Secretary Condoleeza Rice's visit to Lithuania marks an important step forward in U. S. relations with one of Eastern Europe's strongest bastions of freedom. The first of the captive Soviet Republics to declare its independence from Moscow, Lithuania played a pivotal role in the unraveling of the Soviet Empire. Currently, Lithuania boasts Vladas Adamkus, a former E.P.A. administrator and prominent U. S. Republican, as its president. Recently, Secretary of Defense Donald Rumsfeld singled out Lithuania as the lead country in establishing a Provincial Reconstruction Team (PRT). ISAF, with an overall strength of 8,000 from some 30 countries in Afghanistan. I urge all Republicans to support the current administration's road map for granting visa waiver status to one of America's staunchest allies in the New Europe.
