Scenes include aerial footage of terrorists getting into a car, driving along a road and being fired upon by Coalition Forces. On Friday June 16, key Al-Qaeda in Iraq Senior Leader, Mansur Sulayman Mansur Khalif (Al-Mashadani) -- also known as Sheikh Mansur – was killed by Coalition Forces, south of Yusifiyah.

Also killed was Abu Tariq, a terror cell leader and foreign fighter facilitator who operated around Yusifiyah. Coalition Forces initially targeted a vehicle with three terrorists, including Sheik Mansur. The terrorists attempted to flee immediately after becoming aware of security forces approaching. Coalition forces then engaged and killed the three terrorists. Two other terrorists were detained in the area without resistance.

Sheikh Mansur was a key Iraqi leader in Al-Qaeda in Iraq with excellent religious, military, and leadership credentials within the network. He was tied to senior leadership, including Abu Musab Al- Zarqawi and Abu Ayyub Al-Masri. His death will significantly impact Al-Qaeda in Iraq’s ability to re-organize around charismatic leaders.

Sheikh Mansur was an Iraqi, approximately 35-37 years old, who received religious training in Jordan in the 1990s. Until his capture by Multi-National Forces in July 2004, he worked for Ansar Al-Islam and Ansar Al-Sunna as the religious emir. He joined Al-Qaeda in Iraq after his release in the fall of 2004 and at the time of his death was believed to be the religious emir of AQI for all of Iraq.

Estrogen seems to play a different role during stress in black and white girls, a difference that may help explain higher cardiovascular disease rates in blacks, researchers have found.

Using a model that mimics common life stressors, researchers found estrogen levels drop during stress in healthy black girls but remain consistent in whites, said Dr. Gregory Harshfield, director of the Medical College of Georgia’s Georgia Prevention Institute.

“Estrogen, which helps blood vessels dilate, is good for your blood vessels and if you lose that protection during periods of stress in the day it may contribute to the early development of heart disease we typically see in black women,” says Dr. Harshfield.

Research being presented during the 21st Annual International Interdisciplinary Conference on Hypertension and Related Cardiovascular Risk Factors in Ethnic Populations in Atlanta June 23-26 looked at 48 mostly female teens with normal blood pressure.

Researchers found the greatest changes in blood pressure response to stress in black girls and blood samples taken before, during and one hour after playing a competitive video game showed their estrogen levels dropped during stress and went back up afterward.

“Conventional thinking tells us estrogen is not normally a major player in regulating blood pressure during stress,” says Dr. Harshfield. “This tells us sex hormones do play a role in regulating blood pressure but, unfortunately, it’s a bad one in black females.”

Estrogen influences blood pressure by releasing nitric oxide, a vasodilator, and by blunting the response of the sympathetic nervous system – the fight or flight response – as well as angiotensin II, a vasodilator. Estrogen is believed to be one of the main reasons women have lower rates of heart disease than men until after menopause, says Martha Castles, research manager, who is presenting the research.

“We are now thinking that when black girls are under stress, they are losing all the protective effects of estrogen,” Dr. Harshfield says. “In whites under stress, their estrogen levels are consistent so they are secreting vasodilators, they are blocking angiotensin and the sympathetic nervous system so the stress is not affecting them as much.” In fact, black girls in the study also showed the greatest change in angiotensin levels in response to stress.

The prevalence of hypertension is increasing in females, he says, particularly in black females whose prevalence is greater than black males and overall death rate from hypertension is more than twice that of white females.

Dr. Harshfield notes that little is known about mechanisms underlying racial differences in blood pressure. His previous work has shown that, compared to their white peers, healthy black girls and boys also have reduced ability to secrete sodium following stress, which leaves their blood pressure elevated for longer periods and may help explain why blood pressures don’t decrease as much during sleep. “Estrogen is probably another mechanism through which the blood pressure is staying elevated,” he says.

The work was funded by the National Institutes of Health.

Our grip on reality is slim, says UCL scientist

UCL Logo (University College London).The neurological basis for poor witness statements and hallucinations has been found by scientists at UCL (University College London).
In over a fifth of cases, people wrongly remembered whether they actually witnessed an event or just imagined it, according to a paper published in NeuroImage this week.

Dr Jon Simons and Dr Paul Burgess led the study at the UCL Institute of Cognitive Neuroscience. Dr Burgess said: “In our tests volunteers either thought they had imagined words which they had actually been shown or said they had seen words which in fact they had just imagined - in over 20 per cent of cases. That is quite a lot of mistakes to be making, and shows how fallible our memory is - or perhaps, how slim our grip on reality is!

“Our work has implications for the validity of witness statements and agrees with other studies that show that our mind sometimes fills in memory gaps for us, and we confuse what we imagined occurred in a situation - which is related to what we expect to happen or what usually happens - with what actually happened.

“Most of us, though, have a critical reality monitoring function so that we are able to distinguish well enough between what is real and what is imagined and our imagination does not have too great an impact on our lives - unless the reality check system breaks down such as after stroke or in cases of schizophrenia.”

The study found that the areas that were activated while remembering whether an event really happened or was imagined in healthy subjects are the very same areas that are dysfunctional in people who experience hallucinations.

Dr Burgess said: “We believe that hallucinations are caused by a difficulty in discriminating information present in the outside world from information that is imagined. In schizophrenia the difficulty you have in separating reality from imagined events becomes exaggerated so some people have hallucinations and hear voices that simply aren’t there.” These results indicate a link between the brain areas implicated in schizophrenia and the regions that support the ability to discriminate between perceived and imagined information.

In the tests, healthy subjects were shown 96 well-known word pairs from pop culture such as ‘Laurel and Hardy’, ‘bacon and eggs’, and ‘rock and roll’. The participants were asked to count the number of letters in the second word of the pair. Often the second word wasn’t actually shown and the subject had to imagine the word – such as ‘Laurel and ?’.

Participants were then asked which of the second words they had actually seen on screen and which ones they had only imagined. The subjects’ brain activity was observed using fMRI scans while they remembered whether words had been imagined or seen on screen.

When people accurately remembered whether they had actually seen a word or just imagined it brain activity in the key areas increased – many of which are found in brain area 10, which is involved in imagination and reality checking, develops last in the brain and is twice as big in humans as in other animals. In the people who did not remember correctly, activation in brain area 10 was reduced.

THE PRESIDENT: Good morning. This past week I traveled to Austria and Hungary, where I had productive meetings with our European allies. We discussed the challenges and opportunities we share, including the importance of spreading prosperity at home and around the world. It's good to be back home, and I'm pleased to report that our economy is strong, growing, and delivering prosperity to more of our people.

Let me give you a few facts. In the first quarter of 2006, our economy grew at an impressive annual rate of 5.3 percent. Since August of 2003, America has created more than 5.3 million new jobs, more than all 25 nations of the European Union combined. Productivity is growing, and wages are beginning to rise. And because taxes are low, workers are keeping more of the money they earn.

Our economy is heading into the summer on the fast track, and one of the best ways to keep our momentum going is to restrain spending in Washington, D.C. Earlier this month, Congress took an important step by passing an emergency spending bill that stayed within the strict spending limits I set. The bill included necessary funding for high priorities, such as equipping our military and rebuilding the Gulf Coast, and it showed discipline in other areas. Congress deserves credit for meeting my spending limits, and I was pleased to sign the emergency spending bill into law.

As Members of Congress show restraint on spending bills, they also need to make reforms in the spending process. Under the current system, many lawmakers are able to insert funding for pet projects into large spending bills. This process is called earmarking, and it often results in unnecessary spending. For example, a bill to fund our military can be loaded up with unjustified earmarks and other spending that may not add to our national security.

This leaves Members of Congress with two bad options -- they can either vote against the whole bill, including all the worthwhile spending, or they have to accept the whole bill, including the wasteful spending. The President is left with the same dilemma -- either he has to veto the entire bill or sign the bill and approve the unnecessary spending.

There's a smarter way to handle taxpayer dollars, and it begins with granting the President a tool called the line-item veto. A line-item veto would allow the President to remove wasteful spending from a bill while preserving the rest of the legislation. Forty-three of our Nation's 50 governors have line-item veto authority, and they have used that authority to remove needless spending from otherwise good bills.

Ten years ago, Members of Congress from both parties voted to grant President Clinton the line-item veto. However, the Supreme Court ruled that version of the line-item veto unconstitutional because it took too much spending authority away from the Congress. I proposed a new version of the line-item veto that fixes the problem and gives the President a clear and constitutional way to cut wasteful spending. Under my proposal, the President would identify a list of unnecessary items that should be removed from a larger spending bill. Congress would then be required to hold a prompt up-or-down vote on the list.

A line-item veto would give the President a way to insist on greater discipline in the budget. A line-item veto would reduce the incentive for Congress to spend wastefully because when lawmakers know their pet projects will be held up to public scrutiny, they will be less likely to suggest them in the first place. Most importantly, a line-item veto would benefit American taxpayers by ensuring greater respect for their hard-earned dollars.

This past Thursday, the House of Representatives passed a bill granting line-item-veto authority. This was a victory for the taxpayers and for spending restraint. I call on the Senate to show a bipartisan commitment to fiscal discipline by passing the line-item veto so we can work together to cut wasteful spending, reduce the deficit, and save money for American taxpayers.

Este jueves pasado, la Cámara de Representantes aprobó un proyecto de ley otorgando la autoridad del veto de partidas individuales. "President Bush has made it clear that ensuring the safety of the American people and citizens around the globe must be our number one priority.
"Consistent with this charge, one of the most important things we at Treasury do is to follow the flow of terrorist monies. They don't lie. Skillfully followed, they lead us to terrorists themselves, thereby protecting our citizens.

"Given our intimate knowledge of the global financial system and financial flows, along with our close working relationships with financial institutions around the world, Treasury is uniquely positioned to track these terrorist money flows both internationally and domestically. This is part of an overall governmental effort to map terrorist networks and apprehend terrorists around the world. By following the money, the U.S. has been able to locate operatives and their financiers, chart terrorist networks, help bring them to justice, and save lives.

"I am particularly proud of our Terrorist Finance Tracking Program which, based on intelligence leads, carefully targets financial transactions of suspected foreign terrorists. Let me be clear what this program is, and what it is not. It is an essential tool in the war on terror, based on appropriate legal authorities with effective oversight and safeguards. It is not "data mining", or trolling through the private financial records of Americans. It is not a "fishing expedition", but rather a sharp harpoon aimed at the heart of terrorist activity. That fact makes today's disclosure so regrettable, because the public dissemination of our sources and methods of fighting terrorists not only harms national security but also degrades the government's efforts to prevent terrorist activity in the future.

"If there are people sending money to help al Qaeda, then we need to know about it. We also need to take advantage of that knowledge to follow the money trail and thwart them.

Good morning.
I’m joined today by FBI Deputy Director John Pistole and Assistant Attorney General Alice Fisher of the Criminal Division.

The convergence of globalization and technology has created a new brand of terrorism. Today, terrorist threats may come from smaller, more loosely-defined cells who are not affiliated with al Qaeda, but who are inspired by a violent jihadist message. Left unchecked, these homegrown terrorists may prove to be as dangerous as groups like al Qaeda.

Recent events around the world have demonstrated the challenges posed by homegrown terrorists who live in the area they intend to attack. The terrorists and suspected terrorists in Madrid and London and Toronto were not sleeper operatives sent on suicide missions; they were students and business people and members of the community. They were persons who, for whatever reason, came to view their home country as the enemy. It is a problem we face here in the United States as well.

As has been reported, seven men were arrested yesterday in Miami on charges of conspiring to support the al Qaeda terrorist organization by planning attacks on numerous targets, including bombing the Sears Tower in Chicago, the FBI Building in North Miami Beach, Florida, and other government buildings in Miami-Dade County. Fortunately, because of the fine work of law enforcement, these men were unable to advance their deadly plot beyond the initial planning phase.

The seven men who were arrested – Narseal Batiste, Patrick Abraham, Stanley Grant Phanor, Naudimar Herrera, Burson Augustin, Lyblenson Lemorin and Rothschild Augustine – were named in an indictment returned by a federal grand jury in Miami. The indictment charges four counts:

conspiracy to provide material support to a foreign terrorist organization, namely al Qaeda; conspiracy to provide material support and resources to terrorists; conspiracy to maliciously damage and destroy buildings by means of an explosive device; and conspiracy to levy war against the Government of the United States.

These individuals wished to wage a, quote, “full ground war” against the United States. That quote is from the investigation of these individuals, who also allegedly stated the desire to, quote, “kill all the devils we can.” They hoped for their attacks to be, quote, “just as good or greater than 9/11.”

The defendants – five American citizens, one legal permanent resident and one Haitian national in the United States illegally – are expected to make appearances at U.S. District Court in Miami today.

As always, it is important to remind you that the defendants are presumed innocent until and unless proven guilty in a court of law.

The indictment alleges that Batiste, the ringleader of this group, intended to recruit and supervise individuals to organize and train for a mission of war against the United States. Batiste and his co-conspirators allegedly attempted to obtain the support of al Qaeda to achieve their goals. They also took steps to carry out their plans for violent attacks on this nation. Those steps included seeking out uniforms and weapons, conducting reconnaissance, and taking bayat, the oath of allegiance to al Qaeda. We know this because an individual they thought was a member of al Qaeda was present at their meetings. In actuality he was working with the South Florida Joint Terrorism Task Force.

If convicted, the defendants in this case each face a maximum penalty of 15 years in prison on the charges of conspiracy to provide material support or resources. The defendants also face a maximum of 20 years in prison on each charge of conspiracy to destroy buildings by use of explosives and conspiracy to levy war against the United States.

This case clearly demonstrates our commitment to preventing terrorism through energetic law enforcement efforts aimed at detecting and thwarting terrorist acts.

The arrests and today's indictments are the result of an extensive investigation by the Federal Bureau of Investigation's Joint Terrorism Task Force in Miami, which includes, among others, the Miami-Dade and the City of Miami Police Departments, U.S. Immigrations and Customs Enforcement and the Criminal Investigation unit at the Internal Revenue Service. I am pleased by the cooperation among federal, state and local law enforcement in taking down this group of individuals who wished to harm our country and its citizens.

I want to thank FBI Deputy Director John Pistole in particular for the FBI’s leadership in this investigation. I also thank the U.S. Attorney in the Southern District of Florida, Alex Acosta, and his office, for their efforts in prosecuting this case, along with the counter-terrorism section of the Criminal Division here at the Department of Justice, headed by Alice Fisher.

I’ll now turn to John Pistole for remarks and then we’ll be glad to take your questions.

Seven Florida Men Charged with Conspiring to Support al Qaeda, Attack Targets in the United States

WASHINGTON – Seven Florida men have been arrested on charges that include conspiring to provide material support to the al Qaeda terrorist organization and conspiracy to levy war against the United States by discussing and planning attacks on targets in the United States, including the Sears Tower in Chicago and the FBI building and other federal buildings in Florida, the Department of Justice announced today.

The seven men – Narseal Batiste, Patrick Abraham, Stanley Grant Phanor, Naudimar Herrera, Burson Augustin, Lyblenson Lemorin and Rothschild Augustine – were named in an indictment returned by a federal grand jury in the Southern District of Florida (Miami). The indictment charges four counts: conspiracy to provide material support to a foreign terrorist organization, namely al Qaeda; conspiracy to provide material support and resources to terrorists; conspiracy to maliciously damage and destroy by means of an explosive; and conspiring to levy war against the government of the United States.

The defendants – five U.S. citizens, one legal permanent resident, and one Haitian national in the country illegally – have all been arrested and are expected to make appearances at U.S. District Court in Miami today.

The indictment alleges that, beginning in November 2005 and continuing to the present, Bastiste recruited and supervised individuals to organize and train for a mission to wage war against the United States, including a plot to destroy the Sears Tower by explosives. Batiste and his co-conspirators allegedly attempted to obtain the support of al Qaeda to achieve their goals and discussed this desire with an individual cooperating with law enforcement who posed as a member of al Qaeda. Believing they were dealing with that terrorist group, in March 2006, Batiste and other defendants pledged an oath of allegiance to al Qaeda and allegedly supported a plan to destroy FBI buildings in the United States by taking photos of the FBI Building in North Miami Beach, Florida, and other federal buildings in Miami-Dade County.

Batiste then allegedly took reconnaissance photographs of the FBI Building in North Miami Beach, the James Lawrence King Federal Justice Building, federal courthouse buildings, the Federal Detention Center and the Miami Police Department. In addition to conducting surveillance, the defendants allegedly provided the individual, whom they believed was an al Qaeda member, with a list of materials and equipment needed to wage jihad, including boots, uniforms, machine guns, radios and vehicles. In December 2005, at one of a number of meetings with this person, Batiste spoke of using an army of “soldiers” and explosives to destroy the Sears Tower. In a subsequent meeting, he provided the individual with a list of other materials needed in his plot to take down the Sears Tower, including radios, binoculars, bullet proof vests, firearms, vehicles and $50,000 cash.

According to the indictment, the plot advanced further through meetings with other co-defendants. In one of the meetings on Feb. 19, 2006, Batiste allegedly told the “al Qaeda representative” that he wanted to attend al Qaeda training with five of his soldiers, with a mission to wage a “full ground war” against the United States in order to “kill all the devils we can,” which “will be just as good or greater than 9/11.” Ultimately, all seven of the defendants allegedly swore bayat, or an oath of loyalty to al Qaeda.

“The convergence of globalization and technology has created a new brand of terrorism. Homegrown terrorists may prove to be as dangerous as groups like al Qaeda,” said Attorney General Gonzales. “I am pleased by the cooperation among federal, state and local law enforcement in taking down this group of individuals who wished to harm our country and its citizens.”

U.S. Attorney R. Alexander Acosta of the Southern District of Florida stated, “Batiste and his group had the intent and took several steps toward fulfilling their plan of blowing up the Sears Tower and the Miami FBI building. They were never able to obtain, however, the explosives or access needed to implement their plan. The South Florida Joint Terrorism Task Force successfully performed its mission to prevent terrorism by identifying, disrupting and prosecuting these individuals before they posed an immediate threat to our nation.”

FBI Deputy Director John S. Pistole said, “Today’s announcement marks yet another important victory in the war on terrorism. It is also, however, a grim reminder of the persistent threat environment that exists here at home and underscores the need for continued vigilance and cooperation. I’d like to commend all the members on our Joint Terrorism Task Forces who work tirelessly day and night to interdict these threats and hold accountable those who seek to inflict harm on the U.S.”

If convicted, the defendants in this case face a maximum penalty of 15 years each in prison on the charges of conspiracy to provide material support or resources, and a maximum of 20 years in prison each on the charges of conspiracy to destroy by use of explosives and conspiracy to levy war against the United States.

The arrests are the result of an investigation led by the FBI’s South Florida Joint Terrorism Task Force (JTTF) in Miami. The JTTF is comprised of federal, state and local law enforcement agencies whose primary work is to identify and disrupt terrorist cells before they commit acts of terror. Members of the JTTF include the U.S. Attorney’s Office for the Southern District of Florida; the FBI; U.S. Immigrations and Customs Enforcement; U.S. Secret Service; the Bureau of Alcohol, Tobacco, Firearms and Explosives; the Internal Revenue Service; the Bureau of Prisons; the Florida Department of Law Enforcement; Miami Dade Police Department; City of Miami Police Department; Broward Sheriff’s Office; Palm Beach County’s Sheriff’s Office; Ft. Lauderdale Police Department; Hollywood Police Department; and the Miramar Police Department.

The case is being prosecuted by Assistant U.S. Attorneys Jacqueline Arango and Richard Getchell of the U.S. Attorney’s Office for the Southern District of Florida.

If Necessary, Strike and Destroy - North Korean technicians are reportedly in the final stages of fueling a long-range ballistic missile that some experts estimate can deliver a deadly payload to the United States. The last time North Korea tested such a missile, in 1998, it sent a shock wave around the world, but especially to the United States and Japan, both of which North Korea regards as archenemies. They recognized immediately that a missile of this type makes no sense as a weapon unless it is intended for delivery of a nuclear warhead. 06/22/2006 12:00 AM

PRESIDENT SÓLYOM: (As translated.) Mr. President, may I welcome you to Sandor Palace. Thank you very much for coming to Budapest to commemorate the 50th anniversary of the 1956 Hungarian Revolution and Freedom Fight.*

Mr. President, your visit is a rarity and signifying prelude to the celebration later this year, which will be attended by more than 50 heads of state and government here in Budapest.

Your visit today here in Hungary underlines the importance of 1956, how important it was from the point of view of global history. At the same time, it also highlights the importance of those values for which the Hungarians and Hungary fought in 1956. These are freedom, liberty, democracy, human rights and national self-determination.

And both the United States of America and Hungary belong to the same community of nations. This is the foundation of the fact that now we are allies. And this is also a foundation to the fact that after 1956, the United States of America admitted more than 35,000 Hungarian refugees. For that, Mr. President, I wish to extend my sincere thanks.

These are the values that constitute the foundation of our alliance. It also means obligation for us, and it also means that we have suffered to represent that in an authentic way. And that was also the secret to Hungary's successful process of democratization and the fact that even under the extraordinary international circumstances made no such (inaudible) while observing the constitution and the law.

It is my firm belief that our common responsibilities, duty now is to fight terrorism. This fight against terrorism can be successful only if every step and measure taken are in line with international law. That is why it is my special pleasure to welcome the Vienna declaration.

We are aware of the fact and the various help and of the system the United States of America contributed and helped this country and the countries of this region, that democracy should be able to take root.

There are many examples -- many of these examples are not even known to the general public. Through the course of our discussion, Mr. President, I would like to give you a couple of examples for that, and also would like to speak about our common responsibility for future generations and also to sustainable global growth, and also mention a few words about the visas.

PRESIDENT BUSH: Listen, I'm thrilled to be here, Mr. President. Thank you for your hospitality and thank you for your personal contribution to your country's democracy.

I am here to celebrate the 1956 revolution, the idea of a revolution that celebrated the notion that all men and women should be free. I'm also here to confirm the friendship between Hungary and the United States.

I bring greetings from thousands of Hungarian Americans who are very proud of their homeland and their heritage. I also bring greetings from a nation that admires your courage and your desire to continue to do the hard work necessary for democracy to take hold.

I thank you for your grand hospitality and I, too, look forward to our discussions.
