Star-Ledger, Matt Friedman: Governor, on the Race to the Top funds regarding the 4.8 point mistake, I was wondering if there is a review of how this mistake was made? Are you expecting to, are there going to be any repercussions, is anyone’s job at risk? And I was also wondering who ultimately is responsible?

GOVERNOR CHRISTIE: First of all I’m ultimately responsible for everything that happens here, I’m the Governor, so I’m ultimately responsible. Let me get through it quickly from my perspective. Obviously, a clerical mistake was made that’s what it was and I want you all to have some understanding of the scope of this issue. This is our Race to the Top application, the piece of paper that was included in error was one sheet of paper. In a over one thousand page application, 300 pages of application 700 of appendixes, there was one piece of paper placed in error in that application. It asked for a comparison of 2008 to 2009 numbers, it was placed in there as a comparison between 2010 and 2011 numbers, one piece of paper. That is the responsibility of the DOE for having put the wrong piece of paper in. I’m not going to fire somebody over this, this was a simple clerical error in putting together an application of this size.

Am I happy about it? Of course not. The commissioner isn’t happy about it and the folks who are responsible aren’t happy about it either. But let’s get to the next step. When you are a reviewer in Washington, D.C. and you flip to that page in this application and it says ’08 ’09 numbers are requested and you see ’10 & 11, if you are a normal, thinking, breathing human being you pick up the phone and say ‘Hey, you sent this one wrong paper, can we get the information?’ or if you are really concerned about what the information is, it’s available on the Treasury website for ’08 & ’09 and you can look it up yourself. But then we went even further, when we went in for the personal interview, two weeks before the decision was made they raised the issue with us. Commissioner Schundler gave them the 08 &09 numbers two weeks before the decision was made. And the 08 – 09 comparison supports us getting the full number of points under that. This is the stuff, candidly, that drives people crazy about government and crazy about Washington. The first part of it is the mistake of putting the wrong piece of paper in. It drives people crazy and, believe me, I’m not thrilled about it. But the second part is, does anybody in Washington, D.C. have a lick of common sense? Pick up the phone and ask us for the number. When you look at how well this application scored 51 points better that the Corzine administration application that was done in January.

Great scores on reforms, an incredible job done by the DOE. You’re not going to grant the award to New Jersey because of a mistake, a clerical mistake, on one piece of paper? That’s the stuff that drives people nuts about government and that’s the stuff the Obama administration should answer for. Are you guys just down there checking boxes like mindless drones, or are you thinking? Because what you want to have happen is a firestorm of reform of our education system in New Jersey and across the country. Obviously, the answer is they just want to check the boxes. We’re the victim of that now and our administration bears responsibility for that because we put the wrong piece of paper in. The money that was supposed to be being spend on education, was being spent on education and it should have gotten us five points on that, the people of New Jersey paid for that. When the president comes back to New Jersey, he’s going to have to explain to the people of the state of New Jersey why he’s depriving them of $400 million that this application earned. Because one of his bureaucrats in Washington couldn’t pick up the phone and ask a question, couldn’t go on the internet and find information, or wouldn’t accept the verbal representation of commissioner Schundler when they were down there.

So, no I’m not going to fire anybody over this. I’m not happy about it, I wish it would have been different but in the end, can we all use a little common sense? In an application of this size, it just doesn’t make any sense to me. We’ll take the responsibility we need to take for putting one wrong piece of paper in a thousand page application and I take that responsibility because I’m the Governor, the commissioner takes that responsibility but if you think for a minute, that I’m going to fire some mid-level person at DOE who is putting this application together, because they put one wrong piece of paper in, then you don’t know me. That person doesn’t deserve that treatment, I’m not even going to give you that person’s name because they don’t deserve to be called out in that way. I’m taking responsibility, commissioner Schundler’s taking responsibility and I’m not going to allow anybody to be scapegoated over this. You want to take shots? Take shots at me.

Reporter: Governor, how much of a setback to education reform efforts is not getting these funds

GOVERNOR: “We would all like more money in education in these difficult times in New Jersey, so obviously I’m disappointed by that. But in terms of reform, the entire legislature supported, thorough resolution the reforms that are contained in here and so we intend to move forward with education reform this fall and so we intend to move forward with educational reform this fall and if the legislature was serious about what they said and they are committed to these reforms and it wasn’t just about the money, then it shouldn’t’ set us back at all and I will make sure that we make the commitment to find the money necessary to institute those reforms. So it’s going to be a test to see whether they were really serious about what they said they were going to do when they passed that resolution supporting our application and the leaders of the legislature signed the letter saying they support the reforms in the application. Because you know what, education in New Jersey needs to be reformed. It needs accountability. The president of the United States said himself that the entire goal of race to the top was to have some measure of accountability to make sure we are seeing results in the classroom and that the goal of the race to the top program is accountability. Well, I want to bring that to New Jersey too. And so I hope it won’t set us back very far except for the fact that we won’t have the money now to - the 400 million dollars. That’s certainly a setback but it’s not a fatal setback in my mind.

GOVERNOR: No, it was a totally separate section. The only changes that were made in, because of our conflict with the NJEA were in Section D which was the great teachers and leaders section. That had nothing to do with this section. It was a totally different section. That part of the application was done and was never changed and so it had nothing to do with the change in the application. And since you brought up the change in the application Dusty, let’s point something out about that. We scored 51 points higher this time than the Corzine generated application in January. And specifically in the great teachers and leaders section which is the place I insisted on us sticking true to our principles on reform. We were up 23 points over the Corzine Administration application. If we had watered down those reforms we wouldn’t have gotten those 23 points. An NJEA endorsement was worth 14 points so net, net we would have been nine points to the worse if we had gone the way the NJEA wanted us to go. The other way to look at that is this. In places like Florida and New York and Ohio – you know why they got the money? Because their teachers unions supported meaningful reforms. If the teachers union had supported meaningful reforms in this state, we wouldn’t be having to have this conversation about a one sheet piece of paper and 4.8 points, because we would have gotten 14 points for the NJEA endorsement and we would have been way over the top and not at number 11 but somewhere closer to the middle of the pack. So you know, I’m here taking responsibility for the one piece of paper that we messed up. I wonder if you walk across the street if they’ll take responsibility for not doing what their brethren in New York and Florida and Ohio did and what the President’s urged them to do which is accept accountability for what happens in their classrooms. I wonder if they are going to accept responsibility for that. I probability have to pay them to accept responsibility because that’s all the teachers union ever responds to.

GOVERNOR: It’s unfortunate that they are unwilling to be team players in this and that they decide they want to be partisan because all of this is partisan claptrap. They don’t, I bet you that the people who put out those press releases don’t even know what the real story is beyond what they saw in the newspaper this morning. They don’t even know that it’s one piece of paper in a thousand page application. They don’t know that we verbally gave this information to the Administration. They’ve had some tough times, the real partisans in the legislature. Now there’s a lot of people who are not partisan in the legislature and they’ve worked with us. But the real partisans in the legislature, they’ve had a tough time. They’re looking for a day where they can kind of jump on my back, have a party, jump o my back and have a good time. I’ve got broad shoulders. They should in my opinion, if they really want to help New Jersey, they should be writing letters today to the Secretary of Education and to the President of the United States asking them to explain how form won over substance in Race to the Top. And how a democratic administration who says that they want accountability - that our goal in Race to the Top is accountability – Then how is it that they are not standing up with me and saying that this is a ridiculous exercise of form over substance. The reason they’re not Jim is for those people who are saying these things, you know, they only want to score political points. I’m not making excuses. I’m standing up here and taking responsibility for what happened. I’m sure you all know that I didn’t proofread this, all 1,000 pages, but I’m the Governor and I have to accept responsibility for things that are done in my administration and a mistake was made. But a mistake was made that could have been fixed by DOE if Washington picked up the phone and called on us, by them going on the internet if they were so concerned about the ’08 – ’09 numbers to see it, or when we gave them the numbers two weeks before saying – oh, well those numbers work because they do. We spend the second most per capita of any state in America.

GOVERNOR: During that interview this issue was raised and Commissioner Schundler gave them, in the interview, the numbers for ’08 – ’09 because the mistake was raised. But they still didn’t give us the credit for the points. So what are we talking about? Are you more concerned about whether in ’08 – ’09 we were spending a sufficient amount of money in education which clearly we were because we spend the second most per capita in America. Or are you worried about whether your bureaucratic head could get around the fact that the box wasn’t checked appropriately the first time. So for Democrats in New Jersey now, who want to make hay over this, go ahead. Have a party. What the people of New Jersey are concerned about are results and bipartisanship in getting things done. They want to play partisan games, they can use all the adjectives they want, get out their thesaurus. I’m sure there will be some that they haven’t even used in their lives that they’ll use today. That’s fine. Let them do it. I have very broad shoulders. I said when we talked about the labor EO a number of months ago. When I signed that labor union EO regarding contributions that was overturned by the court. I said I never promised the people of New Jersey that this would be a mistake free administration. I never said that we would bat 1000. I never said that we would never make a mistake. In a government this size mistakes are going to be made. What matters are you going to stand up and be accountable for them and are you going to put in to affect policies that will prevent them from happening again. I was on the phone with Commissioner Schundler this morning and for any further applications of this nature we are going to have two people run over the check list of the appendix rather than one. There was one person that ran of the checklist in the appendix and we didn’t have somebody check that person’s work. From now on applications of this size, we are going to have two people - One person who does it and does the first checklist and then have a redundant checklist thereafter to make sure that no mistakes were made. That’s the lesson that that we’ve learned from this. We are going to do that going forward. It doesn’t fix the problem that happened but for democrats to jump on this just shows you how devoid of ideas and leadership they are. If this is their big day, if this is their big day Jim – then that’s why I won the election last year and that’s why they should really just get back here and get back to work on substance.

NJN, Jim Hooker: Did you hear the NJEA comment on this yesterday? They were – on pretty much the fallout of the communication between you and the education commissioner.

GOVERNOR: It’s stunning Jim, for me. To come to the conclusion after reading that, that they had no idea what they were talking about. But they don’t care, because they just talk off the talking points, and that’s why the public ignores the NJEA now, because they are – what this application proves by the way, if we had gotten the credit for those four points, is that the NJEA is irrelevant. Because without their support we would have gotten the race to the top money. And so their comments are – candidly, they’re asinine. Because the section of the application which concerns this document was done and was never changed because of the change I ordered commissioner Schundler to make. It was in a completely different section, in a completely different part of the appendix. And so, when you’re the NJEA, failing along trying to find something to say, that’s the kind of stuff you do. But that doesn’t really bother me at the end because until they decide that they want to be accountable for what goes on in the classroom, until they decided that they want to be part of the solution and not part of the problem, I will continue to consider them irrelevant.

Associated Press, Beth DeFalco: You said that a couple of weeks ago there was a verbal correction, is there any way to go back to the administration and ask – any kind of appeal process?

GOVERNOR: They don’t allow for any kind of an appeal process, but in talking with commissioner Schundler today, on of the things that came out was that there is $100 million dollars left over that they did not allocate from the original race to the top money that they said yesterday. So I asked commissioner Schundler to write a letter to commissioner – secretary of education to say, given this type of clerical error and the strength of our application in the other way, is there a possibility for that $100 million that still exists, left over to be rewarded in this way. There is nothing the process that allows for that, but there is no harm in asking and I asked the commissioner to do that this morning. Because in the end, I do believe that secretary Duncan, in my conservations with him, wants to encourage reforms, of education systems around the country, and if he really is true to that, and there is nothing else involved here, I would hope that he would be willing to give it a second look. But in the end if he doesn’t do it, then we will have to move forward with are reforms anyways.

Reporter John: Governor, speak to another shortcoming that was sited by the reviewers by the lack of support from no just unions, but by local districts. If we had had local districts participating, and they question whether this ---

GOVERNOR: Well you know first of all, we had much more support that the Corzine application had the first time around. And so, I am proud of that. You know when you look at the support we had for this application it is of significantly over the Corzine report. And I have some numbers here. 387 of New Jersey’s LEA supported us in this regard, that is the local education associations. That’s 59% of local education associations in New Jersey. And 1,626 of our schools endorsed the application. This is a significant increase over the first round. But in the end that lack of support John, is at the feet of the NJEA, not at the feet of the administration. Because you can see from the application that if had abandoned merit pay, abandoned meaningful teacher evaluations, abandoned tenure reform as the school unions were demanded of us. We wouldn’t have even been on the ballgame. We would have been down in the last third. We wouldn’t have been 11th. And so that was my point all along. I was unwilling to compromise the principles of real reform for any amount of money. Not for $00 million or anything else. And what this application process proves is, that the teacher’s union approach would have been destructive to our ability to get this money. And the approach we took was the right approach to take. So I wish we hadn’t made that one mistake, I really do, I would have had a much different press conference today if we hadn’t made that one mistake. But you know, the fact is we have to live with what we have to live with. And I do think that everybody should start asking some questions of the Obama administration also. You have a follow up.

Reporter John: Yeah, one of the things that has come up is that a lot of these states have either elections coming up in the fall, or are Eastern Democratic states. Do you want to speak to that at all?

GOVERNOR: You’ll have to ask the Obama administration if Ram Emanuel had a check box on this application. There wasn’t one that was evident. But I don’t know, and I certainly don’t want to impugn anybody’s motives in this, with no evidence, and I won’t do that. I observed that as well when I was looking at the state’s that got it. But I don’t want to drawl any conclusions to that, I think it would be inappropriate to do that. If you want to ask them, then ask them.

Reporter: With the loss of this money, what are you anticipating ---

GOVERNOR: Well first of all, we did not anticipate receiving this funding. And it is not a part of our budget, and we certainly were not anticipating it for FY 12. So it’s not like this creates a hole. This would have been an add on to what we are doing at the state level already. And we all would have loved to have, but now we are not going to have it. So the tough choices will be dictated by a number of things. What are revenue picture continues to be in the state. Now in July we hit are targets for revenue. I am hoping we can continue to do that. If we can that will be helpful. Second, it’s going to be all about what are the teacher’s unions willing to do in the second year now. They have now seen that their greedy and self-interest has caused job loss. They’ve now, and parents are now going to see, that because of the unwillingness of the unions to take a pay freeze, and contribute to their health benefits, we now have fewer teacher in New Jersey than we did before. Because we cant print money here in New Jersey. So we can only spend what we have. And because of their unwillingness to be part of the solution, they have watched a number of their colleagues pack their boxes, leave, and not come back in September. And so I am hoping that will happen is that they’ll change their minds. That they’ll decide to be part of the solution and than be the cause of the problem. And if they do, that is going to give us more flexibility to do some things as well. And we are always looking, and commissioner Schundler is looking, and we already have begun to lay out what the process will be for fiscal year 12. So look for ways, we’ll work with Senator Ruiz in Senate, and Assemblyman Diegnan in the Assembly, to look for new ways to be inventive and creative to create reforms in New Jersey and finding a way to fund it.

Star-Ledger, Matt Friedman: Have you talked to any of the state’s congressional delegation, the senators, about the funds, about this one little error, about maybe putting some political pressures now on the Obama Administration?

GOVERNOR: Well, no, Matt. I mean I literally found out about this as you all did. I got a call from Secretary Duncan yesterday afternoon at about 12:15. So that’s when I found out about it. And, no I was not working on this yesterday and I, certainly at that point, we still did not have a complete handle on exactly all the reasons why. We didn’t even have the scoring at that point, we got that a little later in the afternoon as you did when the department of education released that to the public. So we’ve been looking at this yesterday afternoon, last night.

And listen, if it helps, if they are listening out there Senator Menendez, Senator Lautenberg, members of the congressional delegation want to call the President and call on Secretary Duncan, this will be a good test. You know, do you want to be partisan or do you want to be pro-New Jersey? Now, if you want to be pro-New Jersey then you stand up and say “come on, this is ridiculous and defies common sense. So let’s make a change here and let’s get back on track and let’s get some money to New Jersey so we can help to fuel these reforms that we want to make.”

If you want to be partisan you’ll see more of what Jim [Hooker] was reading off of his blackberry from democratic members of congress. Oh, this is an awful mistake, it’s Armageddon. I see the front page of the ledger this morning and thought it was VE day. You know, it’s kind of silly. It’s not to minimize the fact that we should have done a better job on that one piece of paper, okay? But I wanted you all to see the application so you had some measure of the scope of this and the ridiculousness of bureaucratic Washington, DC. And they wonder why across the country the voters are in revolt? This is why. This is why they’re in revolt. Stuff like this where they say to themselves, “Does anybody think down there? Does anybody have common sense about what we should be doing? IS anybody allowed to make a clerical mistake anymore?”

I mean, I could understand if we hadn’t spent the money of the people of the state of New Jersey to try to have a top flight education system, then we deserve to have the points deducted. But we spend the second most per capita in America on K-12 education. And because a mid level person at DOE put the wrong sheet of paper, one sheet of paper, in these two binders, you’re going to deny the people of new jersey $400 million, by the way of their tax money, are you kidding?

This is the stuff that makes people go nuts, this is the reason why people want to throw everybody the hell out of congress, this is why people are angry at the President of the United States, because of this kind of stuff. This kind of foolishness, this kind of lack of common sense. And it angers me too. And so, I’ll take my responsibility for this government making a one page mistake in a 1,000 page document, if we can hope to see at some point the president or the secretary stand up and say, “I apologize to the people of New Jersey for the bureaucrats in the department of education abandoning simple common sense on something like this.”

So, you know, I understand the partisan stuff will come now. I get it. I know how this town works and boy the democrats have just been waiting ,those partisan democrats have just been waiting to do a little pile on. So ok, have the dog pile, pile on for a little while. And then let’s move on because we got business to do.

And if they really want to be part of the solution, they want to be pro New Jersey rather than pro-partisan, then they should all get on the phone today, get their pens working on letter to secretary Duncan to say, “come on, Arne. Let’s get with it.” You know, are you gonna reward form over substance, or are you really going to want to make New Jersey one of the examples in the country of reforming an education system that is so ill-serving so many of our communities, especially our urban communities, that you know its driving people to despair and a lack of hope. And stuff like this doesn’t help. So I thank you all very much. ###

As Prepared for Delivery, The City Club of Cleveland, Cleveland, OH August 24, 2010

Thank you for being here. I know this is the beginning of another long day for you – trying to make heads or tails of this economy, trying to make decisions without knowing what the next week, or even the next day, will bring.

Working at my dad’s bar in Reading, mopping floors and waiting tables, I watched him and the folks in our neighborhood agonize over these decisions. Later, I had to make them myself running a small business in West Chester.

When I travel around our state, I talk to employers who are not only trying to create jobs, but also trying to keep the people they have. The powers-that-be in Washington don’t stop to think of how, for a small business, employees are like family members.

You watch them start a family, you lend an ear when they’re trying to find a house in a good school district, you run over to the hospital when someone’s sick.

These are bonds that can’t be measured in statistics and spreadsheets coming from this bureau or that bureaucracy. But intangible as these bonds are, they have been frayed by the struggling economy.

Right now, America’s employers are afraid to invest in an economy stalled by ‘stimulus’ spending and hamstrung by uncertainty. The prospect of higher taxes, stricter rules, and more regulations has employers sitting on their hands. And after the pummeling they’ve taken from Washington over the last 18 months, who can blame them?

While visiting our state last week, President Obama attended a political fundraiser in downtown Columbus. At that exact moment, just a few blocks away, hundreds of Ohioans were waiting in line at a job fair where they would learn yet again that companies aren’t hiring right now. They’re frozen.

Or, as the organizer of the job fair put it, employers are – and I’m quoting now – “scared to death.”

Scared to death.

When I met with the president last month at The White House, I conveyed my belief – shared by many economists – that this ongoing uncertainty is hurting small businesses and preventing the creation of private sector jobs.

Not long after we spoke, he signed a 26 billion dollar ‘stimulus’ spending bill that funnels money to state governments in order to protect government jobs. Even worse, the bill is funded by a new tax hike that makes it more expensive to create jobs in the United States and less expensive to create jobs overseas.

This cannot continue.

I have had enough – and the American people have had enough – of Washington politicians talking about wanting to create jobs as a ploy to get themselves re-elected while doing everything possible to prevent jobs from being created.

A PLAN TO BREAK THE ONGOING ECONOMIC UNCERTAINTY

Today I am proposing five actions President Obama should take immediately to break this economic uncertainty and help more Americans find an honest day’s work:

First, President Obama should announce he will not carry out his plan to impose job-killing tax hikes on families and small businesses.

Unless Congress acts, virtually every American will see their taxes go up on January 1, 2011.

President Obama has stated he wants to stop some tax hikes, and not others, once again putting the government in the position of picking winners and losers and pitting taxpayer against taxpayer. According to an analysis by the non-partisan Joint Tax Committee, Congress’s official tax scorekeeper, half of small business income in America – half – would face higher taxes under the president’s plan.

Of course, as if on cue, the same Washington politicians who have spent the last 18 months borrowing and spending our economy into the ground are now fretting over whether we can afford the ‘cost’ of stopping job-killing tax hikes.

Only in Washington would it be acceptable to think that taxpayers should have to pay for the privilege of keeping more of their own hard-earned money.

We will not solve our fiscal challenges until we cut spending and have real economic growth – and we won’t have real economic growth if we keep raising taxes on small businesses.

One of President Obama’s predecessors once said that “an economy constrained by high tax rates will never produce enough revenue to balance the budget, just as it will never create enough jobs.”

That president was John F. Kennedy.

So let me be clear: raising taxes on families and small businesses during a recession is a recipe for disaster – both for our economy and for the deficit. Period. End of story.

That’s why President Obama should work with Republicans to stop ALL of these job-killing tax hikes.

Second, President Obama should announce that he will veto any job-killing bills sent to his desk by a lame-duck Congress – including ‘card check,’ a national energy tax, and any other tax increases on families and small businesses.

The House passed a ‘cap-and-trade’ national energy tax last year, but the Senate has yet to act. Remember, this is a plan under which the president said “electricity rates would necessarily skyrocket.”

The national energy tax has the capacity to wipe out many of the manufacturers and family farms here in the Rust Belt that are just barely hanging on.

Also pending is ‘card check.’ This bill is the top priority for the public-sector unions that provide the money and foot soldiers for Democratic campaigns.

It eliminates a worker’s right to a secret ballot in union elections, making it easier for unions to organize while putting employers at a firm disadvantage. Card check is essentially a ‘how-to’ guide for destroying small business jobs.

When I asked the president about his support for ‘card check’ during our meeting last month, he accused me of scare tactics, while the rest of the Democratic Leaders in the room acted like they didn’t know what I was talking about.

The very next week, the president told a union crowd he will ‘keep on fighting’ for ‘card check.’

Democratic Leaders refuse to rule out the possibility of forcing these job-killing bills through in a lame-duck session, after the election, after the voters have had their say.

Their failure to level with the American people only compounds the ongoing economic uncertainty.

President Obama should announce that he would veto these job-killing bills, and I pledge that Republicans will work with him to sustain those vetoes.

Third, President Obama should call on Democratic Leaders in Congress to stop obstructing Republicans’ attempts to repeal the new health care law’s job-killing ‘1099 mandate.’

The president’s government takeover of health care is already wreaking havoc on employers and entrepreneurs. This is a law that – upon its enactment – triggered the creation of more than 160 boards, bureaucracies, programs, and commissions. By the end of July, Washington had already racked up nearly 3,833 pages of regulations to direct the law’s implementation.

One of the new law’s most controversial mandates requires small businesses to report any total purchases that run more than $600.

If a landscaper wants to buy a new lawnmower, or a restaurant needs a new ice-maker, they have to report that to the feds. If you’re a Mom-and-Pop grocery store, and you buy $1000 worth of merchandise from 15 different vendors, that’s 15 different forms you have to file.

What is the point of making employers and entrepreneurs spend $17 billion to send all this paperwork to Washington, where it’s going to cost about $10 billion to log it in and file it away? Talk about overhead.

Last month, Republicans attempted to force a vote on the House floor to repeal this job-killing mandate. Democratic Leaders blocked that vote and instead attempted to use this as an opportunity to impose another job-killing tax hike on U.S. job creators.

President Obama should call on Congress to repeal this mandate without delay, and without strings attached.

Fourth, President Obama should submit to Congress for its immediate consideration an aggressive spending reduction package.

When Congress returns, we should force Washington to cut non-defense discretionary spending to 2008 levels – before the ‘stimulus’ was put into place. This would show Washington is ready to get serious about bringing down the deficits that threaten our economy.

For his part, President Obama says we should wait and talk about a deficit reduction plan next year. I say, let’s talk about it right now.

All this ‘stimulus’ spending has gotten us nowhere, but it comes from somewhere. We are now borrowing 41 cents of every dollar we spend from our kids and grandkids. Think about that – 41 cents of every dollar we spend.

This spring, when power changed hands in Britain – another country racked by red ink – one Treasury minister left a one-sentence note for his successor. The note read, ‘I’m afraid to tell you there’s no money left.’

Well, I’m not afraid to tell you there’s no money left. In fact, we’re broke. Our debt is now on track to the exceed size of our entire economy in the next two years.

And the government has no plan in place for paying this debt back. In fact, Congress did not even write a budget for the coming fiscal year – they just canceled it altogether.

Without a budget, Washington will try to get away with continuing to spend at current levels. We cannot allow that to happen.

Economists have warned that all this borrowing runs the risk of causing a damaging spike in interest rates, which would cripple job creation.

We also cannot allow politicians in Washington to continue trotting out the same tired scare tactics because they don’t have the courage to say no to whichever union or interest has their hand out.

That’s not governing, and that’s certainly not leadership. Those are just the last gasps of a failed government clinging to the discredited belief that more spending, more taxing, and more borrowing can solve all our problems.

Republicans are ready to work with President Obama to take this first step on the path to fiscal sanity.

Lastly, employers and small business owners are rightly frustrated by the fact that no one in the White House -- not the president, not the vice president, not his economic team -- is listening to them.

Part of the reason for that is that virtually no one in the White House has run a small business and created jobs in the private sector. That lack of real-world, hands-on experience shows in the policies coming out of this Administration.

The American people are asking ‘where are the jobs’ and all the president’s economic team has to offer are promises of ‘green shoots’ that never seem to grow. The worse things get, the more they circle the wagons and defend the indefensible.

We have been told that the president’s economic team is ‘exhausted’ - already, his budget director and his chief economist have moved on or are about to. Clearly, they see the writing on the wall, and the president should too.

President Obama should ask for – and accept – the resignations of the remaining members of his economic team, starting with Secretary Geithner and Larry Summers, the head of the National Economic Council.

Now, this is no substitute for a referendum on the president’s job-killing agenda. That question will be put before the American people in due time. But we do not have the luxury of waiting months for the president to pick scapegoats for his failing ‘stimulus’ policies.

We’ve tried 19 months of government-as-community organizer. It hasn’t worked. Our fresh start needs to begin now.

LISTENING TO THE AMERICAN PEOPLE

Today I’d like to talk to you about how we go about achieving the fresh start we need.

In May, Republicans launched the America Speaking Out project, led by Congressman Kevin McCarthy, to give taxpayers, families and small business owners a direct line to their elected representatives.

Online and at town hall meetings, Americans are sharing their solutions for building a more responsive government and a better country. All you have to do is log on to AmericaSpeakingOut.com, post an idea of your own, or comment and vote on someone else’s. As we speak, thousands of ideas are percolating on America Speaking Out.

This listening effort will culminate next month with the release of a clear and positive governing agenda focused on getting people working again. Because jobs is the issue - and ‘where are the jobs?’ is the question - I hear about everywhere I go.

This agenda will reject Washington-knows-best policies and offer a fresh start focused on unshackling small businesses, unleashing the entrepreneurship of our people and helping families across this great nation realize the American Dream.

Now, this won’t be just some document handed down by Washington know-it-alls pushing the same-old, same-old.

And it certainly won’t be based on the idea that sitting in Washington cutting backroom deals on 2,000-page bills represents hope.

We are building this agenda from the ground up by listening to the American people.

SPENDING

Never before has the need for a fresh start in Washington been more pressing. I’ve discussed what we’re up against in terms of addressing the immediate economic uncertainty.

Beyond the soundbites and headlines, Washington is gripped by a more entrenched uncertainty – a standstill bred from all the scar tissue built up between the two parties, all the kicking the can down the road, and all the interests that prod us to keep doing so.

I’ve said that if I were fortunate enough to be Speaker of the House, I would run the House differently.

And I don’t just mean differently than the way Democrats are running it now. I mean differently than it’s been run in the past under Democrats OR Republicans.

That means challenging the old ways in Washington, getting to the bottom of what drives people crazy, and then fixing it once and for all.

Look at spending. We don’t just need to stop spending so much, we need to stop spending so irrationally.

The common logic among Washington Democrats is that government spending creates jobs when that money is used to build a hiking trail or a playground.

Yet we have to remember that, even when spending is not at record-setting levels, each dollar the government collects is taken directly out of the private sector.

This is a lose-lose proposition, plain and simple. On the front-end, Washington’s investments in the economy aren’t nearly as efficient because government spending decisions often put a premium on political expedience rather than sound economic policy.

And, as we’re learning now, deficit spending always comes due.

Here’s an example of how out-of-hand things have become: we have recently seen Washington politicians take victory laps for spending billions of dollars to continue providing unemployment insurance These benefits are held up as a “jobs plan” and ‘stimulus’ for the economy.

Keeping workers on the unemployment rolls instead of fostering small business and private sector growth is not a responsible jobs plan. The American people would agree unemployment insurance is an important safety net, but it is not a responsible jobs plan.

The American people know what’s going on here. They know that when the bill comes due, it’s their pockets Washington will look to for a bailout. We’re seeing it right now with the president’s plan to raise taxes.

Listen, we need to have an honest conversation with the American people about the scope of our fiscal challenges – that means everything from short-term commitments to long-term commitments.

It is an act of bad faith – and bad judgment – to start this conversation by imposing job-killing tax hikes on families and small businesses.

Failing to rein in these debts is our own fault – both Democrats and Republicans. We should not punish unemployed workers and small business owners for our inability to make the tough choices we were elected to make.

We need to start looking at every government program and ask ourselves: is it right to force our kids and grandkids to pay for this? As Mitch Daniels, the governor of Indiana, recently said, “You'd really be amazed at how much government you'd never miss.”

TAXES

Just as we re-evaluate how the federal government spends money, we should also rethink how it collects money.

Washington’s backwards accounting assumes tax relief expires, but that spending programs will continue – setting up a built-in bias for higher taxes and more spending.

That is, of course, unless Congress extends the tax relief. So instead of making tough choices, Congress ends up essentially rubberstamping a haphazard collection of “must do” tax policies from one year to the next.

The tax ‘extenders’ bill is a prime example of this. This year’s ‘extenders’ bill had 71 separate tax provisions in it, totaling 31.6 billion dollars. More provisions get added in each year, but few if any ever fall out of the package.

There’s everything in this bill: the research and development tax credit, special expensing rules for the film industry, an extension and modification of a tax credit for steel industry fuel, the mine rescue team training tax credit, and tax incentives for investment in the District of Columbia.

Are they worth it? Many are. But we just go ahead and extend all of them temporarily – and usually right at the last minute – so Washington can continue pandering to the loudest voices instead of implementing the best ideas.

For Washington, that’s just business as usual, but that’s no way to run a business – or a government.

We need to take a long and hard look at the undergrowth of deductions, credits, and special carveouts that our tax code has become.

And, yes, we need to acknowledge that what Washington sometimes calls ‘tax cuts’ are really just poorly disguised spending programs that expand the role of government in the lives of individuals and employers.

It was the late Jack Kemp who said, ‘not all tax cuts are created equal.’ We need to bring simplicity and certainty to our tax code so we can make it a vehicle for sustainable pro-growth policies, not transfer payments to the favored few.

GOVERNMENT RUN AMOK

By trying to build a recovery on government ‘stimulus’ spending – and failing – Washington has kept the private sector in bust while manufacturing a boom for the public sector.

Since February 2009, the private sector has lost millions of jobs while the federal government has grown by hundreds of thousands of workers.

We’ve seen not just more government jobs, but better-paying ones too. Federal employees now make on average more than double what private sector workers take in.

More appalling is the fact that this gap more than doubled in President Obama’s first year in office – during a time when millions of private sector workers either lost their jobs or agreed to take pay cuts just to keep the one they have.

It’s just nonsense to think that taxpayers are subsidizing the fattened salaries and pensions of federal bureaucrats who are out there right now making it harder to create private sector jobs.

As we speak, the Obama Administration has in the queue 191 rules and regulations that could each have an estimated annual cost to our economy of $100 million or more – many may cost $1 billion or more.

That’s 191 new layers of red tape waiting in the wings, 191 de facto taxes on employers and consumers that keep people out of work and hamper innovation and investment. Small businesses cannot plan for the future with ever-changing rules.

I wish I could tell you exactly what these new rules are, but there’s no transparency here. Last week, I sent a letter to the president asking him to provide a full accounting of these regulations to the American people.

We received a response, but still no details on what these new regulations are.

No matter who’s in charge, the federal government should not be able to issue job-threatening rules on a whim, without public warning or proper scrutiny.

BETTER SOLUTIONS

Endless spending sprees, entangled tax structures, and bureaucracy run amok – these are all outgrowths of a tired, bloated, and broken Washington.

Now more than ever, we need a fresh start that puts power back where it belongs: in the hands of the people. As one citizen put it on the America Speaking Out website, “just get out of the way.”

Republicans on the House Budget Committee, led by Congressman Paul Ryan, have already identified $1.3 trillion in specific spending cuts that could be implemented immediately.

These are common-sense steps – like canceling unspent ‘stimulus’ and TARP bailout funds – that put the brakes on Washington’s out-of-control spending spree.

Republicans have also proposed establishing strict budget caps to limit federal spending on an annual basis.

If we reduce spending from current levels and impose a hard cap on future growth, we can save taxpayers more than $340 billion and we can make sure this is the last Washington spending spree of its kind.

To restore balance between the federal government and the public sector, Republicans have called for freezing both government pay and government hiring. Instead of growing big-government, let’s focus on growing small businesses.

Last month, as part of our America Speaking Out project, Republican lawmakers met with leaders of America’s employer community to hear their concerns and talk about ways to end this economic uncertainty.

One of the ideas they mentioned was a freeze on new job-killing federal regulations – just something Washington could do to give them breathing room.

Right now, Republicans are fighting for common-sense legislation authored by Congressman Geoff Davis of Kentucky that would require congressional approval of any new Executive Branch rule that imposes a cost of $100 million or more on our nation’s economy.

This initiative would serve as a much-needed restraining order against unelected busybodies and bureaucrats who overstep their boundaries and make it harder to create jobs.

President Reagan once said that there ought to be a law against saying “there ought to be a law.” I could not agree more.

It’s not enough, however, to break the current uncertainty, rein in big government, and hope the pendulum swings the other way. Once businesses get up off the sidelines, we need to keep them in the game.

One idea Ways and Means Committee Ranking Republican Dave Camp proposed as part of Republicans’ ‘stimulus’ alternative called for allowing small businesses with fewer than 500 employees to take a tax deduction equal to 20 percent of their income.

This would free up extra capital for investment and new hiring to jumpstart a robust recovery. It was a better solution then, and it is a better solution now.

We’ve also recently heard a lot of talk in Washington about the manufacturing sector, but no action. Congress has yet to act on pending free trade agreements with Colombia, Panama, and South Korea.

These agreements would level the playing field for American workers, farmers, and businesses and pave the way for creating hundreds of thousands of new jobs here at home.

Passing these free-trade agreements was a critical plank of the jobs plan that House Republican Whip Eric Cantor and I presented to President Obama last December.

Congress should approve these free trade agreements immediately.

STATE SOLUTIONS

The best case I can make for these solutions is that they work – and they are working right now.

Last year, House Republicans launched the State Solutions project to bring Republican governors and state legislators together to fight big-government policies and promote better solutions to Americans’ everyday challenges.

Let’s look at what two Republican governors who have been in office only a matter of months have been able to accomplish:

In Virginia, Governor Bob McDonnell entered office facing an unprecedented $4.2 billion deficit. His predecessor, the chairman of the Democratic party, proposed closing the shortfall by imposing the largest tax increase in the state’s history.

Governor McDonnell refused to balance his state’s budget by making it harder for Virginia families and business owners to balance their own.

In New Jersey, Governor Chris Christie entered office facing an $11 billion deficit. His predecessor, also a Democrat, left behind a bloated government that used election-year property tax gimmicks to survive one set of broken promises after another.

Both governors forged bipartisan cooperation, set priorities, cut spending, and closed their shortfalls – without raising taxes.

But unless Washington provides leadership and puts in place policies that promote lasting private sector job creation – our engine of economic growth – the states will continue to face difficult choices year after year after year.

CLOSING

For 20 years now, I’ve watched leaders in both parties take a look at the big issues, the tough issues – and then look away. But now we’re just out of time. We have run out of road to kick the can down.

It’s time to put grown-ups in charge. It’s time for people willing to accept responsibility. It’s time to do what we say we’re going to do.

These are the values I learned growing up with 11 brothers and sisters, and these are the values I have passed on to my daughters.

I’ve also told my girls how I was raised to never accept the next best thing for myself or my country.

This is the time. No more uncertainty. No more muddled messages.

America’s strength is her people – hard working, industrious, always pioneering, always innovating – so we will confront these hard truths together and we will tackle these challenges – together.

Despite claiming that the $862 billion stimulus package would keep unemployment below 8 percent, it is hovering around 9.5 percent with few signs of improving.

From anti-poverty spending programs to defense and education, the federal government now spends a record $30,543 per household.

Washington, D.C. (August 16, 2010) -- Today the RJC launched the first phase of what will be a significant and substantial issue advocacy effort in Pennsylvania to highlight the very troubling record of Congressman Joe Sestak on Israel and other issues of concern to the Jewish community. The RJC’s issue advocacy effort will be comprehensive in its scope and will include TV spots, direct mail, phone calls, and grassroots level activism by our members.

Our first television ad, entitled “Rockets,” highlights the fact that Joe Sestak was one of the “Gaza 54” – a group of 54 Democrats who signed a letter to President Obama, urging him to pressure Israel to ease its security restrictions on the border of the Hamas-controlled Gaza Strip at a time when innocent Israeli civilians were still under attack from missiles being launched from Gaza.

The first ad buy, starting Tuesday, August 17, will last two weeks and will run extensively on cable. It will also include several buys during Phillies games in the midst of the hotly contested pennant race.

RJC Executive Director Matthew Brooks said the following: “The RJC is launching this major issues advocacy effort in Pennsylvania because, like so many in the Jewish community, we are deeply troubled by the record of Congressman Joe Sestak when it comes to Israel. In May we released a ‘fact sheet’ highlighting the congressman’s record in detail. When it comes to Israel, Congressman Joe Sestak has been so wrong, for so long. We want to make the larger community aware of our concerns.”

Charles Djou (R-HI) calls on Speaker Nancy Pelosi (D-CA) to allow the House of Representatives to consider Republicans’ proposals to immediately cut wasteful Washington spending and provide the fiscal discipline economists say is needed to get people working again. In the address, Rep. “Aloha. I’m Congressman Charles Djou.

“90 days ago, I earned the privilege of serving the people of Hawaii’s First Congressional District. Of course, it didn’t take me nearly that long to figure out that Washington does a lot more talking than listening – and a lot more spending than saving.

“For every problem facing our nation, the answer from Washington has been to spend and spend, and – if that doesn’t work – spend some more. The current Administration in Washington told us that borrowing and spending billions would create jobs ‘immediately’ and keep unemployment from exceeding eight percent. They were wrong. Instead, we’ve lost millions of jobs and unemployment remains near 10 percent.

"No price tag has been too high for Washington, and now we’re all paying the price. Altogether, we now owe more than $43,000 for each man, woman and child in the United States. That is a frightening number.

“Even more frightening is the fact that the current Administration in Washington intends to use this fiscal crisis to impose job-killing tax hikes on families and small businesses. But we will not fix the deficit until we cut spending and have real economic growth – and we will not have real economic growth if we keep raising taxes on small businesses. According to the non-partisan Joint Tax Committee, Congress’s official tax scorekeeper, half of small business income in America will face higher taxes under the president’s plan.

“If we keep spending too much, borrowing too much, and taxing too much – if we keep doing the same things, we’re going to get the same dismal results. It’s time to change direction. It’s time to listen.

“All throughout this month, Republicans have been meeting with our constituents to hear their concerns. These town hall meetings are part of our America Speaking Out project, which gives Americans a megaphone to make their voices heard and share their solutions for turning things around. Mark Neumann Wins Beer Stein Contest VIDEO


Candidate for Governor Mark Neumann displayed his beer-hoisting prowess tonight to defeat three other contestants in a stein-holding contest at Milwaukee’s Old German Beer Hall. Neumann is now invited to advance to the nationals, to be held in New York City. Earlier this year, Neumann won the local contest to take part in tonight’s regionals.

Back in February, the campaign attended the celebration of Fasching or Karneval (German Mardi Gras) at the Old German Beer Hall in Milwaukee. It is a German tradition to have a sitting politician or candidate for political office tap the first keg of beer. In this case, Mark Neumann tapped a keg of 2010 Strong Bock from Hofbrauhaus in Munich.

While at Karneval, Mark decided to compete in the stein holding competition, in which he and several other competitors held a stein of beer (appx. 1 liter) straight out in front of them until the last person dropped. After about seven minutes, Mark won! advancing to last nights regional semifinals.

Mark W. Neumann was born and raised in Wisconsin and has lived his entire life in our great state. Mark has been happily married for 36 years to Sue and is the father of three grown children: Andrew, Tricia, and Matthew. Mark and Sue are also proud grandparents of 3 young grandsons.

As voters across the nation continue to voice their strong opposition to President Barack Obama and his Democrats’ costly job-killing agenda in Washington, the National Republican Senatorial Committee (NRSC) launched a new Web ad revealing which party’s principles are actually too extreme.

The NRSC’s new Web ad responds to the Democrats’ desperate claims that Republicans are extremists, while exposing the reality that most Americans view the Democrats’ agenda as out-of-touch.
