Governor Christie continues his common sense approach to debt reduction.

Trenton, NJ - Governor Chris Christie today welcomed the report of the New Jersey Privatization Task Force calling it a path to a more efficient, cost-effective government. The report identifies more than $200 million in potential cost savings from across state agencies.
"In March, I asked the Privatization Task Force to develop a strategy that would reduce the size, scope and cost of state government," said Governor Christie. "What they have provided is a path for change that will benefit New Jersey's taxpayers through improvements in the quality of public service programs and services delivered to our citizens without placing further burdens upon the State budget. I look forward to further reviewing these recommendations."

Overall, privatization has been used effectively by the federal government, other states and by some New Jersey State departments and municipalities, resulting in efficiencies and cost savings for labor and technology, competitive procurement improvements, enhanced timeliness and increased access to outside expertise and innovation for these organizations.

Gathering input from an array of privatization experts, stakeholders and the general public, the five-member Task Force held public hearings in Trenton, Summit and Voorhees to help formulate their recommendations for a comprehensive approach to streamlining certain areas of government operations.

According to the Task Force report, to establish privatization as an effective policy, an appropriate management structure should be in place, suitable policies should be adopted and best practices should be followed.

Among the Department-specific recommendations made by the Task Force:

* Within the Dept. of Community Affairs, the privatization of Housing & Uniform Construction Code enforcement
* Within the Dept. of Corrections, exploring opportunities to privatize inmate medical health services and correctional facilities' food services
* Within the Dept. of Environmental Protection, entering into long-term concession agreements for the operation and management of all state parks
* Within the Dept. of Labor & Workforce Development, the outsourcing of boiler and pressure vessel inspections
* Within the Motor Vehicle Commission, the full decentralization of passenger vehicle inspections
* At the New Jersey Turnpike Authority, the outsourcing of manual toll collection
* Within the Dept. of Transportation, the use of long-term, performance-based highway maintenance contracts
* Within the Dept. of the Treasury, the outsourcing of worker's compensation claims processing and all pension, payroll and benefit payment systems

"Our Task Force learned that major privatization initiatives succeed only when they are undertaken by a leader with the political will to overcome bureaucratic inertia and confront entrenched interests," said Congressman Dick Zimmer, who chaired the Task Force. "We are confident that Governor Christie has the requisite political will to deliver the benefits of privatization to the taxpayers of New Jersey."

Governor Christie signed Executive Order 17 creating the New Jersey Privatization Task Force on March 11 to examine areas where government services and functions could be provided by the private sector. Johanns Opposes Kagan Supreme Court Nomination July 8, 2010 WASHINGTON

Sen. Mike Johanns today made the following statement announcing his opposition to Elena Kagan to be the next Supreme Court Justice:
“After thoroughly reviewing her record and listening to remarks at her hearing, I have come to the conclusion that I cannot support Ms. Kagan’s nomination. Judges must adhere to the Constitution and must not interpret the law based on an activist, ideological agenda. The court is not a place to create laws, and I am not convinced Ms. Kagan understands this fundamental premise. Her long career as a political advisor and an academic insufficiently prepares her for a lifetime appointment to our nation’s highest court. Not only does she lack experience on the bench, but her record clearly demonstrates a proclivity towards judicial activism.

“Her views and actions on abortion are particularly alarming. As an advisor to the Clinton administration, Ms. Kagan led the fight to keep partial-birth abortion legal. She even went so far as to insert her own personal beliefs in the place of science—extremely disturbing given the horrific nature of partial-birth abortion.

“Ms. Kagan also has a troubling record as Dean of Harvard Law School. I'm disturbed by her decision to actively defy federal law by banning military recruiters from campus during a time of war. Furthermore, I'm concerned about her views on the second amendment. The right to bear arms is a Constitutional right that I take very seriously, and judges must seek to protect it.

“Finally, Ms. Kagan appears to believe the federal government’s power over the individual rights of our citizens is virtually limitless. The Supreme Court Justices must ensure any law Congress creates does not infringe on the Constitutional rights of our country's citizens, not be a rubber stamp for unconstitutional laws that threaten an individual's personal freedoms. For these reasons, I will vote against Ms. Kagan’s nomination to the U.S. Supreme Court.”

Background:

• When the Supreme Court struck down Nebraska's ban on partial-birth abortions in 2000, it backed up its decision with language from a purportedly non-partisan physicians' group. Yet it has been reported that the critical part of that statement was not written by doctors, but by Elena Kagan, who at the time was a White House policy adviser to President Clinton. This language essentially overrode scientific findings against partial-birth abortion in favor of Ms. Kagan's view.

o “The documents involved date from the Clinton White House. They show Miss Kagan’s willingness to manipulate medical science to fit the Democratic party’s political agenda on the hot-button issue of abortion.” (National Review Online, “Kagan’s Abortion Distortion,” 6/29/10)

• In 2003, then-Harvard Law School Dean Kagan banned military recruiters from campus because of the military’s long-standing policy, "Don't Ask, Don't Tell." • Ms. Kagan worked on numerous anti-Second Amendment initiatives as a senior advisor in the Clinton Administration. • During Ms. Kagan’s hearing before the Senate Judiciary Committee, Sen. Tom Coburn (R-OK) asked Kagan her views on the limits of the Commerce Clause. He asked whether a federal law requiring each individual to consume three fruits and vegetables a day would be constitutionally objectionable. The lower portion of the billboard features an image of the American flag and the Constitution along with Hice’s name. There is a banner across the top of the signs asking voters if they have “Had Enough of Obama’s Change?” The “C” in change is a red hammer and sickle and represents the socialist change that Hice alleges Obama is pushing in America.

Martha Roby, If You’re Against ObamaCare, Why Not Repeal It?

Martha Roby(MONTGOMERY, AL) – A discharge petition that would force a vote on the repeal of the Patient Protection and Affordable Care Act was introduced by Rep. Steve King (R-IA) on June 16.
While five of Alabama’s Congressmen (Reps. Aderholt, Bachus, Bonner, Griffith and Rogers) and 104 other Members of Congress have supported this effort to repeal the ObamaCare legislation, Rep. Bobby Bright has not.

While Bright voted against the health care bill, since its passage he has also gone on record opposing repeal, calling such efforts “premature” and stating his support for allowing the bill’s numerous provisions to take effect.

“Congressman Bright reminds us time and again about his ‘no’ vote on ObamaCare,” said Martha Roby, Republican candidate for Alabama’s Second Congressional District. “Why won’t he join these other Congressmen in signing the discharge petition and allow the bill to the floor for a vote? Either he supports the legislation or he doesn’t. He can’t have it both ways.”

“Alabama’s Second District needs a Representative who is willing to stand up and be a leader on this issue,” Roby said. “This health care law is not about reforming health care. Instead, this law is a symptom of a bigger problem, which is an unprecedented government intrusion into our daily lives. We need a Congressman willing to stand up to the Democratic leadership in Washington and their liberal agenda.”

“I am committed to not only defund, repeal, and replace this bill, but also to find common sense solutions to make health care more affordable, accessible, and portable,” said Roby.

In order to bring H.R. 4972 to the floor for a vote, the discharge petition would need 218 signatures.

Bobby Bright wants ObamaCare to become law, calling efforts to repeal the health care bill “immature politics:”

Hello, I’m Senator Saxby Chambliss from Georgia.

Before I begin my remarks, I’d like to take a moment to acknowledge the passing of a colleague, Senator Robert Byrd. The longest-serving senator ever, he had the greatest respect for the rules and traditions of the Senate, and for all three branches of government. He defended them with passion and vigor. I extend my deepest sympathies to Senator Byrd’s family.
Saxby ChamblissTomorrow is the 4th of July. From the village squares of New England to the palm-fringed beaches of California, and from the courthouse green in my hometown of Moultrie, Georgia, to windswept prairie cities and beyond, Americans are gathering this weekend to celebrate our nation’s birthday.
Amid the red-white-and-blue bunting and family picnics, many of us will listen to the words of a document, published 234 years ago, that urged Americans to throw off the yoke of a king and make their own destiny as an independent nation and a free people.

Signing the Declaration of Independence was a daring move by brave, thoughtful men. By embarking on such a bold experiment, they risked life and limb to create a nation based not on ethnicity or religion or geographic boundaries, but one based solely on ideas.

The Declaration of Independence is, quite simply, a textbook of freedom.

As the Declaration’s parchment has yellowed with age, America has become a rich nation whose ideals and economy have been the envy of the world. We have faced down many enemies at home and abroad.

But one of the most dangerous threats confronting America today doesn’t come from without, but from within. And I’m talking about our national debt.

Wisely, the Declaration’s author, Thomas Jefferson, warned of this danger early on. As he once said, “There does not exist an engine so corruptive of the government and so demoralizing of the nation as public debt. It will bring us more ruin at home than all the enemies from abroad against whom this Army and Navy are to protect us.”

As usual, Jefferson was right.

At a time when many Americans are clipping coupons and pinching pennies, President Obama and the Democrats in Congress continue to spend money that they – we – do not have.

Three weeks ago, America’s national debt topped $13 trillion. And let me say that one more time: $13 trillion is owed by the United States of America today. That number is so big it’s difficult to comprehend.

If you take that $13 trillion and divide it by the number of Americans, that’s $42,000 for every person in this country.

The national debt has risen by $2.4 trillion in the 500 days since President Obama took office. That’s an average of nearly $5 billion a day.

Even though we have to borrow 43 cents of every dollar we spend and the debt is set to double in five years, Congress and this White House still continue to splurge.
More than half of the $9 trillion in debt America will accrue in the next decade will be from interest alone. That money could be better used on national defense or returned to taxpayers.

Instead, future generations will be forced to pay higher taxes to foot the bill for Democrats’ out-of-control spending.

And with much of America’s debt being held by other nations – such as China – our national debt is also a national security issue. No less than the chairman of the Joint Chiefs of Staff, Admiral Michael Mullen, said last month, “I actually believe that the biggest national security threat we have is our national debt.”

Just as with our energy and food supplies, America is vulnerable when we disproportionately rely on other nations. It is a matter of great concern that we are in deep debt to countries that often don’t share our values or positions.

At some point we have to say “enough is enough.” We have to make tough decisions about spending beyond our means.

I continue to hope that President Obama, Speaker Pelosi and others will take a step toward responsibility and restraint, and reject the path of reckless spending that America is presently on.

Ours is a great nation. We can be even greater if we heed Jefferson’s words and secure America’s fiscal future.

I wish all Americans a happy Independence Day. As this weekend’s fireworks simulate the rockets’ glare, I hope each of us will pause and think of our men and women in uniform who are facing real rockets, bombs and bullets in faraway places. We are grateful for their service.

WASHINGTON. D.C. – House Committee on Oversight and Government Reform Ranking Member Darrell Issa (R-CA) released a report today entitled, “How the White House Public Relations Campaign on the Oil Spill is Harming the Actual Clean-Up," that reports the conclusions from the Committee’s recent fact-finding exercise on the Louisiana coast that uncovered evidence that Administration officials have misrepresented key facts including the number of assets dedicated to cleaning up the spill, the timing of when officials knew about the oil leak, the extent to which the federal government has been in control, and the effectiveness of its command structure. Furthermore, local officials in Louisiana fear and evidence suggests that, in addition to being unprepared for the upcoming hurricane season, policy decisions made by this Administration, including the drilling moratorium and an apparent refusal to waive the union-backed Jones Act, will stifle economic recovery in the region for years to come.

“This report reveals a stark contrast between the narrative being told by the Administration in Washington and the sobering realities and challenges that the people closest to this catastrophe are struggling to overcome,” said Issa. “These testimonials from the people who are on the frontlines of this crisis have brought to light a bureaucratic quagmire that is exacerbating the response and clean-up effort - in a post-Katrina world, this is unimaginable and unacceptable. The evidence on the ground suggests that the White House has been more focused on the public relations of this crisis than with providing local officials the resources they need to deal with it.”

Recently, Ranking Member Issa and the panels’ Chairman Edolphus Towns (D-NY) visited the Gulf of Mexico to survey the damage caused by the Deepwater Horizon explosion and the resulting oil leak. At the Unified Area Command center in Robert, Louisiana they received formal briefings from BP, Coast Guard, and various federal government representatives assessing the situation on the ground. Committee staff remained in the region and conducted a series of interviews with local leaders from Jefferson Parish, St. Bernard’s Parish, and Lafourche Parish. Jefferson Parish is the most populous Parish in the state and was hit hard by Hurricane Katrina. It is also described as “ground zero” in the battle against the oil spill due to tidal patterns. St. Bernard Parish was flooded levee-to-levee in the wake of Katrina. Of its 27,000 homes, only five remained untouched by Katrina’s flood waters. Lafourche Parish is home to Port Fourchon, a low lying coastal city at the intersection of the Bayou Lafourche and the Gulf of Mexico.

Pursuant to this review, staff has found numerous instances in which the situation on the ground conflicts with official reports. Of enormous concern, the situation in the Gulf is actually more dysfunctional and dire than what has been portrayed through official reports and press accounts based on official information. This blurring of reality is exacerbating problems with the clean-up effort.

The following key findings are based upon witness interviews and documents provided by federal and state entities to Committee investigators:

* Officials on the ground dispute key White House assertions about the number and timeliness of assets deployed in the Gulf. Local officials describe White House outreach efforts as more focused on stopping bad press than on addressing the disaster at hand;

* The White House’s assurances that there are adequate resources are at odds with the reality on the ground, where those on the frontline of the spill express significant frustration over the lack of assets. Local complaints are supported by the fact that the White House waited until Day 70 of the oil spill to accept critical offers of international assistance. Local workers and boats could have been assisting more with the clean-up if the Federal government had provided them with needed supplies and equipment;

* While the White House has tried to use the delay in finding a visible leak to explain its early silence on the oil spill, Transocean officials and Coast Guard documents from the scene of the oil spill reveal clear and early indications of a substantial oil leak days earlier than White House accounts;

* The failure of Administration officials to quickly waive laws preventing necessary foreign assets from reaching the Gulf and other regulations are hampering efforts to clean-up and limit damage from the oil spill. Local officials feel the federal government is making the perfect the enemy of the good in cleanup efforts;

* Local officials strongly dispute President Obama’s insistence that the federal government – and not BP – has been in control since day one. One Coast Guard Admiral told congressional investigators that decisions on the ground are made through a “consensus-based” process with BP. In practice, the Federal Government is not in charge of oil spill response efforts through a command-and-control approach

* Local officials strongly believe the President’s call for a drilling moratorium will significantly compound the economic damage caused by the oil spill and will actually increase risk associated with future offshore drilling projects. ###

Hi, this is Governor Chris Christie. Back on March 16th I presented a budget to the State Legislature that closed an $11 Billion budget gap without raising any taxes on the people of the State of New Jersey. At the time, they said it couldn’t be done – that you couldn’t bring Republicans and Democrats together to close the largest budget gap of any state in America and do it without raising taxes. Well, today I am glad to report to you that I have signed the budget; the budget that closes that $11 Billion budget gap without any new taxes; the budget that puts us back on the road to fiscal sanity.

Now this is just the first step of what we have to do to make Trenton responsive to the people and to make government smaller and smarter and more efficient. We need now immediately to give you a voice in controlling the biggest problem in the history of New Jersey, property taxes. We have the highest property taxes in the nation and I proposed constitutional cap to cap property taxes at no more than a 2.5% increase per year. And under my plan, the only way that that can be changed is if you voted to change it. But we have little time left. Scott Brown Sends Letter To Dodd, Frank Opposing $19 Billion Bank Tax In Financial Reform Bill

Scott Brown talks with ReportersWASHINGTON, DC – Yesterday, U.S. Senator Scott Brown (R-MA) sent the following letter to Senate Committee on Banking Chairman Chris Dodd and House Committee on Financial Resources Chairman Barney Frank to express his strong opposition to the bank tax that was included in the conference report for the financial regulatory reform bill.
Dear Chairman Dodd and Chairman Frank,

I am writing you to express my strong opposition to the $19 billion bank tax that was included in the financial reform bill during the conference committee. This tax was not in the Senate version of the bill, which I supported. If the final version of this bill contains these higher taxes, I will not support it.

It is especially troubling that this provision was inserted in the conference report in the dead of night without hearings or economic analysis. While some will try to argue this isn’t a tax, this new provision takes real money away from the economy, making it unavailable for lending on Main Street, and gives it to Washington. That sounds like a tax to me.

I have always strongly opposed a bank tax because, as the non-partisan CBO has said, costs would be passed onto the millions of American consumers and small businesses who rely on major U.S. financial institutions for their checking, ATM, loans or other services. This tax will be paid by consumers who will have to pay higher fees and the small businesses that won’t get the funding they need to invest and create jobs.

Imposing this new tax is the wrong option. Our economy is still struggling. It is wrong to impose higher taxes and ignore the impact it will have on our economy without considering other ways we might offset the costs of the measure. I am asking that the conference committee find a way to offset the cost of the bill by cutting unnecessary federal spending. There are hundreds of billions in unspent federal funds sitting around, some authorized years ago for long-dead initiatives. Congress needs to start to looking there first, and I stand ready to help.

The U.S. Export-Import Bank Exporting Jobs to China

Sensenbrenner, Ryan Urge Export-Import Bank to Reverse India Plant Ruling ‘You Are Simply Exporting Jobs to China’
Washington, D.C. –The U.S. Export-Import Bank should place jobs over environmental activism and reverse its recent decision not to extend loan guarantees to an Indian power plant that planned to make a significant equipment purchase from a Wisconsin company, Reps. Jim Sensenbrenner, R-Wis, and Paul Ryan, R-Wis., said in a letter to the bank’s chairman.

“With the national unemployment rate continuing to hover close to 10 percent, all steps should be taken to reinvigorate the economy and bring jobs to the United States,” the letter to Export-Import Bank Chairman Fred Hochberg said. “However, with this decision, you are simply exporting American jobs to China.”

By rejecting a bid for an approximate $600 million loan guarantee for Reliance Power Ltd.’s coal-fired power generation station near Sasan, India, the Export-Import Bank prevented South Milwaukee-based manufacturer Bucyrus International Inc. from creating more than 1,000 jobs, Sensenbrenner and Ryan said in the letter. Bucyrus International’s chief executive told the media that the decision would cost up to 300 jobs in Wisconsin, and up to 700 jobs in other states.

“There’s no clearer demonstration of how this Administration’s environmental activism will cost U.S. jobs than this ruling by the Export-Import Bank,” said Sensenbrenner, Ranking Republican on the House Select Committee on Energy Independence and Global Warming. “This baffling decision will have a direct impact on Wisconsin’s people and its economy and it shows to just what lengths the Administration will go to push its environmental agenda. The only guarantee that the Export-Import Bank offers is that no Americans will benefit from this project.”

The bank’s decision won’t prevent India from moving forward with the project, the letter said, but instead of purchasing equipment from an American manufacturer, Reliance Power will likely turn to firms in China and Belarus for its industrial hardware. “Climate change is a global issue and greenhouse gas emissions are not confined within geographic boundaries,” the letter said. “Therefore, your decision not only eliminates American jobs, it will not mitigate climate change in any manner.”

“The Administration’s actions show that attempting to reduce reducing global warming – by a fraction of a degree over the next century – is a higher priority than keeping Wisconsin residents employed now. The vibrancy and competitiveness of the American economy should never take a back seat to political ideology and it’s reprehensible that the Administration has arrived at the faulty conclusion that we are incapable of enacting energy policies that are both environmentally friendly and economically beneficial,” said Ryan, Ranking Republican on the House Budget Committee. “American products and workers can compete with the best in the world, if they are given a chance – unfortunately, in this instance, they were not. Should the Administration fail to reverse this decision, or worse, should it continue with muscling through a byzantine cap-and-trade scheme, we need only to look to Bucyrus to see the repercussions.”

The bank’s decision also reflected the Administration’s environmental policies, Sensenbrenner and Ryan said. After the decision, Hochberg released a statement citing the Administration’s “commitment to transition away from high-carbon investments.” The Departments of State and Treasury also support the bank’s decision to reject the loan guarantees.

Governor Bobby Jindal Calls On Obama Administration To Get In The War To Stop Oil

Governor Bobby JindalGRAND ISLE – Today, Governor Bobby Jindal viewed firsthand a massive and heavy oil slick that is roughly three miles off the coast of Grand Isle where local leaders have been waiting weeks for federal officials to issue a permit to narrow passes and block oil from coming into Louisiana’s wetlands.
Governor Jindal called on federal officials to immediately issue authorization for the project so work can begin to stop more heavy oil from hitting Louisiana’s coast.

Governor Jindal said, “We saw waves of very heavy bands of oil that are just a few miles off our coast. We know the slick is heading our way and we need to do everything to fight the oil off our coast. Our coastal leaders have a plan to battle the spill, but we have been waiting for weeks now for federal officials to issue a permit and approve the plan.

“Over a month ago, the towns of Grand Isle and Lafitte, together with Jefferson Parish have been asking for a permit to narrow the five eastern Barataria Passes and to establish active sorbent and removal operations on barges. So far, two passes have been approved for barges – Pass Abel and Four-Bayou Pass. The federal government still has not approved rock or other measures necessary to direct the surface and subsurface oil to the vacuum barges. There are tons of rocks just sitting there waiting to be deployed.

“Once again, federal agencies that have done little while 2,300 square miles of wetlands disappear now tell us that they have delayed the rock approval because they are worried about ‘protecting our coast.’ The federal agencies are saying rocks in the water would cause more damage than the oil that is coming our way. Only someone in Washington would be arguing about that. This defies logic and common sense.

“We now know that a large quantity of oil is moving toward our coastline as we speak. Contractors were ready to begin placing rock this weekend and they still stand ready to begin immediately placing the rock upon getting the emergency authorization from the Army Corps of Engineers. We are again calling on the Corps to grant emergency authorization immediately so this work can begin. Requests for minor details or additional analyses can be handled after a permit is issued – but we need to get to work on protecting this coast.

“Over three weeks ago, The Mayor of Grand Isle and I talked to the President about this plan and we are still fighting to get approval to use the rocks. This is a war against the oil down here. We don’t need more talking. We need more action. If the federal government believes this is a war, they need decide if they're in the war to win it or not.

“Thankfully, the Mayor of Grand Isle and leaders in Jefferson have refused to take no for an answer when it comes to protecting their land – and we will continue to fight alongside them in this battle against federal red tape and the oil that threatens the future of our land and our people.”

DREDGING/SAND-BERM UPDATE

Governor Jindal said, “To date, the cutterhead dredge CALIFORNIA has dredged over 595,000 cubic yards of material for our berm on the northern Chandeleur Islands. On the west side of the river, 240,000 cubic yards of material has been moved to date.

“The CALIFORNIA has been shut down for six days because the Corps and U.S. Fish and Wildlife Service made us move the dredge. The Corps of Engineers refuses to beneficially use the millions of cubic yards of material they dredge annually from our rivers and navigation channels – and this was one of the federal agencies that shut us down.

“U.S. Fish and Wildlife Service – the agency that manages and owns the Chandeleur Islands as they have disappeared to just a fraction of their original size – is now saying that they are concerned that creating more land out there and helping to restore our coastal wetlands could cause ‘additional erosion.’

“There was oil on these islands over the weekend and we know our newly created sand berm has already stopped small volumes of oil from getting into our wetlands. Unfortunately, just south of the sand berms, this oil has already gone past what is left of the deteriorating island chain and is now heading toward our wetlands.

“We are just six days after the Corps and U.S. Fish shut us down and our fears have been confirmed. Oil is in the northern islands and will continue to contaminate our fisheries, kill our wetlands and threaten our way of life here in Louisiana.

“We need more urgency from the federal response. We need them to put the red tape aside. We need to them to really treat this oil spill like a war. You don’t wait for studies and weeks and weeks for federal permits in the middle of a war. You do what you need to do as quickly as possible to protect your land and your people.

“That is what we are doing on the front lines here every day here in Louisiana and we need the federal government to join us. We absolutely will not be held back. We will not let our people and our land suffer while we wait on the federal government to realize that we need more resources and effort put into this response.”

UPDATE ON ADDITIONAL COASTAL PROTECTION INITIATIVES

Louisiana National Guardsmen continue construction operations to install approximately 8.5 miles of HESCO barrier on the shoreline of Cameron Parish. Crews have stretched over 6 miles of wall to provide an initial protection to the coast. Approximately 4.2 miles is completely filled.
* There are currently 34 vacuum barge systems operating or in the stages of deploying to operate to collect oil.
* At Pelican and Scofield Islands – 8 gaps on Pelican Island are complete. The National Guard continues helicopter operations on Scofield Island to complete two out of the six remaining gaps there. To date, over 10,900 sandbags have been dropped on Scofield Island – and a total of more than 27 million pounds of sand in total as part of sand-fill operations.
* In support of Jefferson Parish and Grand Isle, the Louisiana National Guard has completed all 8.1 miles of Tiger Dam in Grand Isle. ###

Washington, DC - U.S. Congressman Mike Pence, Chairman of the House Republican Conference, released the following statement today after the U.S. Supreme Court, in its ruling on McDonald v. Chicago, extended the Second Amendment right to keep and bear arms to all fifty states:

"In its ruling today, the Supreme Court has affirmed a fundamental point of federalism: No state has the right to legislate away the blood-bought Constitutional right of every law-abiding American to protect their person, their family, and their liberty.

“This decision is a victory for the Second Amendment, but as a 5 to 4 ruling among the justices it also sends a warning. The Supreme Court is closely divided and at least four of its members would not extend a basic constitutional right to all fifty states. For that reason alone, the nomination and confirmation of any Supreme Court Justice requires careful deliberation to ensure that the members of the high court will protect the rights handed down by our Founding Fathers.” ###

“Just like their lack of a budget, this is a complete abdication of their congressional responsibility. Thanks to the cameras, now the public knows what the Democrats look like when they protect government bailouts over the interests of taxpayers,’ Bachus said.

Under Bachus’ leadership, Republicans on the Financial Services Committee have consistently offered legislation and proposals to end the growing taxpayer bailout of the housing finance entities, which are considered one of the root causes of the financial crisis.

The Justice Department’s assault on individual rights and civil liberties

Madam Speaker, the House of Representatives recently considered H.RES. 1422, honoring the 140th anniversary of the Department of Justice. I voted against this resolution because of the Justice Department’s history of violating individual rights.

It is the Justice Department that leads the ongoing violations of the Fourth, Fifth, Ninth, and Tenth Amendments in the name of the “war on drugs.” It is Justice Department agents who perform warrantless wiretap, and “sneak-and-peak” searches under the misnamed PATRIOT Act. It is the Justice Department that prosecutes American citizens for violating unconstitutional federal regulations even in cases where no reasonable person could have known their actions violated federal law.

Some like to pretend that the Justice Department’s assault on liberties is a modern phenomenon, or that abuses of liberties are only carried out by one political party. However, history shows that the unconstitutional usurpations of power and abuse of rights goes back at least almost a hundred years to the “Progressive” era and that Justice Departments of both parties have disregard the Constitution and violated individual liberties.

During World War I, President Woodrow Wilson’s Justice Department imprisoned people who dared to speak out against the war. Following the war, the progressive assault on the First Amendment continued with the infamous “Palmer raids,” named for Wilson’s Attorney General A. Mitchell Palmer. Just as President Wilson’s policies of foreign interventionism and domestic welfare served as a model for future presidents, Attorney General Palmer’s assaults on civil liberties served as a model for future attorney generals of both parties. Think of Robert Kennedy authorizing the wiretapping of Martin Luther King, Jr, John Mitchell’s role in the abuses of civil liberties by Nixon Administration, Ed Meese’s assault on the First Amendment with his “pornography commission,” Janet Reno’s role in the murder of innocent men, women and children at Waco, and the steady erosion of our rights over the past decade. In addition, it is the attorney general and the Justice Department that defend and justify violations of constitutional liberties by the president and the other federal bureaucracies.

Many civil libertarians were hopeful the new administration would be more sympathetic to civil liberties than was the prior administration. But the current administration has disregarded campaign promises to restore respect for civil liberates and has continued, and in many cases expanded, the anti-freedom policies of its predecessors. For instance, the current administration is supporting renewal of the policies of warrantless wiretapping, and other PATRIOT Act provisions. The administration, despite promising to be more open and transparent, is also continuing to use the claim of "state secrets" to shield potentially embarrassing information from Americans. According to the New York Times, the current administration is even outdoing its predecessors in the prosecution of government whistleblowers. It is little wonder that the head of the American Civil Liberties Union recently said he is disgusted with the administration’s record on civil liberties.

Of course, Madam Speaker, Congress bears ultimate responsibility for the Justice Department’s actions, as it is Congress that passes the unconstitutional laws the Justice Department enforces. Congress also fails to perform effective oversight of the Justice Department. Instead of honoring the Justice Department, Congress should begin to repeal unconstitutional laws and start exercising congressional oversight of executive branch agencies that menace our freedoms.

Time For Budget Solutions, Not State Rock Debate - Garrick's Assembly Republican Weekly Address

Hello. I'm Martin Garrick with this week's radio address from the State Capitol.

With less than five days until the end of the fiscal year, and California in a downward financial spiral, you would think the Legislature's sole focus would be on the state's budget. You expect your representatives to be working around the clock on a bipartisan solution to close our $19.1 billion dollar budget deficit. Or passing urgent legislation to get our struggling economy back on track and get people back to work. Unfortunately, you would be wrong.

In fact, you would be shocked to learn what Democrats were actually debating this week. Instead of going through the budget line by line to find budget savings, Democrats this week held hearings about a plan to get rid of the state's rock. It's currently serpentine, which apparently can be bad for your health according to one Democrat Senator.

The Legislature also declared June 14 through the 20th as "California Golf Week,"... after the week had already passed. This is a sad reminder that it's not just budgets that don't get passed on time at the State Capitol.

Finally, Democrats introduced a bill this week to criminalize "gate crashing" at the Oscars and other black-tie award ceremonies. While Hollywood party crashers might be really annoying to some, should this really be an urgent priority with 2.3 million people out of work?

There is a reason why politicians miss budget deadlines in Sacramento. And it's not because the Constitution requires a two-thirds vote for budgets and tax increases. It's because Democrats refuse to get serious about cutting wasteful spending and reforming state government.

Republicans stand behind the Governor's blueprint for a balanced budget. It will close the $19.1 billion dollar deficit responsibly - by setting priorities and reducing spending, without raising taxes. Meanwhile Assembly and Senate Democrat Leaders continue to fight with each other. They can't even agree on their costly schemes to tax and spend. But they seem determined to borrow from your children's future to protect government jobs.

The people have already spoken. They want a budget that lives within its means. They want measures that help the private sector create jobs. They don't want any more borrowing. They don't want any more taxes. And they don't want their elected representatives wasting time on trivial and symbolic acts in the face of a serious fiscal crisis.

We see Linda taking some flack for her background in general and this new TV ad in particular. That brings an important issue to the fore. Linda McMahon has had a JOB, has met a payroll, has built something and created real jobs for real people, not government hand-outs administered by bureaucrats. We're sorry that some may find her family business too coarse but we prefer real world experience to life long politicians with only theoretical knowledge.

“People create jobs, not governments.”

Washington got the stimulus dead wrong. In a matter of months, Washington spent trillions of dollars and ran it all through government bureaucracy. Instead of creating new private sector jobs, we got more job losses, bigger government and more debt — more than $12 trillion in federal debt that will cause long-term harm to the economy.

I believe government’s role in economic recovery must be to help create an environment where small businesses can succeed and grow. Small businesses have historically created 70% of new jobs — jobs that are self-sustaining and have a multiplier effect. Government jobs don’t do that. To grow, small businesses need a reduced tax burden and predictability so that they can plan and make investments. The economy is trying to recover, but Washington won’t let it. It is spending too much and creating tax and regulatory uncertainty that is paralyzing small businesses and stifling job creation.

It’s time for Washington to take an honest assessment, recognize these economic policies are failing and change course. We need to stop government growth and deficit spending. Smaller government will decrease the tax burden on small businesses and it will help reduce debilitating federal regulations that make it difficult to impossible for small businesses to plan for the future, expand and create jobs.
