MS. PERINO: Good afternoon. Obviously, one of the biggest stories of the day is what's happening in our financial market. Secretary Paulson has graciously given us some of his time today -- he doesn't have an endless supply of it, so please keep that in mind, and we'll try to let him answer as many questions as he can before he needs to go. And then I'll come back up and finish up the briefing.

SECRETARY PAULSON: Good afternoon, everyone. And I hope you all had an enjoyable weekend. (Laughter.)

Well, as you know, we're working through a difficult period in our financial markets right now as we work off some of the past excesses. But the American people can remain confident in the soundness and the resilience of our financial system.

I commend the SEC and the Fed for their work over the weekend, convening leaders of financial institutions from around the world to meet the current challenges and put measures in place to reduce market stresses. I'm particularly pleased that these major market participants were willing to make extraordinary commitments to market stability as we manage through this turmoil.

Their actions will complement the important steps taken by the Fed and the SEC that will help to minimize disruptions to our markets and to our broader economy. As you've heard me say before, the strength and stability of our financial markets is important to every American, to their household budget, to their ability to find affordable financing for a home, a car, a college tuition and to finance small business expansion.

Let me step back a bit and provide a little perspective. As I've long said, the housing correction is at the root of the challenges facing our markets and our financial institutions. I believe that we've taken very important steps with respect to Fannie Mae and Freddie Mac, and they're amongst the most important actions we can take to work through this turmoil.

Lastly, I'm committed to working with regulators here and abroad, as well as policymakers in Congress, to take additional necessary steps to maintain the stability and orderliness of our financial markets.

Thank you, all -- now let me take your questions.

Q Thank you, sir. Can you talk about what the federal role should be going forward? And are we likely to see any more federal involvement in rescues, like you did with Fannie, Freddie and Bear Stearns?

SECRETARY PAULSON: Well, the federal role is obviously very important, because as you've heard me say, nothing is more important right now than the stability of our capital markets. And so I think it's important that regulators remain very vigilant. We're very vigilant, but we do not take, and I don't take, lightly ever putting the taxpayer on the line to support an institution.

Q Should we read that as no more?

SECRETARY PAULSON: Don't read it as no more; read it as that it's important, I think, for us to maintain the stability and orderliness of our financial system. Moral hazard is something I don't take lightly. The other thing I think I'd like to focus you on is the way our financial system came together, those institutional leaders coming together to do things to support the markets. And that's what I'd like to see continue to happen here.

Q Mr. Secretary, could you just put aside for a second the specifics of AIG or Merrill or Lehman Brothers and can you just tell us how this happened and how did we get there? I mean, beyond housing correction, take us back and explain to the American people, how did we get here?

SECRETARY PAULSON: Okay. I would say, first of all, we have excesses, and excesses that have built up for a long period of time, number one. Number two, we have an archaic financial regulatory structure that came in place a long time, after the Depression; it really needs to be rebuilt. And then there are certain things like, for instance, Fannie and Freddie. The roots of that, they're -- what we're doing is really living up to our responsibilities, which were rooted in congressional charters that go back decades and that have been perpetuated by Washington.

But again, what we're focused on right now I think is the future, and the future is stability, orderliness in our financial markets, and working through this period, and that's what we're doing.

Q And specifically, a future with what kind of regulation?

SECRETARY PAULSON: Well, I think there's got to be a balance between regulation and market discipline. You can't rely on one to solve the problem, but it's going to have to be streamlined and more effective regulation. And there's major changes that we need, and we also need major authorities to wind down financial institutions that aren't banks, aren't deposit -- aren't federal institutions with deposit insurance. We need resolutions and authorities to let us deal with situations like Lehman Brothers.

Q How concerned are you about commercial banks? And what reassurance can you offer the American people who may be concerned about their savings account and their checking account?

SECRETARY PAULSON: Well, I've got to say our banking system is a safe and a sound one. And since the days when we've had federal deposit insurance in place, we haven't had a depositor who's got less than $100,000 in an account lose a penny. So the American people can be very, very confident about their accounts in our banking system.

Q And when you talk about the future --

SECRETARY PAULSON: Excuse me, let me just make sure -- yes.

Q Sure. I'd like to ask two things if I can. Could you explain a little bit more about the additional authorities that you think might be needed? Is there going to be additional regulation or additional legislation?

SECRETARY PAULSON: Well, let me say, in the intermediate and longer term, clearly we need a -- we're going to need major regulatory changes, and I've spoken a lot about that. And we could use additional authorities to deal with non-bank financial institutions. But again, that's going to take longer for Congress to do. And right now we're working with the tools we have, and what you're finding is that the Fed, the SEC, Treasury, the FDIC -- we're all working together and we're going to do what's necessary to protect this system with the tools we have.

Q Mr. Secretary, this morning in speeches, Senator McCain promised in regards to the economy, "We will never put America in this position again." His running mate, Sarah Palin, said, "Washington, when it comes to the economy, has been asleep at the switch and ineffective." What blame should the Bush administration take for the current economic situation in the United States, and have you been asleep at the switch and ineffective?

SECRETARY PAULSON: Let me say, we're in the middle of a presidential campaign and we're going to let the campaigns fight it out, make their cases to the American people. I'm not focused on politics right now. I'm not looking back, I'm looking forward. This President is very committed to the stability of the financial system, to its importance to the economy, and that's where I'm focused.

Q But don't you accept some of the blame, sir? You've taken steps and the economy hasn't gotten better; the situation is getting worse.

SECRETARY PAULSON: Well, I would say this: I'm playing the hand that was dealt me. A lot of what I'm dealing with, you know, I'm dealing with the consequences of things that were done, often many years ago -- as I said with the case to Freddie and Fannie, that's congressional charters going back decades, that's what Washington has put in place. What we're dealing with there, for instance, is living up to our responsibilities; in other cases we're dealing with, again, the situation as we see it. And again, I'm focused on the stability of the markets and the importance to the American people.

Q Why did you agree to support the bailout of Bear Stearns but not Lehman?

SECRETARY PAULSON: The situation in March and the situation and the facts around Bear Stearns were very, very different to the situation we are looking at here in September. And I never once considered that it was appropriate to put taxpayer money on the line in resolving Lehman Brothers.

And here, again, I want to commend the financial institutions from around the world for coming together and really taking some very constructive, positive steps to make our market work here. And that's how I'm going to leave that one.

Q What impact will the problems in the capital markets have on rebuilding efforts along the Gulf Coast, where they're going to need a big infusion of capital to rebuild?

SECRETARY PAULSON: Well, I've got to say our capital markets, our response have a big impact on our economy overall, that's why they're important. It's important, as I said in my remarks to the American people, to the growth in our economy, to jobs. And so the capital markets have a big role to play there and so that's why it's so important that we maintain stability there.

Q Is the rebuilding effort being made more difficult by this?

SECRETARY PAULSON: What we're going through in the short term doesn't make anything easier. But in the longer term it's going to make things better because we've got excesses we need to work through and we need to work through them as quickly as possible. And I think we're making progress.

Q Mr. Secretary, you said you're playing the hand that was dealt you. The President has been in office for six years longer than you have. Is the administration playing the hand that it was dealt, or is it to blame in any way for what's happening today?

SECRETARY PAULSON: I've got to tell you, the President has been a great boss as we worked through here. He's been focused on the right thing. I strongly support his economic policies. He knows how important stability in the capital markets are. He's encouraging me to do the right things. And I'm going to leave history to the historians and focus on what we need to do today.

Q Mr. Secretary, it seems like your policy right now is that of a triaging some of the investment banks and hoping that that will solve the situation. Nevertheless, there are a lot of commercial banks that have their investment banking also probably exposed in many of the debt that is represented by the investment houses. Isn't the problem really much bigger than simply the investment banks? And isn't it really impossible to try and bail out that? And that if you go in that direction for the commercial banks, that you're still going to be facing the same problems in spite of what you do today?

SECRETARY PAULSON: Let me -- your question says, "Where is the root of the problem?" And I think I've consistently said that when we looked at our financial institutions the root of the problem lies in this housing correction. And until we stem the housing correction, until the biggest part of that is behind us and we have more stability in housing prices, we're going to continue to have turmoil in the financial markets.

And that is why the actions with respect to Freddie Mac and Fannie Mae are so extraordinarily important, not only to our capital markets, but to making sure we have plenty of financing in housing, because that, in my judgment, is going to be the key to turning the corner here.

Q -- Federal Reserve giving AIG a bridge loan?

SECRETARY PAULSON: Let me say, what is going on right now in New York has got nothing to do with any bridge loan from the government. What's going on in New York is a private sector effort, again focused on dealing with an important issue that is, I think, important that the financial system work on right now. And there's not more I can say than that.

Q Mr. Secretary, when are we going to see the bottom of this? Where are we in the process overall?

SECRETARY PAULSON: Where are we in the process overall? I want to remind you of one thing, which is, when I look around the world and look at the long-term economic fundamentals we have in this country I think they compare favorably with what I see in any major developed country in the world. So we've got a strong basis in terms of where we are, in terms of working through this.

I think we've got to go back to the housing correction and where are we in the housing correction. And I believe that there is a reasonable chance that the biggest part of that housing correction can be behind us in a number of months. I'm not saying two or three months, but in months as opposed to years. I think we're going to have housing issues in this country for -- and mortgage issues for years, but in terms of getting by the biggest part of this correction, if we can make this Fannie Mae-Freddie Mac effort work the way I would like to see it work, I think we'll make real progress here.

I've got time for one more question -- the woman in the middle there.

Q Secretary Paulson, despite the injection of $70 billion in overnight repos this morning and the extension of the credit lending facilities you still saw Fed funds rate spike to two or three times the target today. What does that spike tell you about the health of the banking system today?

SECRETARY PAULSON: Well, again, I don't look at any one day, any one indicator, any one week. As I've said, we're not going to move through this in a straight line. There are going to be some real rough spots along the road, but I believe we're making progress. And when I look at the way the markets are performing today, I think it's a testament to the way the financial industry has come together because they're dealing with an extraordinary set of circumstances and they're dealing in a way we should all be proud of.

MS. PERINO: All right. I think that was good. I did -- I neglected to mention at the beginning, Secretary Paulson came at 1:15 p.m. for a meeting with the President, that's why we were a bit late getting to the briefing. And the President expressed a lot of concern for the employees who had lost their jobs because of these changes and his thoughts are with them, and I wanted to make sure I pointed that out to you before we keep going.

Q Two questions. One, a lot of overseas wealth funds say they are less willing to invest in the U.S. because of this crisis. How concerned is the administration about that? Are you reaching out? And I have a follow-up.

MS. PERINO: I know Secretary Paulson has been in touch with his counterparts from across the world, and I would just have to refer you to Treasury Department for specifics on whether or not a government has expressed concern about investing in America. I think you heard Secretary Paulson talk about how our economy compares to that of others - developing* countries around the world, and that he expressed that ours is stronger than most.

Q And Democrats are pushing ahead with a second stimulus bill. Is there any change in the administration's view on that? Do you see that as a vehicle for some of the things that the Secretary mentioned is needed to --

MS. PERINO: What the Secretary mentioned was something that he outlined last spring, as I recall, or even in the winter, which he called the regulatory blueprint for how to move forward. So Congress has had his road map for how to make these changes for quite some many months and they haven't done that yet.

But I think what Secretary Paulson just said is that it's going to take Congress more time -- they're not going to be able to do it in the three weeks that they're going to be here in session -- or actually now I guess it's just two before they leave for recess. But he does have a regulatory blueprint from which Congress can continue to try to work through. And Secretary Paulson has had extensive conversations with members of Congress over the past several months, but certainly over the past weekend, and he's had favorable conversations with them.

Q And on the stimulus?

Q But, Dana, what's the position of the administration now --

MS. PERINO: On the stimulus?

Q -- on an economic stimulus? Has it changed any since before?

MS. PERINO: I don't think that it's -- no, I don't know of any change. I think what we want to -- what we want is a stimulus bill that would actually be stimulus, and that doesn't necessarily mean it has to come in the form of a stimulus two package. It could come in the form of energy legislation, and that's what we will be focusing on. And thankfully, the House is going to take it up this week. However, it's just not in the format that we would like to see, and in fact, I don't know even if the Democrats have solidified behind a final product yet that they're going to push forward. I think that the Republicans and many others think that it falls short of what we could do for this economy to actually stimulate it in the area of energy.

Q Thank you.

MS. PERINO: I'll go over here. Paula.

Q The very definition of stimulus is to have a short-term boost to the economy. Provisions in energy, aren't those mostly just long-term in terms of creating jobs?

MS. PERINO: I think that there could be a lot of different effects from it. But I would ask you to go back and look at whatever proposals that the Democrats are thinking about for a stimulus two package and tell me where any of those projects -- any of those products are actually stimulative in the short run. I don't think there are many.

Q Well, wouldn't some of the infrastructure that they're supposed --

MS. PERINO: Not necessarily. And the Department of Transportation has many different statistics; Secretary Peters is one of the foremost experts in the country on infrastructure projects. And, no, we do not believe that that would have short-term positive economic stimulus impacts on the economy.

Q What is the administration's position on the request from Detroit for aid to automakers --

MS. PERINO: I know that we're aware of it. And I think that they're still talking with industry about it. I don't have an update for you this morning.

Q Leaving the door open for some rescue of some sort?

MS. PERINO: I just haven't seen a -- I don't know if we've seen a detailed proposal from them. But we're aware that they are trying to work through that and talking to members of Congress about it.

Q You don't mind changing topics?

MS. PERINO: Not at all.

Q The IAEA has a report saying that Iran has refused to freeze uranium enrichment; says it's basically at a gridlock, the investigation. The White House, in response, has talked about new sanctions. I'm wondering two things: Are you talking about U.S. or U.N. sanctions? And what hopes do you have for U.N. Security Council action considering the current relations between the United States and Russia?

MS. PERINO: Well, I think the IAEA report underscores once again that Iran is refusing to cooperate with the international community. These are choices that Iran has made, and we are working to find out, with our allies, what the next course of action would be.

I take your point that things might be slightly more complicated now, but I don't have an update for you from the Secretary of State's office on that. But what I will tell you is that the action that Iran continues to take further isolates its people and its country from the rest of the international community. And I actually don't think that that has changed, despite what may or may not have happened in regards to the U.N. Security Council makeup, with Russia being on the U.N. Security Council.

Q Can you shed any light on the shooting incident on the Pakistan border today of either Pakistani troops or locals who were shooting at American forces on the Afghan side?

MS. PERINO: I could share with you the same light that Bryan Whitman, the spokesperson at the Department of Defense did, which is that they've checked every source that they could possibly find and that believe that that is a false report.

Go ahead, Goyal.

Q Dana, two quick questions. One, as far as the U.S. economy or U.S. market is concerned, it affects the global market around the globe. Now many leaders are now coming to the United Nations, and also including the Prime Minister of India here at the White House on the 25th. What message you think President has for these leaders, or including the Prime Minister of India on the economy?

MS. PERINO: I think there is no doubt that the way that our system -- our financial system works in a world now that everything is much more globalized and they are dependent on one another, which is why Secretary Paulson has been talking with his counterparts so frequently in the past several months. And increasingly over the past weekend, they did that with more frequency.

I'm sure that the economy is going to be a topic at the UNGA meeting, which is going to take place next week. It was a topic at the G8 meeting, and the G7 ministers continue to talk about it, as well. So we'll just keep you updated as we move forward.

Q And as far as terrorism is concerned now, India yet another attack -- terrorism and bombings around Delhi and many other cities. What -- do you think President will discuss this issue with the Prime Minister of India?

MS. PERINO: Absolutely. We were distressed to see the terrorist attacks against innocent civilians in India this weekend. We obviously stand with the Indians in trying to fight against terrorism and extremists, and we would help them in any way that we can to fight back against them. And I know that he and Secretary -- I'm sorry, he and the Prime Minister will talk about it when he's here.

Q Dana, a question on Hurricane Ike.

MS. PERINO: Yes.

Q One of the lessons learned in Katrina was to preposition supplies. Was the President at all disappointed to hear the reports of some confusion and delay in the distribution of those supplies? And is he now satisfied that that has been addressed?

MS. PERINO: President Bush was pleased that the state, local, and federal organizers worked as closely as they possibly could in the preparations for this storm. I think if you remember, the forecast for this storm had it hitting in several different places and it wasn't known until several hours before the hurricane hit where exactly it would hit.

And so we're working right now, and that's what the President's focused on, to make sure that everybody has what they need. Additional evacuations are now happening in Galveston because of the devastation there and so people are going to continue to need water, food, ice. President Bush will head down to the region tomorrow. The details of that trip are firming up right now. He will be in both Houston and Galveston, and we'll provide you more details later on today.

Galaxy Zoo -- an Internet superstar

The perfectly picturesque spiral galaxy known as Messier 81, or M81, looks sharp in this new composite from NASA's Spitzer and Hubble space telescopes and NASA's Galaxy Evolution Explorer. M81 is a "grand design" spiral galaxy, which means its elegant arms curl all the way down into its center. It is located about 12 million light-years away in the Ursa Major constellation and is one of the brightest galaxies that can be seen from Earth through telescopes.

The colors in this picture represent a trio of light wavelengths: blue is ultraviolet light captured by the Galaxy Evolution Explorer; yellowish white is visible light seen by Hubble; and red is infrared light detected by Spitzer. The blue areas show the hottest, youngest stars, while the reddish-pink denotes lanes of dust that line the spiral arms. The orange center is made up of older stars.

Since Galaxy Zoo's launch in July 2007, some 150,000 members of the public, inspired by the opportunity to be the first to see and classify a galaxy, have helped professional astronomers via this on-line mass-participation project to carry out real scientific research.

Two of Galaxy Zoo's founders, Chris Lintott, from the Department of Physics at the University of Oxford, and Kate Land reflect on the project's success in September's Physics World.

While there has been a range of computer programs that make use of the idle time of users' PCs to churn through scientific data, like ClimatePrediction.net for modelling global warming, Galaxy Zoo was the first of its kind to engage computer users and ask them to apply their own brain power to help sort one type of galaxy from another.

With almost a million galaxy images provided by the robotic Sloan Digital Sky Survey telescope in New Mexico, the Galaxy Zoo team knew it was a tall order. However, even on the day of launch after a small news item on Radio 4's Today programme, the site was receiving more than 70,000 classifications each hour.
As Lintott and Land write, "An attractive feature of the project was that these galaxies had literally never been looked at before with the human eye – so people really felt that they were helping with original and unique contributions."

The original impetus for the project was a research dilemma that required a complete reassessment of 50,000 images. Existing criteria used to define elliptical galaxies – colour, density profile and spectral features – appeared to leave out a small fraction of important elliptical galaxies that were undergoing star formation.

The 150,000 amateur astronomers have helped make more than 50 million classifications, thereby helping the researchers obtain a good statistical error for each one. For about a third of the 900,000 galaxies, more than 80 per cent agreed on the morphology which gave the researchers an astoundingly good starting point.

Advances in our understanding of the universe have already been made and a selection of journal articles has already been published. The researchers are now developing Galaxy Zoo to make a more detailed classification of a smaller set of galaxies plus a deliberate search for more unusual objects.

The founders write, "As we develop the citizen science that powers Galaxy Zoo, we can expect many new discoveries to follow. After all, having 150,000 co-authors is an excellent motivator when it comes to writing papers."

THE PRESIDENT: Good morning. This week, Americans marked seven years since the terrorist attacks that shook our Nation on September 11, 2001. On that day, we witnessed unspeakable destruction perpetrated by evil men. But we also witnessed selfless acts of valor and compassion performed by courageous citizens. And we saw the strength of the American people as they rallied in defense of the Nation.

On Thursday, I dedicated a new 9/11 memorial at the Pentagon. In the years to come, parents will visit this site to remember children who boarded Flight 77 for a field trip, and never emerged from the wreckage. Husbands and wives will visit the memorial to remember spouses who left for work one morning, and never returned home. And people from across our Nation will visit to remember the heroism of rescue workers who rushed into the burning Pentagon to save the lives of their fellow citizens.

Seven years after the attacks of 9/11, this spirit of heroism lives on. We see it in the courageous members of the United States Armed Forces. These brave men and women have volunteered to defend our Nation during a time of war. Every day, they are confronting our enemies abroad so we do not have to face them here at home. And because of their efforts, our Nation is safer today than it was seven years ago.

In Afghanistan, where the 9/11 attacks were planned, our men and women in uniform toppled the Taliban regime, destroyed al Qaeda camps, and liberated more than 25 million Afghans. In the years since, members of the Taliban and al Qaeda have sought to regain power through acts of terror. The United States and our allies are meeting this challenge head on. We will not allow Afghanistan to once again become a safe haven for terror.

Earlier this week, I announced additional American troop deployments to Afghanistan. In November, a Marine battalion that was scheduled to deploy to Iraq will deploy to Afghanistan instead. It will be followed in January by an Army combat brigade. This continuing commitment to the Afghan people illustrates a stark contrast: While the terrorists and extremists deliberately target and murder the innocent, coalition and Afghan forces risk their lives to protect the innocent.

America is also on the offense against terrorists and extremists in Iraq. Since we launched the surge last year, violence has fallen to its lowest point since the spring of 2004. While the enemy in Iraq is still dangerous, we seized the offensive, and Iraqi forces are becoming increasingly capable of leading and winning the fight. As a result, we've been able to carry out a policy of "return on success" -- reducing the number of American combat forces in Iraq as conditions on the ground there continue to improve.

After reviewing conditions in Iraq, General Petraeus and the Joint Chiefs of Staff have recommended additional force reductions. By February, about 8,000 additional American troops will have returned home without replacement. And if this progress in Iraq continues to hold, General Petraeus and our military leaders believe additional reductions will be possible in the first half of 2009.

In the seven years since the attacks of September the 11th, the men and women of our Armed Forces and their wonderful families have been a source of pride for the Nation. Those who do not wear the uniform also have a responsibility to serve our country. After 9/11, I called on Americans to devote at least 4,000 hours -- or two years over the course of a lifetime -- to volunteering in their communities. This morning, I renew that call. Serving others is more than just a generous act -- it is essential to the health of our society. And as any volunteer can tell you, when you bring hope to the lives of others, the life you enrich most is usually your own.

Format

The format for the debates, announced on November 21, 2007, will be:
  • Each debate will have a single moderator and last for 90 minutes.
  • In the first and third presidential debates and the vice presidential debate, the candidates will be seated with the moderator at a table.
  • One presidential debate will focus primarily on domestic policy and one presidential debate will focus primarily on foreign policy. The second presidential debate will be held as a town meeting in which citizens will pose questions to the candidates. The vice presidential debate will cover both foreign and domestic topics.
  • During the first and third presidential debates, and the vice presidential debate, the time will be divided into eight, ten-minute segments. The moderator will introduce each segment with an issue on which each candidate will comment, after which the moderator will facilitate further discussion of the issue, including direct exchange between the candidates for the balance of that segment.
  • The participants in the town meeting will pose their questions to the candidates after reviewing their questions with the moderator for the sole purpose of avoiding duplication. The participants will be chosen by the Gallup Organization and will be undecided voters from the Nashville, Tenn. standard metropolitan statistical area. During the town meeting, the moderator has discretion to use questions submitted by Internet.
  • Time at the end of the final presidential debate will be reserved for closing statements.

THE PRESIDENT: Thank you all. Mr. Vice President; Secretary Gates; Madam Speaker; Justices of the Supreme Court; members of my Cabinet and administration; members of Congress; Admiral Mullen and the Joint Chiefs; Secretary Donald Rumsfeld, a first responder on September the 11th, 2001; directors of the Pentagon Memorial Fund -- Mr. Chairman, congratulations; families and friends of the fallen; distinguished guests; fellow citizens: Laura and I are honored to be with you.


Seven years ago at this hour, a doomed airliner plunged from the sky, split the rock and steel of this building, and changed our world forever. The years that followed have seen justice delivered to evil men and battles fought in distant lands. But each day on this year -- each year on this day, our thoughts return to this place. Here, we remember those who died. And here, on this solemn anniversary, we dedicate a memorial that will enshrine their memory for all time.

Building this memorial took vision and determination -- and Americans from every corner of our country answered the call. Two young architects in New York City came up with the design. A foundry near St. Louis cast the steel. An Iraqi immigrant in Illinois gave the metal its luster. And citizens from across our nation made contributions large and small to build this graceful monument.

The Pentagon Memorial will stand as an everlasting tribute to 184 innocent souls who perished on these grounds. The benches here bear each of their names. And beneath each bench is a shimmering pool filled with the water of life -- a testament to those who were taken from us, and to their memories that will live on in our hearts.

For the families and friends of the fallen, this memorial will be a place of remembrance. Parents will come here to remember children who boarded Flight 77 for a field trip and never emerged from the wreckage. Husbands and wives will come here to remember spouses who left for work one morning and never returned home. People from across our nation will come here to remember friends and loved ones who never had the chance to say goodbye.

A memorial can never replace what those of you mourning a loved one have lost. We pray that you will find some comfort amid the peace of these grounds. We pray that you will find strength in knowing that our nation will always grieve with you.

For all our citizens, this memorial will be a reminder of the resilience of the American spirit. As we walk among the benches, we will remember there could have been many more lives lost. On a day when buildings fell, heroes rose: Pentagon employees ran into smoke-filled corridors to guide their friends to safety. Firefighters rushed up the stairs of the World Trade Center as the towers neared collapse. Passengers aboard Flight 93 charged the cockpit and laid down their lives to spare countless others. One of the worst days in America's history saw some of the bravest acts in Americans' history. We'll always honor the heroes of 9/11. And here at this hallowed place, we pledge that we will never forget their sacrifice.

We also honor those who raised their hands and made the noble decision to defend our nation in a time of war. When our enemies attacked the Pentagon, they pierced the rings of this building. But they could not break the resolve of the United States Armed Forces. Since 9/11, our troops have taken the fight to the terrorists abroad so we do not have to face them here at home. Thanks to the brave men and women, and all those who work to keep us safe, there has not been another attack on our soil in 2,557 days. (Applause.)

For future generations, this memorial will be a place of learning. The day will come when most Americans have no living memory of the events of September the 11th. When they visit this memorial, they will learn that the 21st century began with a great struggle between the forces of freedom and the forces of terror. They will learn that this generation of Americans met its duty -- we did not tire, we did not falter, and we did not fail. They will learn that freedom prevailed because the desire for liberty lives in the heart of every man, woman, and child on Earth.

We can be optimistic about the future because we've seen the character and courage of those who defend liberty. We have been privileged to live amongst those who have volunteered to spread the foundation of peace and justice, which is freedom.

Seven years ago this morning, police officer Cecil Richardson was on duty here at the Pentagon. He saw the terror that day with his own eyes. He says on some nights he can still smell the burning metal and smoke. Not long ago, he wrote me saying, "I remember the reasons we fight. I remember the losses we felt. And I remember the peace we will have."

That day of peace will come. And until it does, we ask a loving God to watch over our troops in battle. We ask Him to comfort the families who mourn. And we ask Him to bless our great land.

And now it's my honor to dedicate the Pentagon Memorial. (Applause.)

Mr. Connaughton currently serves as Administrator of the Maritime Administration at the Department of Transportation. Sean Connaughton was nominated by President George W. Bush to be the Maritime Administrator on June 28, 2006. He was confirmed by the Senate on August 3, 2006 and sworn into office on September 6, 2006.

Sean graduated from the United States Merchant Marine Academy in 1983 with a Bachelor of Science degree, a Third Mates (Unlimited Tonnage) Merchant Marine license, and a commission in the United States Coast Guard. He served on active duty in the United States Coast Guard from 1983 to 1986.

After leaving active duty, Sean briefly worked for a defense contractor in Arlington, Virginia. He returned to the Coast Guard as a civil servant in the Office of Marine Safety, Security, and Environmental Protection at Coast Guard Headquarters in Washington, D.C. During this time, Sean attended Georgetown University on a part-time basis and graduated with a Masters degree in 1988.

In 1988, Sean began working at the American Petroleum Institute representing companies involved in the energy and marine transportation industries. He attended law school at night at George Mason University School of Law. Sean graduated with his law degree in 1992 and passed the Virginia State Bar later that year.

Sean embarked on a career as a lawyer in private practice specializing in maritime and international law. He and a colleague appeared before the United States Supreme Court in 1999 to argue Intertanko v. Locke, a case involving the constitutionality of laws imposed on the marine transportation industry. They won that case in a unanimous decision. Sean has published many articles on marine transportation and environmental issues as well as spoken at numerous conferences and seminars on these topics. He joined the law firm of Troutman Sanders LLP at the end of 2000. He is a member of the Virginia Bar Association, the District of Columbia Bar Association, and the Maritime Law Association.

Sean was elected Chairman At-large of the Prince William County Board of Supervisors in November 1999. He was re-elected to a second four-year term, beginning January 1, 2004. Sean served on numerous regional boards and commissions, including the Metropolitan Washington Council of Governments and the Northern Virginia Transportation Authority. In 2004, he was recognized by the National Association of Counties with its Distinguished Service Award for his efforts on workforce development programs. He resigned his elected position on September 6, 2006.

After serving on active duty in the United States Coast Guard, Sean joined the United States Naval Reserve as a selected reserve in 1986. Serving in both operational and staff billets, he retired in 2006. Sean graduated (with honors) from the U.S. Naval War College in 1998. He was awarded the Naval War College’s Franklin Reinauer II Defense Economic Prize.

Sean was named the “2007 Maritime Person of the Year” by the Propeller Club of the United States. He was awarded the “2007 Government Man of the Year” by the Maritime Port Council of Greater New York and Vicinity. In 2007, he was awarded an honorary doctorate in Public Administration from the Massachusetts Maritime Academy.

Sean currently resides in Triangle, Virginia, with his wife, Teresa, and their two children, Courtney and Sean, Jr.

David Longly Bernhardt currently serves as Solicitor of the Department of the Interior. Bernhardt entered the job with more experience in the Department than any individual who has been nominated for the position of Interior Solicitor in more than 30 years. The Solicitor is the third ranking official in the Department and its chief legal officer. The Solicitor provides legal advice to the Secretary and members of his staff, the Assistant Secretaries of the Department, the heads of the offices and bureaus and all other officers and employees of Interior. The Solicitor also is also responsible for formulating the legal policies of the Department and resolving any conflicts which may arise in the application of these policies.

David has extensive experience within the Department of the Interior. He previously served as Deputy Solicitor, as well as, Deputy Chief of Staff and Counselor to the Secretary and as Director of Congressional and Legislative Affairs and Counselor to the Secretary of the Interior.

Before joining Interior, Bernhardt was an associate with the law firm of Brownstein Hyatt and Farber, P.C. (1998 to 2001) a well-known law firm headquartered in Denver Colorado. He worked in the firm's Legislative and Public Policy Group since 1998. He was Rules Committee Associate/Legal Counsel from 1994 to 1998 for Congressman Scott McInnis (R-CO) and prior to that was a legislative assistant to the congressman.

While serving on Congressman McInnis' staff, he was the Congressman's liaison to the Speaker's Planning Advisory Team and to the House Republican Leadership's Tobacco Task Force. Mr. Bernhardt also served as the Congressman's point person on the Colorado Ute's Indian Tribe water rights settlement. During his tenure with Congressman McInnis, he negotiated numerous legislative measures relating to energy, public lands, natural resources and the environment.

Bernhardt earned a B.A. in political science with a minor in business administration from the University of Northern Colorado in Greeley in 1990. He graduated with honors from the George Washington University National Law Center in 1994 and was admitted to the Colorado Bar that same year.

From McCain-Palin 2008 Cindy Hensley McCain has dedicated her life to improving the lives of those less fortunate both in the United States and around the world. A native Arizonan, mother of four, and wife of U.S. Senator John McCain, Cindy McCain is known for lending her time and talent to increase awareness of international charity organizations and the work that they do to make the world a better place.

As an advocate for children's health care needs, Cindy founded and ran the American Voluntary Medical Team (AVMT) from 1988 to 1995. AVMT provided emergency medical and surgical care to impoverished children throughout the world. Cindy led 55 medical missions to third world and war-torn countries during AVMT's seven years of existence. On one of those missions to Mother Teresa's orphanage, Cindy was convinced to take two babies in need of medical attention to the United States. One of those babies is now their adopted daughter, 16-year-old Bridget McCain.

In recent years, three organizations in particular have been the subject of her international focus: HALO, Operation Smile, and CARE.

As a member of the Board of Trustees for the HALO Trust, a non-profit organization dedicated to landmine removal and weapons destruction in war-torn countries, Cindy has traveled to numerous countries to see firsthand the impact HALO has had by removing landmines. She recently returned from her second visit to Cambodia. She has also traveled to Sri Lanka, Mozambique, and Angola.

Cindy also serves on the Board of Directors for Operation Smile, a non-profit organization whose mission is to repair cleft lips, cleft palates and other facial deformities for children around the world. Since 1982, Operation Smile has provided free reconstructive surgery to more than 100,000 children and young adults in 25 countries. Cindy has assisted on volunteer missions to Morocco, India, and Vietnam. She is scheduled to return to Vietnam on another mission during the summer of 2008.

Cindy is currently on a leave of absence from the Board of Directors of CARE, USA, which works to fight global poverty, particularly among women. She traveled to Tanzania in February 2007 with CARE.

While she typically leaves politics to her husband, Cindy was an instrumental part in her husband's run for the presidency in 2000. That year, she was chosen to represent the state of Arizona at the Republican National Convention as the Chairwoman of the Arizona Delegation. During the campaign, she traveled extensively, speaking to groups across America about Senator McCain and her passion for volunteering to help the less fortunate.

In addition to her humanitarian work, Cindy is the chairman of her family's business, Hensley & Company, which is one of the largest Anheuser-Busch distributors in the nation.

Her formal education includes an undergraduate degree in Education and a Master's in Special Education from the University of Southern California. As a student, Cindy participated in pilot programs testing Movement Therapy, which is now a widely accepted standard for working with severely disabled children. After receiving her degrees from USC, she began her teaching career at Agua Fria High School in Arizona where she continued her work with disabled children.

Cindy resides in Phoenix with her husband, U.S. Senator John McCain. Together, they have four children: Meghan, Jack, Jimmy, and Bridget.

NC State aims to develop 'internet for energy' at new NSF engineering research center

Future Renewable Electric Energy Delivery and Management
The National Science Foundation (NSF) announced today that North Carolina State University will lead a national research center that aims to revolutionize the nation's power grid and speed renewable electric-energy technologies into every home and business.

The NSF Engineering Research Center (ERC) for Future Renewable Electric Energy Delivery and Management (FREEDM) Systems, to be headquartered on NC State's Centennial Campus, will partner with universities, industry and national laboratories in 28 states and nine countries. The center will be supported by an initial five-year, $18.5 million grant from NSF with an additional $10 million in institutional support and industry membership fees. More than 65 utility companies, electrical equipment manufacturers, alternative energy start-ups and other established and emerging firms have committed to joining this global partnership.

The new center will develop technology that transforms the nation's century-old, centralized power grid into an alternative-energy-friendly "smart grid" that can easily store and distribute energy produced from solar panels, wind farms, fuel cells and other energy sources. This "Internet for energy" will enable millions of users to generate their energy from renewable sources and sell excess energy to the power companies. Researchers envision consumers using this "plug-and-play" system anytime, from anywhere.

An ERC award is one of the largest and most prestigious awards granted by NSF. The FREEDM ERC is one of five new ERCs awarded by the NSF's Generation Three ERC Program. The third-generation Engineering Research Centers build on the successes of the first and second generations of ERCs funded since 1985. They are designed to create university and industry partnerships in research and education that promote innovation, transform engineered systems, advance technology, and produce engineering graduates who can creatively contribute to U.S. competitive advantage in a global economy. The grant to NC State and its partners is a five-year commitment that is renewable for an additional five years. The award follows a two-year selection process by the federal agency.

Dr. Alex Huang, Progress Energy Distinguished Professor of Electrical and Computer Engineering at NC State, will be the center's director. The research will begin immediately, with a new headquarters for the center scheduled to open in 2010 on NC State's Centennial Campus.

"North Carolina State University works very hard at creating partnerships and collaborations that produce tangible results," said Chancellor James Oblinger. "We applaud the collaborative spirit of Alex Huang's work and believe the results that will come from this NSF center will deliver broad changes in our nation's approach to energy. Solving the energy crisis is not just about generating renewable energy but developing the infrastructure needed for distribution. As more renewable energy becomes available, NC State research will help deliver it to millions of homes and businesses."

Transforming the nation's power grid is vitally important as alternative-energy technologies prepare to flood the marketplace. Center researchers foresee widespread adoption of plug-in hybrid cars over the next several years, for example, but today's power grid would not be able to handle energy demand during peak charging times, such as when people return home from work in the evening. The smart grid developed at the center will also allow consumers to sell energy back to the power companies when demand is low, preparing the utilities for times when demand is greatest.

This new energy paradigm will speed the development of vehicles, appliances and other devices that can both store energy and send it to the grid. By merging advanced battery technology with windmills and solar collectors, the researchers will combine renewable energy production with electric energy storage in a network. The center' s energy storage research will focus on storage technology with longer life.

Central to the research will be the development of a "green energy hub" that will power the center's headquarters and other buildings on Centennial Campus. The one-megawatt grid will serve as a test-bed for the center's research efforts and demonstrate the technology's potential.

"Securing this center is a landmark achievement for the college and the university that will add significant resources and momentum to NC State's energy research," said Dr. Louis A. Martin-Vega, dean of the College of Engineering. "The technology developed at this center will distribute renewable energy on a large scale, helping to build a society based on green energy."

Huang and other NC State researchers will collaborate with faculty at Arizona State University, Florida A&M University, Florida State University, Missouri University of Science and Technology, RWTH Aachen University in Germany and the Swiss Federal Institute of Technology in Switzerland. Industry partners supporting the research will work directly with the center's faculty, students and unique facilities, speeding innovations developed at the center to the commercial marketplace. The innovation process will be enhanced through the support of small start-up firms to explore product ideas, teaming with university students to give them first- hand experience in innovation and business start-ups. The ERC also will work with 18 state and local government organizations in North Carolina, Arizona, California, Florida, New York and Tennessee to stimulate entrepreneurship and innovation based on its research and technology.

Additionally, the center will feature an intensive education program, including a master's degree program and an undergraduate concentration in renewable energy systems. Researchers have fostered partnerships with 14 middle and high schools to give younger students and their teachers a chance to explore the research related to energy and power.

"We are honored that NC State is leading this important research," Huang said. "Work at this center will help prepare our country and the world to take full advantage of abundant renewable energy resources."

Lynn Preston, a deputy division director at NSF and leader of the Engineering Research Centers Program, said, "NSF is delighted to welcome NC State and the FREEDM ERC to the ERC program. The unique vision of this ERC to enable the smooth inclusion of renewable energy sources into the power grid in a 'plug-and-play' mode will provide the knowledge and technology platforms the country needs to help reduce our dependency on fossil fuels.
