This week, my Administration met a key objective in our efforts to better secure our Nation's border.
In May, I pledged to deploy up to 6,000 National Guard members to support the Border Patrol, and we fulfilled that pledge by August 1st. Through Operation Jump Start, National Guard members are now on duty supporting the Border Patrol in Texas, California, Arizona, and New Mexico.
On Thursday, I visited the Rio Grande Valley Border Patrol Sector in Texas. I saw firsthand how the National Guard is working with our Border Patrol agents to improve border security. National Guard troops are helping with surveillance, construction, and logistics. They're building and repairing fences, maintaining vehicles, and manning detection equipment on the border and in command centers.
The arrival of National Guard units has allowed the Border Patrol to move more agents into front-line positions, and this additional manpower is delivering results. With the support of the National Guard, Border Patrol agents have seized over 17,000 pounds of illegal drugs and caught more than 2,500 illegal immigrants since June 15th. Just last month, Border Patrol agents in the Rio Grande Valley Sector confiscated more than 4,200 pounds of marijuana hidden in a tractor trailer. And the support of the National Guard was important in making this seizure happen.
Rational and comprehensive immigration reform must begin with border security, and we have more to do. So I've asked Congress to fund dramatic increases in manpower and technology for the Border Patrol. We will add 6,000 new Border Patrol agents. We will build high-tech fences in urban corridors and new patrol roads and barriers in rural areas. And we will employ motion sensors, infrared cameras, and unmanned aerial vehicles to prevent illegal crossings. By deploying 21st century technologies, we will make our Border Patrol agents even more effective and our border more secure.
Yet to be successful, comprehensive immigration reform must also accomplish four other critical goals. We need a temporary worker program that will create a legal and orderly path for foreign workers to enter our country to work on a temporary basis. This program will add to our security by helping us know who is in our country and why they are here. And by reducing pressure on our border, it will free up our Border Patrol to focus on making sure we stop terrorists, violent criminals, and drug smugglers from entering our country.
We need to enforce our immigration laws at our Nation's work sites. To enforce the law, we have launched raids on businesses that knowingly hire illegal immigrants. We are filing criminal charges against these employers, and we are prosecuting them to the fullest extent of the law.
To help honest businesses follow the law, I propose more effective tools to verify the legal status of workers. These tools should include a tamper-proof identification card for legal foreign workers. By taking these steps, we will make it easier for businesses to obey the law and leave them no excuse for violating it.
We need to resolve the status of illegal immigrants who are already here. They should not be given an automatic path to citizenship. This is amnesty, and I oppose it. Amnesty would be unfair to those who are here lawfully, and it would invite further waves of illegal immigration. We will find a rational middle ground between automatic citizenship for illegal immigrants and mass deportations of people who've been living here for many years with jobs, families, and deep roots in our country.
Finally, we need comprehensive immigration reform that honors the American tradition of the melting pot by helping newcomers assimilate. Americans are bound together by our shared ideals, our history, and the ability to speak and write the English language. When immigrants assimilate, they advance in our society, realize their dreams, and add to the unity of America. We can fix the problem of illegal immigration and deliver an immigration system that is rational and compassionate.
By passing comprehensive immigration reform, we will uphold our laws, meet the needs of our economy, and keep America what she has always been -- an open door to the future, a blessed and promised land, one Nation under God.

Este programa añadirá a nuestra seguridad ayudándonos a saber quién está en nuestro país y por qué. Y al reducir presión en nuestra frontera, liberará a la Patrulla Fronteriza para enfocarse en estar seguros de evitar que terroristas, criminales violentos y narcotraficantes entren a nuestro país.

SECRETARY RICE: Today, I would like to speak directly to the Cuban people:
We in the United States are closely watching the events in Cuba. Much is changing there, yet one thing remains constant: America’s commitment to supporting a future of freedom for Cuba, a future that will be defined by you -- the Cuban people.
The United States respects your aspirations as sovereign citizens. And we will stand with you to secure your rights -- to speak as you choose, to think as you please, to worship as you wish, and to choose your leaders, freely and fairly, in democratic elections.
All Cubans who desire peaceful democratic change can count on the support of the United States. We encourage the Cuban people to work at home for positive change, and we stand ready to provide you with humanitarian assistance, as you begin to chart a new course for your country.
The United States is also encouraging all democratic nations to join together and call for the release of political prisoners, for the restoration of your fundamental freedoms, and for a transition that quickly leads to multiparty elections in Cuba.
It has long been the hope of the United States that a free, independent, and democratic Cuba would be more than just a close neighbor – it would be a close friend. THE PRESIDENT: I know you've been complaining about the digs for a while. (Laughter.) So this is like the end of an old era. And let me just say, we felt your pain. And so we decided, you know, to help you renovate and come up with a new Brady center.
And so I want to thank the former spin meisters for joining me up here. Tell my people how to do it, will you? I mean, it's a -- (laughter.)
But, anyway, Laura and I wanted to come by and wish you all the best as you get to new headquarters for a while. I look forward to welcome you back here in, I guess, six or seven months. Is that right?
Q Nine months. We hope.
Q We're setting no timetables, Mr. President. (Laughter.)
THE PRESIDENT: That's what you get when you bring your crackpot up from Texas. (Laughter.)

THE PRESIDENT: I want to thank Admiral Allen and the members of the Coast Guard for what has been a really interesting tour of the Port of Miami.
A couple of things. One, it's clear that the money we've been spending to help secure our ports is working. In other words, new technologies -- there's new ways to investigate cargo that gets here. Obviously, there's more work to be done, but one of the most innovative projects we've done, by the way, is to have a -- is to use ports of -- the disembarkation to inspect cargo, so that the cargo has been inspected before it arrives here.
So I want to thank you all for the tour. I'm real proud of our Coast Guard. The Coast Guard is really, really good. And part of our efforts is to work with the Coast Guard leadership to make sure the Coast Guard is modernized, that they've got the latest choppers, the good boats to be able to do their job.
We talked about a lot of issues besides port security. One of the big issues that people face here is the migration issue; a lot of people trying to sneak into Florida. And the Coast Guard is doing their job to enforce our policy, and I appreciate them for their hard work.
At the United Nations today, the Security Council passed a resolution regarding Iran's attempt to have nuclear weapons. It's a strong resolution. I want to thank our partners. This resolution follows up on North Korea resolution, and it goes to show that when America takes the lead and works with our friends, we're able to accomplish diplomatic objectives.
And now Condi Rice comes back from the Middle East, and will be working with our friends and allies on a resolution regarding Lebanon. But the Iranians must hear loud and clear with this resolution, the world is intent upon working together to make sure that they do not end up with a nuclear weapon or the know-how to build a nuclear weapon.
Again, I want to thank our allies on this very important resolution, and remind the American people that we've had a strategy in place to send a common message, a unified message to the Iranian leadership.

One of the key problems that many of the businesses face here is labor. The unemployment rate is unbelievably low right now, and therefore businesses who are planning for the future are wondering whether or not they're going to be able to find people to help their businesses expand. I assured them that the administration is still working toward a comprehensive immigration policy that will be rational, that will be able to, one, enforce rule of law, and on the other hand, be compassionate about how this country treats people.
I assured them, as well, that we will continue to work to keep taxes low. It's very interesting, you know, when an entrepreneur gets their business started they want to keep more of their own money so they can expand. And one way to do that is to make sure that taxes stay low, and that's what we will do.
We talked about health care, we talked about energy, we talked about Cuba. So I want to thank you all very much for being here. Thanks for giving me a chance to come.
And, by the way, we also talked about the situation in the Middle East, and I assured the people here that we will work toward a plan in the United Nations Security Council that addresses the root causes of the problem, so that whatever comes out of the Security Council will be able to last and that the people in both Lebanon and Israel will be able to grow -- be able to remain in peace. That's what we want. We want there to be a long-lasting peace, one that's sustainable. And I'll speak to Condi Rice when she gets back tonight, and talk about what she saw and what she heard in the Middle East. And, of course, there will be a way forward in the Security Council later on this week.

President George W. Bush today announced his intention to nominate three individuals to serve in his Administration:
The President intends to nominate Robert O. Blake, Jr., of Maryland, to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Democratic Socialist Republic of Sri Lanka, and serve concurrently and without additional compensation as Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of the Maldives. Mr. Blake, a career member of the Senior Foreign Service, currently serves as Deputy Chief of Mission in New Delhi, India. Prior to this, he served as Executive Assistant to the Under Secretary for Political Affairs at the Department of State. Earlier in his career, he served as an economic officer in Egypt, an economic officer in Nigeria and a political counselor in Tunisia. Mr. Blake received his bachelor's degree from Harvard University and his master's degree from The Johns Hopkins University.
The President intends to nominate Elizabeth Dougherty, of the District of Columbia, to be a Member of the National Mediation Board, for a three-year term expiring July 1, 2009. Ms. Dougherty most recently served as Special Assistant to the President for Domestic Policy at the White House. Prior to this, she served as Chief Counsel for the United States Senate Subcommittee on Employment, Safety and Training. Earlier in her career, she was an Associate at Hogan & Hartson practicing labor and employment law. Ms. Dougherty received her bachelor's degree from Duke University and her JD from the University of Virginia.
The President intends to nominate Patrick W. Dunne, of New York, to be Assistant Secretary of Veterans Affairs for Policy and Planning. Mr. Dunne most recently served as President of the United States Naval Postgraduate School. Prior to this, he was a Commander of United States Naval Forces in Marianas, Guam. He also served as Deputy Chief of Navy Legislative Affairs. Earlier in his career, Mr. Dunne served as Naval Aide to President Ronald Reagan. He served in the United States Navy for 34 years, retiring as a Rear Admiral in 2006. Mr. Dunne received his bachelor's degree from the United States Naval Academy and his master's degree from the United States Naval Postgraduate School.

The President intends to nominate Richard E. Hoagland, of the District of Columbia, to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of Armenia. Ambassador Hoagland, a career member of the Senior Foreign Service, currently serves as United States Ambassador to the Republic of Tajikistan. Prior to this, he served as Director of the Office of Caucasus and Central Asian Affairs at the Department of State. Earlier in his career, he served as Director of the Office of Public Diplomacy in the Bureau of South Asian Affairs. Ambassador Hoagland received his bachelor's degree from Taylor University and two master's degrees from the University of Virginia.
The President intends to nominate Clifford M. Sobel, of New Jersey, to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Federative Republic of Brazil. Ambassador Sobel formerly served as United States Ambassador to the Kingdom of the Netherlands. Prior to this, he served as Chairman of Net 2 Phone, Incorporated. Ambassador Sobel also currently serves as Chairman and President of SJJ Investment Corporation. Ambassador Sobel received his bachelor's degree from New York University.

The President intends to nominate Kathleen L. Casey, of Virginia, to be a Commissioner of the Securities and Exchange Commission, for a five-year term expiring June 5, 2011. Ms. Casey currently serves as Staff Director and Counsel for the Senate Committee on Banking, Housing, and Urban Affairs. Prior to this, she served as Chief of Staff and Legislative Director for Senator Richard Shelby. Earlier in her career, she served as Legislative Assistant. Ms. Casey received her bachelor's degree from Pennsylvania State University and her JD from George Mason University.
The President intends to nominate Donald L. Kohn, of Virginia, to be Vice Chairman of the Board of Governors of the Federal Reserve System, for a four-year term. Mr. Kohn currently serves as Governor for the Board of Governors of the Federal Reserve System. Prior to this, he served as the Advisor to the Board for Monetary Policy. He has also served as Secretary of the Federal Open Market Committee. Earlier in his career, Mr. Kohn served as a Financial Economist at the Federal Reserve Bank of Kansas City. He received his bachelor's degree from the College of Wooster and his PhD from the University of Michigan.
The President intends to appoint Carl E. Schneider, of Michigan, to be a Member of the President's Council on Bioethics, for the remainder of a two-year term expiring January 15, 2008.
The President intends to appoint Alan Austerman, of Alaska, to be a United States Commissioner on the United States Section of the North Pacific Anadromous Fish Commission (Alaska State Representative), for a four-year term.
