Thank you. It is great to be here at Schebler in Bettendorf, Iowa.

I want to say a special thanks to Jim Anderson, your president, for opening your facility to us, and letting us meet the hardworking men and women of this plant. And I am especially delighted to be joined by the governor of a nearby Midwestern state, Kansas governor Sam Brownback.

Governor Brownback not only has the perspective of a leader in America’s heartland, but was a United States Senator, where he had an up-close view of just how broken Washington is, and has witnessed Washington’s encroachment on the 10th Amendment from both perspectives. He shares my desire for fundamental reform in Washington, and I am delighted to be joined by him today here in Iowa.

The issue this election is not whether Washington is broken, but how we go about fixing it. There are two approaches, and even my own party is split.

There are some who want to tinker with the status quo. They want to work within the current system to achieve marginal change. Then there are those who believe, as I do, that Washington is too broken to be fixed by tinkering on the margins.

I do not believe Washington needs a new coat of paint, it needs a complete overhaul. We need to uproot, tear down and rebuild Washington, D.C. and our federal institutions.

We should apply the wisdom of Solomon to Washington. Ecclesiastes, Chapter 3, says, “there is a time to plant and a time to uproot, there is a time to tear down and a time to build.”

It is time to tear down the monuments to bureaucratic failure, and in their place build a smaller, more efficient federal government that puts the American People first.

The Washington Insiders won’t address Beltway decay, they won’t try a totally new way, because they like things as they are.

The lobbyists make their living on protecting corporate loopholes, and securing earmarks for the special interests they represent.

The status quo is good to the Washington Insiders. It’s good to the overpaid bureaucrats. It’s good for the power-players who can trade favors to build fiefdoms of influence.

While the rest of America remains mired in the ruin caused by Washington’s out-of–touch, big government economic policies, Washington is doing fine.

In fact, the Washington metro area is now the most affluent metropolitan area in the country. That’s because all the lobbyists, contractors and over-paid czars and bureaucrats haven’t suffered one bit in the worst economy in 70 years. While Main Street’s windows have been boarded up, the cash continues to flow to Wall Street financiers and Beltway profiteers.

Let me ask you a question: if you found out the house you built had crumbling walls, faulty wiring, and a leaky roof, would you call in the original incompetent builder to fix it?

And if it was fundamentally flawed, would you add on to the same faulty structure, or would you tear it down, and re-build again with a totally new crew?

Our country’s foundation – the American people and the United States Constitution – is still strong.

It’s what the politicians and bureaucrats have built upon that foundation, on the backs of American taxpayers, that must be replaced and rebuilt.

Those who got us into this mess will not get us out. Those who increased the debt $4 trillion in three years cannot be trusted to bring in a new era of fiscal austerity. Those who made the economic crisis worse do not have the capacity to make it better.

In recent weeks our president has taken to pointing the finger of blame instead of taking responsibility. He has called us soft and lazy, and he has said Americans lack ambition and imagination.

Mr. President, Americans aren’t soft or lazy, and Americans do not lack ambition of imagination, Washington has failed us.

We need new leadership. We need a new builder. We need a Washington Outsider.

Unique to the Republican field, I have never been an establishment figure, have never served in Congress or part of an Administration, and have never been a paid lobbyist. My career has been that of a Washington Outsider.

Here is my plan to fix our three broken branches of government.

Part one of my plan is to reform the federal judiciary by ending life terms for unelected federal judges. Too many federal judges rule with impunity from the bench, and those who legislate from the bench should not be entitled to lifetime abuse of their judicial authority.

Under my plan, future appointees to the federal bench will not receive a lifetime appointment.

Part two involves deconstructing the permanent political class in the legislative branch. Congress is out of touch because Congressmen are overpaid, over-staffed and away from home too much. Americans have had enough.

It’s time to create a part-time Congress where their pay is cut in half, their office budgets are cut in half, and their time in Washington is cut in half.

And if they do not submit a budget that balances by 2020, as my plan calls for, we should cut their pay in half again.

And when I take office, we will work to freeze congressional and agency salaries until the budget is balanced.

We have a lot of well-intentioned members of Congress. But they have become creatures of Washington. They get paid more than three times the average American Family, and they have doubled their own budgets in the last decade.

They are completely detached from the people, who are struggling to get by, and can’t vote to raise their own pay.

Some have even abused the public’s trust, trading on inside information to pad their stock portfolios. Congress has proven it can’t be trusted to watch our money, and now its clear they can’t be trusted with theirs’.

Any Congressman or Senator that uses their insider knowledge to profit in the stock market ought to be sent to jail – period.

And my plan makes that clear. But in reality, they shouldn’t wait until we have a new president, they ought to pass a law right now that criminalizes Insider Trading in Congress, no ifs, ands or buts.

We send members of Congress to look out for America, not enrich themselves. But too often, they are taken captive by the Washington culture.

That’s why we need a part-time Congress. I say send them home to live under the laws they pass among the people they represent.

Further, we must change the spending culture in Congress.

No more bailouts of bankers, no more earmarks for pet projects, and no more spending beyond our means.

I will bring spending down to 18 percent of GDP, the average amount of the last 50 years. And I will fight in every corner of this country for a balanced budget amendment to the US Constitution.

And two more points on spending: no longer will we prop up failed entities like Fannie Mae and Freddie Mac, which were at the heart of the economic collapse because of mortgage financing policies that gave false confidence to homebuyers who have now defaulted or are under water.

We will privatize Fannie and Freddie so politicians can no longer politicize them, and taxpayers will no longer be fleeced by them.

And lastly, we will put a permanent stop to federal funding of Planned Parenthood because our tax dollars should never be used in taking an innocent, unborn life.

The third part of my plan involves the dismantling and rebuilding of the permanent bureaucracy.

We will eliminate agencies that perform redundant functions. I will get rid of the Commerce Department, the Department of Education, and the Department of Energy.

We will downsize and re-task the EPA so it no longer torments job creators or gives an official stamp to phony science.

We will end the TSA’s harassment of law-abiding travelers and return transportation security to the private sector.

And we will restructure the behemoth that has become the Department of Homeland Security.

We will perform a full audit of the Federal Government, and there will be no sacred cows, including wasteful spending at the Department of Defense, where every dollar we spend should support our warfighters around the world.

We will put a moratorium on every pending federal regulation, and order a full audit of the last five years of new regulations, repealing those that are not affordable, effective or that kill jobs.

And we will say to every bureaucrat except our military and law enforcement: no salary increases until the federal budget is balanced. And because a president must lead by example, we should cut his salary in half until the budget is balanced.

Washington is so broken, Americans will accept nothing less than a complete overhaul of the way business is done in America.

Americans know there is a season for everything under the sun. And this is the season for tearing down and rebuilding again, for uprooting the broken branches of government in Washington, and building a new government that is smaller and more humble, so America can be stronger and freer again.

Newt Gingrich has been rising steadily over the last 2 months and now leads the Republican field nationallyRaleigh, N.C. – Newt Gingrich has taken the lead in PPP's national polling. He's at 28% to 25% for Herman Cain and 18% for Mitt Romney. The rest of the Republican field is increasingly looking like a bunch of also rans: Rick Perry is at 6%, Michele Bachmann and Ron Paul at 5%, Jon Huntsman at 3%, and Gary Johnson and Rick Santorum each at 1%.

Compared to a month ago Gingrich is up 13 points, while Cain has dropped by 5 points and Romney has gone down by 4. Although a fair amount of skepticism remains about the recent allegations against Cain there is no doubt they are taking a toll on his image his net favorability is down 25 points over the last month from +51 (66/15) to only +26 (57/31). What is perhaps a little more surprising is that Romney's favorability is at a 6 month low in our polling too with only 48% of voters seeing him favorably to 39% with a negative opinion.

There's reason to think that if Cain continues to fade, Gingrich will continue to gain. Among Cain's supporters 73% have a favorable opinion of Gingrich to only 21% with a negative one. That compares to a 33/55 spread for Romney with Cain voters and a 32/53 one for Perry.

Cain's continuing to benefit from doubts about whether the allegations against him are true- 54% of primary voters think they are 'mostly false' to only 24 who believe they are 'mostly true.' Painting himself as a victim of the media is proving to be a good strategy for Cain so far- 61% think it has been 'mostly unfair' to him compared to 26% who say it has been 'mostly fair.'

“Newt Gingrich has been rising steadily over the last 2 months and now leads the Republican field nationally,” said Dean Debnam, President of Public Policy Polling. “The top has proven to be a dangerous place in this GOP race though and we’ll see if he can sustain it for very long.”

PPP surveyed 576 Republican primary voters from November 10th to 13th. The margin of error for the survey is +/-4.1%. This poll was not paid for or authorized by any campaign or political organization. PPP surveys are conducted through automated telephone interviews. PPP is a Democratic polling company, but polling expert Nate Silver of the New York Times found that its surveys in 2010 actually exhibited a slight bias toward Republican candidates.

FULL TEXT TRANSCRIPT: Scott Pelley: Good evening from Wofford College in Spartanburg, South Carolina. This is the Republican Commander in Chief debate. I'm Scott Pelley with CBS News, along with Major Garrett of National Journal. This is the final half hour of this 90 minute Republican debate. The focus tonight: National security and foreign affairs.

And in this half hour, we'll include your questions. You may submit them on-line at CBSNews.com and NationalJournal.com. And we will have the questions of South Carolina senators Lindsey Graham and Jim Demint. So let's continue.

Major Garrett: Indeed, Scott. We have a question from Josh Cooper from Woodsboro, Massachusetts. Congresswoman Bachmann, he writes in as this debate was going on. Quote: "Almost half of the federal budget goes to military-related expenditures. Should we increase spending, especially in a debt crisis?

Michelle Bachmann: Well-- the military is also able to-- to have expenditures reduced, as well. And I think probably the best place is in the area of how we finance procurements. Today, we have a situation where we reward those who are designing and-- and-- and-- making our weaponry, based upon the length of time that they take it-- to produce it. We don't do that anywhere else.

So rather than having a cost plus fee, we need to have a fixed cost system. We'll save money. And also, tri-care (PH) could use reform, as well. Those are two areas where we'd yield significant savings. That-- but we cannot do is cut back on the efforts regarding our troops and making sure they're fully resourced.

Major Garrett: A quick follow-up, Congresswoman. Can you name a weapon system that you think should be ended for fiscal reasons? And when you talk about tri-care, that's the military medical system. What do you mean when you say, "Reform," does that mean cuts in benefits?

Michelle Bachmann: No. I think that we need to have modernization. That's what the biggest problem is right now with-- with Social Security, with Medicare, with Medicaid. We're continuing to abide by the models that we had when they were first originated. There's very few businesses that maintain their similar business practices 45 years after inception or 75 years after inception. We have to modernize.

But we also know what the future is in health care, don't we? It is Obama Care. And quite likely, Tri-care, Medicare, all of these will collapse under President Obama, and everyone will be put into Obama Care. No one want to be-- in Obama Care.

Scott Pelley: And that's time--

Michelle Bachmann: That's why it's Commander in Chief.

Scott Pelley: --Congresswoman.

Michelle Bachmann: I'll repeal Obama Care.

Scott Pelley: Thank you very much. Mr. Cain -- Mr. Cain, would you describe what you think is happening in the Arab Spring? And how, as president, can you affect that to make it work for the United States and not against us?

Herman Cain: What's happening in the Arab-- Spring, you have to look at Libya, Egypt, Yemen, and all of the revolutions that are going on, and how this administration has mishandled them. As a result, they have gotten totally out of hand. Our relationship with Egypt may not survive.

Because when this president backed the opposition, it turned out that opposition was more of the Muslim Brotherhood, which could end up with a majority of control of this new government. This president has already said that the president of Yemen should go. He is our friend. He has been helping us to fight al-Qaeda. This president has been on the wrong side in nearly every situation in the Arab world, which has basically done nothing except to put that entire thing at risk.

Scott Pelley: And that's time, sir, thank you.

Major Garrett: Mr. Speaker, at least 3,500 civilians have been slaughtered in Syria. Today, the Arab League voted to suspect Syria. If the opposition, and you were commander in chief, requested military assistance, covert smuggling, or a no-fly zone, would you authorize either or both?

Newt Gingrich: With first of all, I think that it's a good thing today that the Arab League suspended Syria. I think this administration should have been much more aggressive against Assad. It's ironic to me that Mubarrak, who had been our ally for years, who had done everything he could to help the United States, who had helped us in the Iraq campaigns, who had done literally we had requested of him, he was dumped overnight by this administration in a way that signaled everybody in the world, "Don't rely on the United States, because they'll abandon you in a heartbeat if they feel like it."

Assad, who is our enemy, and is an ally and-- of-- of-- of Iran, has had amazingly soft treatment by our State Department, as though they are afraid to make him feel bad. I would actively-- approve-- taking those steps would which-- defeat his regime, which would probably be mostly covert. I don't-- I don't think you need a no-fly zone. I think there are a number of steps you could take. And I think he would fall very rapidly.

If-- the-- if the United States and Europe communicated clearly that Assad was going to go, I think you would find Europe-- there's a very tiny faction. And I think you would find him likely to be replaced very rapidly. RELATED: CNBC Republican Debate 11/09/11 FULL VIDEO

Joe Heck (R-NV), an Army reserve physician, pays tribute to America’s veterans and highlights bipartisan efforts to help them find work in an economy struggling to create jobs. Rep. Heck, whose home state of Nevada has the highest unemployment rate in the nation, talks about how we owe it to our veterans – and all Americans – to find common ground “to make certain our nation remains great and worthy of our veterans’ sacrifices.” Rep. Heck, a colonel in the Army Reserve with more than 20 years of service, in his first term representing Nevada’s Third Congressional District.

“Hello, I’m Congressman Joe Heck from the great state of Nevada.

“As an active member of the Army Reserve for more than 20 years, I have a deep appreciation for my fellow servicemen and women, as well as their families. On Veterans Day, we consider the debt of gratitude we owe all these brave patriots for the sacrifices they’ve made so that we may live free.

“I’ve deployed three times in my military career, most recently in 2008 to western Iraq, where I was running the emergency services section of a combat support hospital.

“One night, we got the call over the radio from a helicopter saying they were coming in with a Marine who had been shot. We got ready and waited. About two minutes out the radio crackled again and the medic on the helicopter said they’d lost him. Still, we did everything we could. We were unsuccessful. He was 20 years old.

“After the nursing staff carefully washed away the desert sand and dirt of battle, two of my medics came in with an American flag. I’m not sure where they got it – it might have come off the flagpole in front of the hospital. They proceeded to gently drape the Stars and Stripes over the body. They then took up a position of parade rest at the foot of the bed and stood there. And stood there, and stood there.

“Four hours later, I said, ‘You guys need a break.’ Their answer was, ‘Sir, never leave a fallen comrade.’

“Such is the caliber of the men and women we call ‘veterans.’ They’ve left stories like this all over the world. Love of country inspires them to serve, and looking out for one another is their highest priority on the battlefield. We can all learn a lot from that.

“So whenever you meet a veteran or see a young man or woman in uniform on the street, please take the opportunity to say ‘thank you.’ It’s the least we can do. And it’s how we keep the spirit of Veterans Day alive all year round.

“There’s more to it than that, of course. We owe it to our veterans to ensure they come home to a strong economy, so they can transition into civilian life and support their family with a good paying job.

“Last month, the House of Representatives passed the Veterans Opportunity to Work Act, which would provide training and assistance to unemployed veterans, and break down bureaucratic barriers preventing them from finding work. It’s smart legislation that members of both parties support, and I’m pleased the Senate passed it.

“We have a lot more to do. The House has passed several bipartisan bills to ensure all Americans have the opportunity to secure a good job to provide for their families. All of these jobs bills deserve the support of our Senators and a strong show of leadership from the president. Because with unemployment still much too high, we just can’t wait to take bipartisan action that will help put Americans back to work. Together, we can rise above politics to make certain our nation remains great and worthy of our veterans’ sacrifices.

“God bless our military and the country they so gallantly serve.”

LAKE JACKSON, Texas – 2012 Republican Presidential candidate Ron Paul earned another straw poll victory tonight, this time winning 52 percent of 3,649 votes cast in an Illinois statewide Republican contest held online and in-person.

Dr. Paul handily beat Herman Cain, Mitt Romney, and Newt Gingrich, who garnered 18, 14, and 9 percent of the votes, respectively. Rick Perry earned a mere 2.5 percent of the vote, John Huntsman 1.5 percent, Rick Santorum 1.2 percent, followed by Michele Bachmann with just 1.1 percent.

“This straw poll victory demonstrates the groundswell of support for Ron Paul and his winning message, as well as the organizational muscle presidential candidates require,” said Scott Davis, Illinois State Chair for the Ron Paul 2012 Presidential campaign. “Straw poll participants were Illinois residents who support the Illinois Republican Party and Ron Paul for the presidency, so this contest is relevant and representative.”

The 2012 Illinois Republican Pre-Presidential Straw Poll was the first mainly online poll of its kind. The one-week poll began on 9:00 a.m. CT Saturday, October 29th and concluded tonight, November 5th, at 7:00 p.m. CT. In order to participate, voters were required to be Illinois residents and to make a minimum $5 contribution benefiting the Illinois Republican Party. The poll was taken at http://www.illinoisstrawpoll.com/.

Today throughout Illinois there also were a number of Republican activities where voters cast their vote in person instead of online. U.S. Senator Mark Kirk (R) was among the Republican luminaries traveling around to different county and township events today as localities hosted in-person voting opportunities. Ron Paul was declared the winner at the Republican Party headquarters in Downtown Chicago at an event hosted by Eloise Gerson, 42nd Ward Republican Committeeman and Chicago GOP Chairwoman. Senator Kirk was also in attendance.

“Hello, I’m United States Senator Scott Brown. When the citizens of Massachusetts sent me to the United States Senate last year, they expected me to work with anyone in any party for the good of our country. And that’s what I do each and every day.

“With millions of Americans looking for jobs – it’s no mystery what our priority should be here in Washington. We should be doing all that we can to help this economy start creating jobs again – and we should be doing it right now.

“Working to create jobs is one of those challenges that tests us here in Congress. It shows us who we really serve – the party leadership on Capitol Hill, or the people who elected us in the first place, and my attitude is, I answer to my conscience and to my constituents, period. That’s my focus. And with the clock running down on 2011, focus is exactly what Congress needs to revive our nation’s economy.

“With the holidays approaching, listen; this should be a happy time spent with families. But, unfortunately too many Americans have spent months looking for a job and still can’t find one. The reality is that we should make a difference here and now, with legislation that could be passed immediately.

“Now I know this can happen, because both parties have already found some common ground in economic policy for example. Just a few weeks ago, we passed free trade agreements with South Korea, Colombia, and Panama. These agreements show what bipartisanship can accomplish. They were negotiated by President Bush … passed by a Republican House and a Democratic Senate … and signed into law by President Obama.

“Yes, it took us a lot longer than it should have, but after some give and take, we finally got it done. And just like that, we set in motion a big change that is going to create thousands of jobs in Massachusetts and all across America.

“Meanwhile, another bipartisan opportunity is staring us right in the face. It’s a jobs bill I introduced back in January. And far from being just my idea, it’s the only jobs bill on the table that has the support of majorities in the House and the Senate, and also has been endorsed by the President.

“This bill would repeal the 3 percent withholding mandate – it’s a stealth tax that will hit small businesses and contractors starting in 2013. If this mandate is not repealed, then all levels of government will suddenly start withholding 3 percent of payments to contractors that provide any product or service to the government.

“Now, all the mandate will do is, is take more money out of our economy at a time when quite frankly we can least afford it. And as a result, businesses will have less money to hire and pay new workers. The costs of enforcing this unfunded mandate will actually be higher than the revenue it raises by almost eight to one; now only in Washington does this make sense; listen, it’s a job killer.

“Here’s where we stand right now on the bill. It was passed by the House last week with an overwhelming 405 votes. Now it’s come to the Senate.

“So the decision pretty much rests with Majority Leader Harry Reid. Are we going to do something for the American people, or are we going to let politics win out again?

“Leader Reid has come to me a few times and asked me to consider bills on their merits, and I’m always willing to do so. And now I’m asking the same of my colleague, the Majority Leader. This jobs bill comes at the right time, for the right reasons, and it deserves a prompt vote on the Senate floor, without any gimmicks that will delay or jeopardize passage, so the President can sign it into law right away.

“Listen, I’m a still fairly new to the Senate, but I’ve been here long enough to have noticed something. One breakthrough has a way of leading to other breakthroughs. One show of good will has a way of spreading good will. This jobs bill, if we move it forward, can be followed by many more that can do even greater good. So hey, let’s start here. Let’s get this economy creating jobs once again, and show that we can come together when it’s needed most.

“In closing, we must remember we’re Americans first and we need to put our country’s interests before partisan political interests.

“Thank you very much.”

WASHINGTON, DC – Rep. Greg Walden (R-OR), chairman of the Energy and Commerce Subcommittee on Communications and Technology, and Senator Dean Heller (R-NV) today unveiled legislation, H.R. 3309 and H.R. 3310, to improve the way the Federal Communications Commission operates by improving transparency, predictability, and consistency as part of Republicans’ ongoing effort to ensure the commission’s work encourages job creation, investment, and innovation.

Walden said, “At a time when job creators are crippled with regulatory uncertainty, Congress has the obligation to ensure that federal agencies carry out the public's business transparently. The technology and communications sector is the most innovative in our country—it deserves the most innovative and open government agency. Taking a page from the President’s executive order, we have been examining ways to improve transparency and efficiency at the FCC. We have reached out to our Democratic colleagues, Chairman Genachowski, each commissioner, and job creators to identify what current FCC processes work and what can be improved. Taking this feedback into account, we developed a series of sensible process reforms to improve the way the Commission operates. I appreciate Senator Heller’s leadership in the Senate to ensure we move these commonsense reforms through both chambers and get them to the President’s desk in a timely manner.”

Heller said, “If we are going to get Americans working again, Congress must take action and remove the weight of big government from our nation’s innovators and entrepreneurs. The technology sector has helped power economic growth in our country for the last twenty years and will continue to if big government does not over burden it. Stifling the technology sector with onerous regulations will only impede new job creation at a time when we need jobs most. Stopping oppressive regulations will be critical to getting our nation’s economy moving again and this legislation is a step in the right direction.”

Legislative Summary

Protecting Jobs by Ensuring Regulatory Benefits Outweigh Costs

• Require the Commission to survey the state of the marketplace through a Notice of Inquiry before initiating new rulemakings to ensure the Commission has an up-to-date understanding of the rapidly evolving and job-creating telecommunications marketplace.

• Require the Commission to identify a market failure, consumer harm, or regulatory barrier to investment before adopting economically significant rules. After identifying such an issue, the Commission must demonstrate that the benefits of regulation outweigh the costs while taking into account the need for regulation to impose the least burden on society.

Require the Commission to establish performance measures for all program activities so that when the Commission spends hundreds of millions of federal or consumer dollars, Congress and the public have a straightforward means of seeing what bang we’re getting for our buck.

• Apply to the Commission, an independent agency, the regulatory reform principles that President Obama endorsed in his January 2011 Executive Order.

• Prevent regulatory overreach by requiring any conditions imposed on transactions to be within the Commission’s existing authority and be tailored to transaction-specific harms.

Promoting Transparency, Fairness, and Efficiency in Commission Operations

• Enhance consistency and transparency in the Commission’s operations by requiring the FCC to establish and disclose its own internal procedures for:

o adequate review and deliberation regarding pending orders,
o publication of orders before open meetings,
o initiation of items by bipartisan majorities, and
o minimum public review periods for statistical reports and ex parte communications.

• Require the FCC to establish its own “shot clocks” so that parties know how quickly they can expect action in certain proceedings and provide a schedule for when reports would be released.
• Empower the Commission to operate more efficiently through reform of the “sunshine” rules, allowing a bipartisan majority of Commissioners to meet for collaborative discussions subject to transparency safeguards.

Simplifying Reporting Requirements

• Consolidate eight, separate congressionally mandated reports on the communications industry into a single comprehensive report with a focus on intermodal competition, deploying communications capabilities to unserved communities, and eliminating regulatory barriers.

KENNEDY SPACE CENTER, Fla., Oct. 31, 2011 -- The Boeing Company [NYSE: BA] today announced plans to consolidate its Commercial Crew program office, manufacturing and operations at the Kennedy Space Center (KSC). Boeing, in partnership with Space Florida, has an arrangement to use the Orbiter Processing Facility-3 (OPF-3) to manufacture, assemble, and test the company’s Crew Space Transportation (CST)-100 spacecraft.

"We selected Florida due to the cost benefits achieved with a consolidated operation, the skilled local workforce, and proximity to our NASA customer,” said John Mulholland, vice president and program manager of Commercial Programs for Boeing Space Exploration. “Pending the continued selection of Boeing for future Commercial Crew development and service contracts, and sufficient NASA funding, we project a Commercial Crew program workforce ramping up to 550 local jobs by our scheduled operational date of December 2015. The CST-100 will provide NASA with reliable, safe, and affordable transportation to the International Space Station and other destinations in Low Earth Orbit.”

"We are extremely pleased that Boeing will locate its Commercial Crew headquarters here in Florida," said Frank DiBello, president of Space Florida, the State’s aerospace economic development agency.

"This positions our state well for future growth and a leadership role in NASA's next generation human space exploration initiatives. It is also a key factor in ensuring Florida's space-related economy continues to thrive after shuttle retirement."

Boeing is working with Space Florida on agreements to use Kennedy Space Center’s Orbiter Processing Facility Bay 3 (OPF-3) and Processing Control Center (PCC) facilities for Commercial Crew program execution. The OPF-3, previously used to perform maintenance on the space shuttle orbiters, features approximately 64,000 square feet of manufacturing and processing areas and about 64,000 square feet of office, laboratory and logistics areas. The PCC consists of approximately 99,000 square feet of control rooms and office space Boeing plans to use to support mission operations, training and program offices. The PCC previously supported shuttle orbiter testing, launch team training, and computer system software and hardware development and maintenance operations.

In partnership with Space Florida, Boeing plans to modernize the facilities to provide efficient production and testing operations that optimize the company’s best practices from satellite manufacturing, space launch vehicles and commercial airplane production programs.

The Commercial Crew program consists of developing, manufacturing, testing and evaluating, and demonstrating the CST-100 spacecraft, launch vehicle and mission operations -- all part of Boeing’s Commercial Crew Transportation System (CCTS) -- for NASA’s new Commercial Crew human spaceflight program that will provide flights to the International Space Station. Boeing’s system will also be capable of supporting Bigelow Aerospace’s planned orbital space complex. The program is based on the company’s experience and innovation over the past 50 years of human spaceflight and nearly 100 years of commercial aviation.

The CST-100 is a reusable capsule-shaped spacecraft based on proven materials and subsystem technologies that can transport up to seven people, or a combination of people and cargo. Boeing has designed the spacecraft to be compatible with a variety of expendable rockets and selected the United Launch Alliance’s Atlas V launch vehicle for initial CST-100 test flights in 2015.

In his remarks, Mulholland expressed Boeing’s gratitude to the organizations that contributed to the success of this project, including NASA, Space Florida, Economic Development Commission of Florida’s Space Coast, Enterprise Florida, the Brevard County Board of County Commissioners, and Brevard Workforce.

To direct the Securities and Exchange Commission to eliminate the prohibition against general solicitation as a requirement for a certain exemption under Regulation D.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Access to Capital for Job Creators Act’’.

SEC. 2. MODIFICATION OF EXEMPTION.

Not later than 90 days after the date of the enactment of this Act, the Securities and Exchange Commission shall revise its rules issued in section 230.506 of title 17, Code of Federal Regulations, to provide that the prohibition against general solicitation or general advertising contained in section 230.502(c) of such title shall not apply to offers and sales of securities made pursuant to section 230.506, provided that all purchasers of the securities are accredited investors.

“Actually, my son likes to say he’s still not used to seeing me dressed up after so many years of wearing flour and pizza dough. It was a look I wore with pride – because it was our dream: a small, family-run business. It wasn’t always easy, but it taught me a lot of what I needed to know about how our economy works. And with unemployment in my state – also the president’s home state – at 10 percent, there’s no higher priority than jobs.

“But when I look at things like the ‘stimulus’ policies coming from the White House, I think the folks there could use a few weeks of wearing flour and pizza dough. They need to understand the American small business owner.

“When you’re a small business owner, you’re a troubleshooter – you identify a problem and fix it, so it doesn’t come back. Temporary band-aids won’t do the trick.

“That’s why I’m proud to support Republicans’ Plan for America’s Job Creators.

“Our plan looks at the problem from the view of the small businesspeople, and works to clear out barriers to job creation by addressing excessive regulations, fixing our tax code and closing loopholes, and paying down our debt.

“This week, the House passed another bill from the Republican jobs plan. It stops an IRS withholding tax that would hurt companies doing business with the government. This bill isn’t just a good idea – it’s a bipartisan one: it was in our jobs plan, and the president’s jobs plan as well. I’m pleased it passed the House with bipartisan support.

“Because jobs isn’t a Democrat issue or a Republican issue – it’s a red, white, and blue issue. We owe it to the American people to find common ground. We did it with the free trade agreements the president recently signed and we’re doing it with the repeal of the withholding tax and we can do more.

“Unfortunately, many of the jobs bills the House has passed are stuck in the Democratic-led Senate. We call these bills the ‘forgotten 15.’

“Let me tell you a little about them. These bills are common-sense bills that address those excessive federal regulations that are hurting small business job creation. They were written after listening to the farmers, manufacturers and small businesspeople from around the country. A number of them have bipartisan support. Yet the Senate won’t give these bills a vote, and the president hasn’t called for action.

“Politics and pessimism won’t get America back on track. I was disappointed to hear the president say at a campaign fundraiser this week that Americans have lost ‘our ambition, our imagination.’ I respectfully disagree. The people in my district are working harder, making more sacrifices, doing whatever it takes. He’s more than welcome to come meet some of them down at Saint Giuseppe’s.

“All they’re asking – all you’re asking – is that we listen and get government out of the way so our economy can get back to creating jobs. My colleagues and I in the House are doing everything we can to make that happen.

“Republicans have a jobs plan, one with some bipartisan support, but it’s stuck in the Senate. We’re asking President Obama to work with us and call on the Senate to pass the ‘forgotten 15’ to help the private sector create jobs, American jobs desperately needed.

“Let’s seize this opportunity, let’s build on our common ground for jobs.

Eric Cantor's Remarks On House Repeal of 3% Withholding Rule VIDEO


It is clear that many businesses across this country are feeling the ill effect of the regulatory and tax burdens placed upon them by continued policies coming out of Washington and this Administration. Small businesses in particular, the backbone of our economy, face a cloud of uncertainty. This uncertainty prevents these entrepreneurs from taking a risk, from starting a business, and creating jobs. But, House Republicans want to work with our colleagues across the aisle and we want to help empower these small business men and women to once again begin the engine that drives our economy. This is the focus of the House Republican Plan for America’s Job Creators. This is about jobs.

There are some who repeatedly claim that they want to vote on a jobs bill. Well, we passed one yesterday on a bipartisan basis. And today they will have another chance and we will pass another. Currently, the House has passed 16 bills focused on job creation that are sitting idly in the U.S. Senate. The President has traveled the country telling Americans, “We Can’t Wait” to pass some jobs bills. Well, we aren’t waiting. We continue to pass jobs bills. Perhaps it’s time for the President to deliver the “We Can’t Wait” message to the other body in the Capitol.

Today, the House will take another step in solving our jobs crisis by repealing the 3% withholding rule. Under this rule, federal, state and many local governments will be required to withhold 3% of all government payments made to contractors and suppliers. The impact of this rule would be huge accounting burdens on governments and potentially harmful cash flow disruptions for suppliers, contractors and subcontractors. Those are dollars that could otherwise be used to grow a business or hire more workers.

The cost of this law would then be felt by state and local governments, universities, like Virginia Commonwealth University that told me it is an “unreasonable burden on an institution of higher education.” It is an unreasonable burden on heavy equipment dealers, and other businesses across the country. Compliance costs would move capital, that could otherwise be used to hire additional workers, to the government.

Many of my fellow Virginians in the county in which I live would be severely impacted by this law. For example, if this law had been in effect in 2009 and 2010 in the county of Henrico, Virginia an estimated $15 million would not have reached small businesses that are already operating within small margins of profit. This is not the time to be adding additional costs to our job creators. In May of this year, my County Manager stated that, “The effect of this law may also be harmful to the economy with a significant amount of money being directed to the federal government instead of to businesses that would potentially use those funds to create jobs and grow their business.”

By passing another bill, another jobs bill, House Republicans are helping companies cope with this era of uncertainty. This is another bipartisan and common sense solution to support the small business men and women of our economy so that they can begin to support and begin to regenerate our ailing economy.

In the past week we have passed the long-awaited Free Trade Agreements, the Veterans Opportunity to Work Act, and next week we will further help entrepreneurs access capital with the Access to Capital for Job Creators Act. The President says “We Can’t Wait.” We agree. It’s time to get America working again, and we call upon the Senate not only to act on this jobs bill, but the other 16 that currently sit idly in the Senate.

Thank you. It is great to be in the stomping grounds of a great conservative senator, Jim DeMint. I want to thank ISO Poly Films CEO John McClure for opening his business as we discuss my plan to get America working again.

Today I lay before the American People my cut, balance and grow plan. It cuts taxes and spending. It balances the budget by 2020. And it grows jobs and the economy.

It neither reshuffles the status quo, nor does it expand the ways Washington can reach into our pocketbooks.

It reorders the way they do business in Washington by reinventing the tax code and restoring our nation to fiscal health through balanced budgets and entitlement reform.

Central to my plan is giving every American the option of throwing out the three million words of the current tax code, and the costs of complying with that code, in order to pay a 20 percent flat tax on their income.

The size of the current code, which is more than 72,000 pages, is represented by this pallet and its many reams of paper.

The best representation of my plan is this post card, which taxpayers will be able to fill out to file their taxes.

Each individual taxpayer will have a choice: you can continue to pay taxes, as well as accountants and lawyers under the current system, or, you can file your taxes on a postcard, with deductions only for interest on a mortgage, charitable giving, and state and local tax payments.

Under my plan, you will no longer have to worry about paying taxes on social security when you retire, or your family members paying the death tax when you die. And you can wave goodbye to the capital gains tax, as well as the tax on dividends.

We will increase the standard exemption for individuals and dependents to $12,500, meaning families in the middle on the lower end of the economic scale will have the opportunity to get ahead. Taxes will be cut across all income groups in America. The net benefit will be more money in Americans’ pockets, with greater investment in the private economy instead of the federal government.

On the corporate tax side, I am offering equally bold reform. My plan closes corporate loopholes, ends the special breaks for special interests, and stops the gravy train of lobbyists and tax lawyers at the Washington trough.

In exchange for a corporate tax free of carve-outs and exclusions, I offer a much lower rate of 20 percent that represents the average corporate rate among the developed nations, and that will make our corporations more competitive on a global scale.

We will shut down the cottage industry of corporate tax evasion by creating a tax that is broad, fair and low.

And my plan offers incentives for corporations to invest in America again, with two major reforms. First, we will transition to a territorial tax system on corporate income earned overseas. This means companies pay the appropriate corporate tax in the country where income was earned, but aren’t taxed a second time when that income is moved back into the United States.

Second, for all corporate profits currently languishing overseas, I will offer a one-time reduced tax rate of five and a quarter percent for a limited period of time on repatriated earnings.

The U.S. Chamber estimates this one-time tax reduction would bring more than $1 trillion in capital back to the U.S, create up to 2.9 million jobs, and increase economic output by $360 billion.

In other words, it’s the kind of economic stimulus President Obama could have achieved if he wasn’t hell-bent on passing big government schemes that have failed American workers.

Today, America’s combined corporate tax rate of 39.2 percent is the second highest in the developed world. It is time to overhaul our tax code so companies like ISO Poly Films can invest more in their people and their products.

Tax rates have consequences. The liberals myopically ignore the realities of human nature. They think in raising rates they will raise revenue. But they don’t understand large employers have choices, as do wealthy individuals, and that includes moving money off-shore. When they try to take too much, they end up hurting the very people they seek to help: the working class.

We need tax policy that embraces the world as it is, and not what liberal ideologues wish it to be.

The goal of my cut, balance and grow plan is to unleash job creation to address the current economic crisis, while generating a stable source of revenue to address our record deficit and put our fiscal house in order.

My plan should not be viewed in a vacuum, but in comparison to the continuation of the status quo. It provides employers and investors certainty, which is critical to getting capital back into the economy. The president’s plan provides temporary tax relief, which does nothing to encourage long-term investment because it doesn’t provide the private sector certainty.

The way to stimulate the economy is not through temporary tax relief or government spending; it is to stimulate private spending through permanent tax relief.

The flat tax will unleash growth. But growth is not enough. We must put a stop to the entitlement culture that risks the financial solvency of this country for future generations.

The red flags are alarming. Our children are born into $46,000 of federal debt. Our credit was downgraded for the first time this past August, in part because of a lack of seriousness about deficit reduction. According to the White House Office of Management and Budget, by year’s end our debt will exceed the size of America’s economy for the first time in 65 years. We are on the road to ruin paved by state serfdom.

Freeing our children from financial disaster requires the courage to reform entitlements. My plan establishes firm principles to preserve Medicare and Social Security for today’s beneficiaries, while saving it for tomorrow’s.

I am putting forward five principles to save Social Security for the long-term. First, we will protect existing benefits for current retirees, and work with Congress on the exact age where those nearing retirement are grandfathered out of changes to the program.

Second, we will end the current pillaging of the Social Security Trust Fund by Washington politicians. Here is the hard truth: the trust fund is full of IOU’s, without a single dime of money left over from what workers have paid in. The politicians have borrowed against it for years. And in order to redeem the IOU’s in the fund, they will have to either raise taxes or cut spending on other programs to replenish it.

Here is the other hard truth: if we don’t act, in 25 years benefits will be slashed 23 percent overnight. Protecting Social Security benefits begins with protecting the solvency of the fund, and stopping all current borrowing from the fund, just as we have done with the highway trust fund.

The third principle of reform is to allow young workers to invest a portion of their payroll taxes into private accounts if they so choose.

I am not naïve. I know this idea will be attacked. But a couple of facts are worth stating: one, the return on investment in Social Security is so small it is like an interest bearing savings account. Over the long-term, the markets generate a much higher yield.

Second, opposition to this simple measure is based on a simple supposition: that the people are not smart enough to look out for themselves. The liberals think the American people cannot be trusted to safeguard even a portion of their own retirement dollars. It is time to end the nanny state and empower our people to exercise greater control over their money.

The fourth principle is to return to pre-1983 law and allow state and local governments to newly opt out of Social Security and instead allow their employees to pay solely into state or locally run retirement programs. This has been done around the country, with better results. We ought to allow it again.

Lastly, we ought to work to raise the retirement age for younger workers – on a gradual basis – to reflect the longer life-span of today’s Americans. I will work with Congress to determine the right formula, beginning at the right age. But this is common sense, and it can help save Social Security for future generations.

We will also reform Medicare to save it for future generations of Americans. We will do this by working with Congress on several options, including giving patients greater flexibility in choosing the plan that best fits their unique needs through bundled premium support payments to the individual, or as a credit against purchase of health insurance.

Second, we should look at gradually raising the age of Medicare eligibility. Third, we should consider adjusting Medicare benefits to be paid on a sliding scale based on the income of the recipient. And lastly, we must tackle the $100 billion in annual waste and fraud to save this valuable program as Americans live longer.

My plan also restructures Medicaid, returning control over the program and the dollars needed to administer it to states. One-size-fits-all health care doesn’t work for people on private plans in the form of Obamacare, and it doesn’t work with public plans, such as Medicaid. Washington has broken it, and shown no will to fix it. We must give state leaders the flexibility to fix Medicaid and control its costs.

These reforms are essential to balancing the budget. My plan balances the budget as fast as any serious plan offered, in the year 2020, with reforms to entitlements, with greater economic growth, and with cuts to discretionary spending.

I do not take the tack of the current President, with arbitrary cuts to defense spending. The question we must ask is not what we can afford to spend on our national defense, but what does it cost to keep America secure.

At the same time, we will reform the way we spend money in Washington so we can balance the budget in eight years. But to truly protect taxpayers, we need the extra protection of a Balanced Budget Amendment to the United States Constitution.

I will reduce spending in the Department of Education, the Department of Energy, the EPA, and a whole host of other agencies, returning greater control to the states.

My plan reduces non-defense discretionary spending by $100 billion in year one, and builds on those savings in the years to come.

I will also institute several principle reforms to the budgetary process, which are contained in my Cut, Balance and Grow Plan on my website.

It is not the length of a “War and Peace” novel, and is easy to understand, yet bold in its approach.

Included in my budget reforms are elimination of baseline budgeting that assumes previous expenditures are sacrosanct, an end to non-emergency spending in emergency bills, and a permanent stop to “bridge to nowhere” projects through the elimination of earmarks. I will couple these budgetary reforms with an overhaul of the regulatory process.

When federal agencies like the NLRB are dictating to companies where they can create jobs and where they cannot, they have over-stepped their bounds and undermined our free market system. On my first day in office, I will freeze all pending federal regulations and immediately begin a review of all new regulations since January of 2008.

Today the Federal Register contains 165,000 pages. The index alone is eleven hundred pages long. And somehow, despite not having any of these new regulations for our first 219 years, America not only survived, we thrived.

The federal nanny state’s heavy-handed regulations are keeping our economy in the ditch. It is time to review and scrap regulations that harm jobs and growth.

Lastly, one of the greatest impediments to investment in America are the Dodd-Frank banking regulations, and I will lead the charge to eliminate them.

Dodd-Frank is killing small banks, and freezing access to credit just when small businesses need it most. It enshrines bailouts and the notion of “too big to fail” in federal law, benefitting Wall Street while killing Main Street. It’s wrong. It’s unfair. It must go.

My plan does not trim around the edges. And it does not bow down to the established interests. But it is the kind of bold reform needed to jolt this economy out of its doldrums, and renew American prosperity. Those who oppose it will wrap themselves in the cloak of the status quo.

America is under a crushing burden of debt, and the president simply offers larger deficits and the politics of class division. Others simply offer microwaved plans with warmed-over reforms based on current ingredients.

Americans, however, aren’t searching for a reshuffling of the status quo, which simply empowers the entrenched interests. This is a change election, and I offer a plan that changes the way Washington does business.

The great issue facing this nation is whether we have the courage to confront spending and the vision to get our economy growing again. We need a tax code that unleashes growth instead of preventing it; that promotes fairness, not class warfare; that sparks investment in America instead of overseas interests.

It is time to create incentives for American companies to invest in American workers. It is time to end the corporate loopholes, end the special tax breaks for special interests, end the gravy train for lobbyists and tax lawyers.

It is time to pass a tax that is flat and fair, that frees our employers and our people to invest, grow and prosper.

We will set our employers and our people free by slashing the cost of government, cutting taxes for middle class families, balancing our budget and growing our economy.

The future of America is too important to be left to the Washington politicians. To get America working again, we must cut taxes and spending, balance the federal budget, and grow our economy and jobs.

My plan unleashes American ingenuity for a new American Century. Restores the hopes and dreams of our people. Renews our great promise. And entrusts the fate of this nation into the hands of our People, setting them free.
