Kevin McCarthy released this statement following House passage of (H.R. 2401) Transparency in Regulatory Analysis of Impacts on the Nation Act

Congressman Kevin McCarthyWashington D.C. – Congressman Kevin McCarthy released the following statement following House passage of the Transparency in Regulatory Analysis of Impacts on the Nation Act (H.R. 2401):

"The TRAIN Act is part of the House Republican regulatory reform agenda targeting unnecessary regulations currently on the books and preventing costly proposed regulations from being enacted. The Obama Administration's current and pending regulatory policies are increasing costs and adding to the economic uncertainty facing job creators.

Federal regulations cost the private sector $1.75 trillion every year – just more than $10,000 per employee. Today, there are more than 4,000 pending regulations from the Obama Administration for which the costs and burdens we don't yet fully know. Our economy surely cannot grow with such uncertainty hanging over the heads of our entrepreneurs and small businesses.

"The TRAIN Act delays two regulations that could drive up energy and electricity costs for working families and businesses, until a full analysis on their economic impact can be conducted. Regulations have consequences on all Americans, and Washington should not make doing business more costly and more difficult, especially in this challenging economic climate. I'll continue to fight for legislation that makes it easier for Americans to get back to work and get our economy back on track."

Rep. McCarthy talks about how this agenda could be implemented today if President Obama and Democratic Leaders would allow it. Now in his second term, Rep. McCarthy serves as chairman of the America Speaking Out project that culminated in Thursday’s release of “A Pledge to America.”

“This week Republicans made a Pledge to America.
“Our new governing agenda answers the question so many Americans are asking: will we leave to our children a stronger, healthier, more prosperous country than our parents left us? As we stand here before you, the future of our country hangs in the balance. Across this great nation, mothers and fathers wonder if their children will find the same opportunities for success that existed just a generation ago.

“Can you blame them? As a result of the economically disastrous policies of the current administration, millions of Americans are out of work today, and our children will be saddled with a deficit and debt that is -- by every definition -- out of control.

“We have more people depending on food stamps to feed their families than at any point in history. The economy is so dire that one in six Americans has to rely on government assistance for financial support. One in six. The land of opportunity has become the land of shrinking prosperity.

“Americans across the country are outraged, and so are we. Just as John Hancock boldly signed his name to the Declaration of Independence so that even Britain’s King George could read it, I want to say this slowly so there is no room for misinterpretation…

“Our government has failed us.

“From the billion-dollar bailouts to the ‘stimulus’ package that failed to stimulate to the government takeover of health care, you cried “STOP!”…but the Democratic Majority in Washington has refused to listen.

“I am speaking to you on behalf of Republicans to tell you that we’ve been listening, and we’ve heard you. We heard you loud and clear, and we assure you that there is nothing more inspiring than the common voice of the common man.

“When you said you wanted a prosperous, competitive economy, we heard you.

“When you said you wanted a more accountable government, we heard you.

“When you said you didn’t want a government takeover of health care, we heard you.

“We know that you want a government dedicated to working for the people, and that’s why we’ve written this Pledge to America. This pledge isn’t about Republicans or Democrats, liberals or conservatives – it’s about you.

“This pledge focuses largely on three things:

* a plan to create jobs, end economic uncertainty, and make America more competitive;
* a plan to cut wasteful Washington spending and reduce the size of government;
* a plan to reform Congress and restore trust in government.

“The new agenda embodies Americans’ rejection of the notion that we can simply tax, borrow and spend our way to prosperity. It offers a new way forward that hasn’t been tried in Washington – an approach focused on cutting spending – which is sadly a new idea for a Congress accustomed to always accelerating it.

“To put Americans back to work, our agenda seeks to eliminate uncertainty for the private-sector innovators and entrepreneurs who create jobs.

“And it commits to immediate action to change the way Congress works, recognizing that the current structure is rigged to minimize public scrutiny and facilitate unnecessary spending.

“This pledge is a governing agenda that could be implemented right now if the powers-that-be in Washington would allow it. We are calling on Speaker Pelosi and Majority Leader Reid to implement these proposals before Congress adjourns for the fall.

“We go forward now with optimism and a firm belief that we live in a land of great promise and great possibilities… a land where – until recently, our tomorrows have held more promise than our yesterdays.

“We are not ready to concede the fight for the prosperity of our country. We refuse to believe that the same American dream that shone so brightly for our parents has dimmed for our children. We must reverse our current course of action and reject the job-killing policies of the Democratic Majority. We will take back our country and restore our right to a better future.

“This is our pledge to America.”

In the Weekly Republican Address, Rep. Kevin McCarthy (R-CA) discusses America Speaking Out, the new House GOP initiative that is giving Americans a megaphone to make their voices heard and help construct a new agenda rooted in principles of smaller, more accountable, and less costly government. Central to this effort, McCarthy notes, is an innovative web forum where Americans can share their ideas and have them debated, discussed, and voted on in an open and transparent forum. As part of this national conversation, House Republicans will be holding America Speaking Out town hall meetings during the Memorial Day district work period.

“Hi, I’m Congressman Kevin McCarthy and I have the honor of representing the great people of California’s 22nd Congressional District.

“This week, House Republicans launched a new effort to change the way Washington governs by returning the voice of the American people to the process.

“You know, there is nothing more powerful and inspirational than the common voice of the common man. Over the last year, we’ve all been reminded of this. In town halls and on public squares, in every corner of this country, people have gathered and spoken out – in small groups and larger crowds, through phone calls and in letters.

Hi, I’m Congressman Kevin McCarthy. I have the great honor of representing California’s 22nd Congressional District. I also serve as the House Republican Chief Deputy Whip. I’d like to start by wishing all those families celebrating Easter and Passover a year of peace and prosperity in this holiday season.

I need not remind you that this is a time of great economic anxiety for almost everyone. Americans are rightfully asking ‘where are the jobs?’ ‘Why is Washington raising taxes in times of recession?’ ‘Doesn’t anyone care about us?’ ‘Is anyone actually listening?’

I know what you’re thinking. Enough is enough. Stop the spending. Stop the waste. Stop the broken promises.

Republicans agree. Major employers are already being squeezed because of the tax increases and cost hikes thanks to the new health care law signed by President Obama.
The new law is just the latest in a series of anti-taxpayer policies coming out of Washington that is making it harder for Americans to save, invest, and hire, but it is by no means the last.

As a former small business owner – a deli here in Bakersfield – I know that there is risk involved in turning a new idea into a successful business. There is no reward without some risk. My small business – like many small businesses – was started on credit. At this time of high unemployment, when we need to focus on jobs, we should not be expanding government spending, government commitments, and government promises that crowd out the small businessman and businesswoman. That’s not good for jobs. That’s not good for anyone.

From TARP and permanent bailouts, to the cap-and-trade national energy tax, the government takeover of healthcare, and huge increases in the national debt – and now still more demands for more spending to change the financial regulations, we have run out of money. And yet this Administration and Congressional Democrats want to spend even more.

So on behalf of the hardworking taxpayers of my district, I have one question for Washington: who is going to pay for all your new spending?

Last fall, when the controversial TARP program was on track to expire, Republicans voted to terminate the program and ensure that any unused funds were used to pay down our crushing national debt. Democrats instead forced through an extension so that they could use it as a ‘slush fund’ for more wasteful Washington spending.

Now, President Obama wants Congress to pass job-killing legislation that would guarantee permanent bailouts for Wall Street. Under his plan, unelected Washington bureaucrats would be granted virtually unlimited power to pick winners and losers – and hardworking American taxpayers would pick up the tab for the reckless decisions made by irresponsible bankers.

What’s worse, this legislation fails to address the root causes of the economic crisis and housing meltdown – the lack of accountability in Washington and on Wall Street.

Republicans have proposed a plan to protect taxpayers, end the permanent bailout and get rid of TARP. Our plan would address the causes of the financial crisis and institute accountability while adopting a new approach to the markets that will no longer include using the taxpayer as Wall Street’s financial lifeline.

Because more Washington bureaucrats, more federal agencies and more blue-ribbon commissions are not the answer. And putting taxpayers on the hook for more bailouts will not revive our struggling economy – it will only compound the pain for struggling small businesses and for families who played by the rules, lived within their means and acted responsibly.

Earlier I asked whether anyone was listening. I’m Kevin McCarthy, a member of the House Republican Conference, and we’re listening. And if you want to put an end to these big government bailouts, the reckless wasteful spending and the mountain of debt, we hope you’re listening, too. ####

“This is California Congressman Kevin McCarthy – the House Republicans’ Chief Deputy Whip.

“Earlier this week, President Obama said that we need to get serious about fiscal discipline by trimming waste in the federal budget. Republicans couldn’t agree more. We want to work with the President to get our financial house back in order.

“Unfortunately, the Washington Democratic establishment has pushed all year for policies that spend too much, tax too much, and borrow too much from our children and grandchildren.

“When I think of the future, I think of my 15 year old son Connor and my 12 year old daughter Meghan. I worry about their future because your kids are as important to you as mine are to me. And I am unwilling to leave our children with so much debt.

“It’s irresponsible to borrow more than all previous American Presidents combined. And it must stop if we want to get our economy moving again.

“The trillion-dollar ‘stimulus’ bill … the $410 billion dollar ‘omnibus’ spending bill… and the massive, fiscally-irresponsible Democratic budget that doubles the debt in just over five years, and triples the debt in just over ten years. All this money, but why are we funding a skateboard park in Rhode Island and new bike racks in Washington, D.C.? The Democratic governor of Ohio is planning to use $57 million dollars in ‘stimulus’ funds on studies instead of ‘shovel-ready’ projects that could create jobs now. And don’t forget that the same ‘stimulus’ bill authorized those outrageous AIG bonuses.

“When will all this spending and borrowing end?

“Hard working American families and small businesses are asking that same question. In fact, thousands of Americans turned out on Tax Filing Day to say they’ve had enough of the high taxes and borrowing to bankroll Washington’s spending spree.

“I attended one of these Tea Parties in my hometown of Bakersfield, California, and believe me, the message was heard loud and clear. Every day, America’s families, seniors, and small businesses are making tough choices. They’re worried about their jobs, their mortgages, and their savings. They’re sacrificing to pay the bills to make sure their children get a good education. But Washington isn’t willing to make the same difficult decisions.

“This is why Republicans are leading the way with solutions to provide a new direction. Rather than proposing more Washington spending, Republicans propose tax relief for American small businesses. We know America’s entrepreneurs and innovators create the jobs in our economy – over 70% of all American jobs come from small businesses.

“Republicans are also working to reduce taxes on hardworking American families, rebuild their savings, lower their energy costs, expand access to affordable health care, but most of all, curb Washington spending and borrowing. These are not Republican or Democratic ideas – these are common-sense American solutions that we have heard from millions of Americans.

“And we know that when the government spends our hard earned tax money, we should be guaranteed accountability. That’s why House Republicans are unveiling Washington Watch, a new website tracking misuse of taxpayer dollars and ‘stimulus’ waste.
