runner, a certified SCUBA diver, motorcyclist, and attends Community Christian Church in Tamarac, Florida.
