Thank you very much, Michael, for your kind introduction - and for all you have done over the years to advance the conservative cause in this great state and throughout our land. You are a forceful and articulate champion of conservatism -
and all of us are grateful for your energy and commitment to a great cause.

I honored to receive the Charles Edison Memorial Award, particularly in light of your previous honorees, including Representative Jack Kemp, Senator Zell Miller, and above all, President Ronald Wilson Reagan. That is better company than I deserve to be in - but I'll take what I can get.

It's a pleasure to be among so many friends and fellow conservatives - and it's a privilege to speak to the Conservative Party of New York. You provide much of the energy and activism and hard work that has brought us to a moment when conservatism is the dominant political creed in America - and when we are making progress on so many important issues.

Think for a moment how much has been achieved by conservatives in the last 40 years. The conservative movement has gone from a small, principled opposition to a broad, inclusive movement that is self-assured, optimistic, forward-leaning, and dominant.
Four decades ago conservatism was relegated to the political wilderness - and today conservatism is the guiding philosophy in the White House, the Senate, the House, and in governorships and state legislatures throughout America.

More importantly, we have seen the great rise of a great cause. Conservatives have achieved a tremendous amount in the past 2 ½ decades - but there is more, much more, that remains to be done. This afternoon I will devote my remarks to the President's victory in November; the ideas that will continue to work in our favor; and the state of contemporary liberalism.

The political realignment in America is moving ahead; here are some of the reasons I believe this is happening.

To you, the Presidential election probably seems like it took place a long time ago; I know that's certainly how it seems to me. But it was a key election in the history of our country - and there are important things we can learn from it.

Recall that in 2004, we faced a united opposition which outspent our side by over $40 million in a time of controversial war and a recovering, but not recovered economy.

The 2004 election was a steep political mountain to climb, but the President scaled it - and he did so with energy, passion, decency, and an unwavering commitment to principle. What is significant about November's victory is not simply that the President won, but how he won.

In the 2004 election, President Bush placed all his chips on the table. There was no trimming on issues, no "campaign conversion," no backing away from Social Security and tax code reform. The President persistently made the case for an "ownership society"; championed a culture of life; defended the institution of marriage; stood with the people of Iraq in their passage to liberty; remained committed to spreading democracy in the Middle East; and continued to aggressively wage and win the war on global terrorism.

President Bush showed himself as he is. He wanted a referendum on what he has accomplished - and most importantly, on what he hopes to achieve.

The victory itself was significant. President Bush received more votes than any other candidate in American history. He's the first President since 1988 to win a majority of the popular vote. He increased his popular vote total by 11.6 million votes since 2000 - more than four-and-a-half times President Clinton's increase from 1992 to 1996. President Bush improved his percentage in all but three states. He improved his vote in 87 percent of all counties and carried more than 80 percent of the counties - and he won in 97 of the 100 fastest-growing counties and George W. Bush is also the first President since FDR to be re-elected while his party gained seats in the House and Senate - and the first Republican President since 1924 to get re-elected while re-electing Republican House and Senate majorities. And he won with a higher percentage than any Democratic Presidential candidate has received since 1964.

President Bush achieved what almost none of his critics thought he would.
Once again, they misunderestimated what you and he could do.
And now, moving forward, here's why we will defy expectations again. It's because of the ideas we hold.

A quarter-century ago, a Senator from this state, Daniel Patrick Moynihan, wrote this: "of a sudden, the GOP has become a party of ideas." It was true then; and it remains true today. We are the party of ideas - and as Richard Weaver wrote, "ideas have consequences." With that in mind, here are some of the ideas I believe will lead to the further realignment of American politics.

We are seizing the Mantle of Idealism. As all of you know, President Bush is making a powerful case for spreading human liberty and defending human dignity. This was once largely the preserve of liberalism - but Ronald Reagan changed all that. It was President Reagan, you'll recall, who said the policy of the United States was not simply to contain Soviet Communism, but to transcend it. And we would, he argued, was because of the power of liberty.

President Bush has built on those beliefs - and he is committed to something no past President has ever attempted: spreading liberty to the broader Middle East. President Bush's eventual goal is the triumph of freedom and the end of tyranny in our world. This vision, which will require the concentrated work of generations, is consistent with the deep idealism of the American people - and it is an idealism whose importance is being confirmed by history and events.

During the last four decades we have witnessed the most spectacular growth of liberty in history. More nations are free today than ever before. Consider that in a four month period - from the end of 2004 to early 2005 -- we saw elections take place in Afghanistan, the Ukraine, among the Palestinians, and in Iraq. In the span of 113 days, more than 100 million people, living on two continents, have cast free votes in nations that had never known democracy. More than half of these voters are people of the Muslim faith who live in the broader Middle East. And since those elections we have seen what scholars refer to as "The Arab Spring" in Lebanon and Egypt and elsewhere. We are seeing unprecedented progress when it comes to spreading liberty in the Middle East.

This confidence in the power of liberty is anchored in the words of the Declaration of Independence; the arguments of President Lincoln; and the policies of President Reagan and President Bush. In his second Inaugural Address, President Bush stated it well:

"Americans, of all people, should never be surprised by the power of our ideals. Eventually, the call of freedom comes to every mind and every soul. We do not accept the existence of permanent tyranny because we do not accept the possibility of permanent slavery. Liberty will come to those who love it."

Second, our movement's growth has made us Agents of Reform. Edmund Burke, one of the most important figures in the history of conservatism, was known as an advocate of reform. He understood the essence of conservatism is applying timeless principles to changing circumstances, which is one of the keys to political success.

President Bush has pointed out that many of our most fundamental systems - the tax code, health coverage, pension plans, legal systems, public education, worker training among them - were created for the world of yesterday, not tomorrow. He is committed to reforming great institutions to serve the needs of our time. As the President has said, to give every American a stake in the promise and future of our country, we will bring the highest standards to our schools. We will build an ownership society by expanding the ownership of homes and businesses, retirement savings and health insurance, and preparing Americans for the challenges of life in a free society. We are putting government on the side of reform and progress, modernization and greater freedom, more personal choice and greater prosperity. The great goal of modern-day conservatism is to make our society more prosperous and more just.

Third, we are defending Time-Honored Values. Conservatives have long known that political liberty depends on a healthy social and moral order. And so the President is committed to strengthening society's key institutions - families, schools, communities, and protecting those mediating structures so important to our freedom, like our churches, neighborhood and private groups - the institutions that inculcate virtues, shape character, and provide the young with moral education.

That is why President Bush supports welfare reform that strengthens family and requires work. That is why he has supported adoption and responsible fatherhood initiatives. That is why he is building a culture of life and upholding the dignity of the human person - and seeks a world in which every child is welcomed in life and protected in law. And that is why he has provided unprecedented support for religious charities that provide a safety net of mercy and compassion.

It is why President Bush supports the protection of traditional marriage against activist judges; why he signed legislation that insists on testing, high standards, and accountability in our schools; and why he he has fostered a culture of service and citizenship.

President Bush supports these things because he believes they will lead to a society that is more compassionate and decent, stronger and better. We are attempting to spread liberty abroad - and we must show that we are worthy of liberty at home.

Let me now say a few words about the state of liberalism. Perhaps the place to begin is with this stinging indictment:

"Liberalism is at greater risk now than at any time in recent American history. The risk is of political marginality, even irrelevance.… [L]iberalism risks getting defined, as conservatism once was, entirely in negative terms."

These are not the words of William F. Buckley, Jr. or Sean Hannity; they are the words of Paul Starr, co-editor of The American Prospect, a leading liberal publication.

There is much merit in what Mr. Starr writes - though he and I fundamentally disagree as to why liberalism is edging toward irrelevance. I believe the reason can be seen when comparing conservatism with liberalism.

Conservatives believe in lower taxes; liberals believe in higher taxes. We want few regulations; they want more. Conservatives measure the effectiveness of government programs by results; liberals measure the effectiveness of government programs by inputs. We believe in curbing the size of government; they believe in expanding the size of government. Conservatives believe in making America a less litigious society; liberals believe in making America a more litigious society. We believe in accountability and parental choice in education; they don't. Conservatives believe in advancing what Pope John Paul II called a "culture of life"; liberals believe there is an absolute unlimited right to abortion.

But perhaps the most important difference between conservatives and liberals can be found in the area of national security. Conservatives saw the savagery of 9/11 and the attacks and prepared for war; liberals saw the savagery of the 9/11 attacks and wanted to prepare indictments and offer therapy and understanding for our attackers. In the wake of 9/11, conservatives believed it was time to unleash the might and power of the United States military against the Taliban; in the wake of 9/11, liberals believed it was time to… submit a petition. I am not joking. Submitting a petition is precisely what Moveon.org did. It was a petition imploring the powers that be to "use moderation and restraint in responding to
the terrorist attacks against the United States."

I don't know about you, but moderation and restraint is not what I felt as I watched the Twin Towers crumble to the earth; a side of the Pentagon destroyed; and almost 3,000 of our fellow citizens perish in flames and rubble.

Moderation and restraint is not what I felt - and moderation and restraint is not what was called for. It was a moment to summon our national will - and to brandish steel.
MoveOn.Org, Michael Moore and Howard Dean may not have agreed with this, but the American people did. Conservatives saw what happened to us on 9/11 and said: we will defeat our enemies. Liberals saw what happened to us and said: we must understand our enemies. Conservatives see the United States as a great nation engaged in a noble cause; liberals see the United States and they see … Nazi concentration camps, Soviet gulags, and the killing fields of Cambodia.

Has there been a more revealing moment this year than when Democratic Senator Richard Durbin, speaking on the Senate floor, compared what Americans had done to prisoners in our control at Guantanamo Bay with what was done by Hitler, Stalin and Pol Pot - three of the most brutal and malevolent figures in the 20th century?

Let me put this in fairly simple terms: Al Jazeera now broadcasts to the region the words of Senator Durbin, certainly putting America's men and women in uniform in greater danger. No more needs to be said about the motives of liberals.

Let me end where I began. Forty years ago, Lyndon Baines Johnson, a proud liberal, won the Presidency in a landslide. His party held 68 Senate seats; 295 House seats; and 33 governorships.

In 2004 George W. Bush, a proud conservative, won the Presidency for the second time, receiving the most votes in American history. His party has now won seven of the last 10 Presidential elections. Republicans hold 55 Senate seats; 232 House seats; and 28 governorships.

These facts underscore how much progress has been made in four decades. It has been a remarkable rise. But it is also a cautionary tale of what happens to a dominant party - in this case, the Democrat Party -- when its thinking becomes ossified; when its energy begins to drain; when an entitlement mentality takes over; and when political power becomes an end in itself rather than a means to achieve the common good. We need to learn from our successes - and from the failures of the other side and ourselves. As the governing movement in America, conservatives cannot grow tired or timid. We have been given the opportunity to govern; now we have to show we deserve the trust of our fellow citizens.

At one time the conservative movement was largely a reactionary political party - and there was a sense of pessimism even among many of its ardent champions. You'll recall that Whittaker Chambers, who gave up his affiliation with Communism to join the West in its struggle for freedom, said he believed he was joining the losing side.

For decades, liberals were setting the agenda, the pace of change, and the visionary goals. Conservatives were simply reacting to them. But times change, often for the better - and this President and today's conservative movement are shaping history, not trying to stop it. Together we are articulating a compelling vision of a better world -- and I am grateful to all of you who are making that better world a reality.

Thank you very much for your attention, for your support of this President, and above all, for your devotion to this country.

Secretary of State Condoleezza Rice is traveling to China, Thailand, Japan, and the Republic of Korea, from July 8-July 13, 2005. During her stops in each country Secretary Rice is meeting with senior government officials for discussions of political and economic issues of bilateral concern, as well as global and regional matters of mutual interest such as the North Korean nuclear issue, cooperation on fighting terrorism and transnational crimes, and tsunami recovery and reconstruction efforts.

Interview With James Rosen of Fox News Channel

QUESTION: Madame Secretary, thank you for your time as always. We've had this big announcement that the North Koreans are going to return to the six-party talks later this month. You know what some people are going to say, you know what some people perhaps in your own party are going to say, that the North is just going to use these next round of talks to buy more time and augment its nuclear arsenal.

SECRETARY RICE: Well, we've made very clear that we don't intend to engage in talks for talk's sake. Yes, it has taken a lot of effort to get the North back to the talks. And I might say not really effort by the United States, an effort by everybody involved in the six-party talks. Because the one thing that is very clear is that the nuclearization of the Korean Peninsula is a problem for the whole region. That's why the six-party framework is the right framework.

We expect people to come ready to make progress, and I made that very clear in my discussions here today with my colleagues here in China. I expect to have good consultations in Japan and South Korea. We're ready to roll up our sleeves, James, to have intensive diplomacy, to get this done. Chris Hill is going to continue his consultations here. He's the six-party negotiator and the Assistant Secretary. But, yes, these shouldn't be talks for talk's sake.

QUESTION: What, as we say at Passover time, why is this night different from all other nights? Why is this round different from all other rounds? Were the same pledges not made before the last three rounds?

SECRETARY RICE: Well, we will have to see. And, indeed, I do believe that North Korea has a bar to pass to show that it's really interested in and determined to give up its nuclear weapons.

Now, I will say that, in their announcement, they went to say that they wanted to make progress. That was not prompted; they made that point. But I'm going to talk with the Chinese further about this. State Counselor Tung is on his way to Pyongyang as a special envoy of President Hu and I would hope that everyone would make very clear to North Korea that we need to make progress.

QUESTION: That famous quote of yours, "outpost of tyranny," when you said it, did you have any idea it would one day become such a point of contention for the North Koreans?

SECRETARY RICE: I have said many times I think the issue with the North Koreans is getting back to the talks. And the issue there has been that the six-party framework is not always one that the North enjoys being a part of. Because, indeed, it is focused on the denuclearization of the Korean Peninsula and, of course, the state with nuclear weapons on the Korean Peninsula is North Korea. And so I'm glad that we've gotten past the excuses and glad we've gotten past all the different reasons and that we are going to take this important first step and get going.

QUESTION: Was anything special needed to get past their pique over that comment?

SECRETARY RICE: This has been an intensive round of diplomacy. I was out here just weeks after being named Secretary, and I remember working through this as the North had said, on February 10th, I think it was, that they weren't going to return to the talks. Everybody then put in a lot of effort and the last six weeks or so has been particularly intensive. We know that the South Koreans had discussions with North Koreans. In fact, I met with the Unification Minister when he was in Washington to discuss that. I saw my Japanese and Russian colleagues at the G8 ministerial in London a few weeks ago. Everyone has been very intensively engaged. So we have every reason to believe that they've come back because everybody has told them that it's really time to come back.

QUESTION: Do you regret using that phrase?

SECRETARY RICE: James, I think everybody understands what we -- our concerns about the North Koreans have been, including about its human rights record. That's on the record. It's very clear.

QUESTION: We're still a long way from the goal though, correct? You said earlier today this is only a first step. What did you mean by that?

SECRETARY RICE: I meant that we should not spend too much time celebrating the fact that we're going back to the talks. It's a good thing that we're going back to the talks. In fact, you can't make progress if you're not in the talks. But our focus now is going to be on how to make progress there. There is a proposal on the table, many elements which I think would be very favorable for the North, including a proposal that there could be six-party security guarantees if that is a concern of the North, that we would be prepared to look at the North's energy needs. In fact, the South Koreans have even talked more about how that might look. We have talked about the fact that the plight of the North Korean people is something of a concern to everyone for humanitarian and other reasons.

So there is plenty on the table for the North. We're interested in hearing their ideas. We're interested in hearing their response to this proposal. And let's move ahead. But this is just a first step.

QUESTION: Correct me if I'm wrong. These talks are aimed at getting North Korea to verifiably dismantle its nuclear program. But these talks do not address the question of North Korea as a proliferator of technology?

SECRETARY RICE: Well, the first point and the first step is that North Korea should not possess or produce nuclear weapons or nuclear weapons material or anything associated with nuclear weapons. And in fact, James, in 1991 they made that pledge to South Korea. So this has been a pledge that has been on the table for a long time. That would, of course, help to address the proliferation risk if in fact this really was a situation in which North Korea were so to speak nuclear free.

But of course we continue to address proliferation concerns in other ways as well. We have a proliferation security initiative, which is active, not just to see what North Korea is doing, but to deal with any trade in the proliferation of nuclear or other weapons of mass destruction materials. And, of course, we also are taking action against companies and entities that we believe may be involved in proliferation trade.

QUESTION: How extensive has North Korea's provision of nuclear technology to Iran been?

SECRETARY RICE: Well, I can't really answer that with any precision. I think it's well known that we have concerns about North Korea's provision of certainly missile technology broadly across the world, and worries about what else may be transferred. But this is the reason that we need to enhance our intelligence cooperation with others, that we do need to rely on the Proliferation Security Initiative, and that it has been useful to have the A.Q. Khan network wrapped up. Because as the kind of black market entrepreneur in these technologies, there were clearly some connections to these programs and we're learning about them through A.Q. Khan.

QUESTION: In my business, it's all about the segue. So now, having asked about North Korea providing technology to Iran, I want to segue to Iran. Last week, the State Department spokesman and the White House spokesman told the public that there was a government-wide effort under way to determine whether or not the new president-elect of Iran was connected to the 1979 hostage crisis in some way. What has that investigation found?

SECRETARY RICE: Well, we are still looking into it and trying to do as thorough a job as we possibly can to establish what relationship there might have been. The point that I would make, James, is that we are not going to forget what happened to our people in Iran, and in fact the international community should not forget that, because the wanton taking of diplomats in that way is a threat to the very foundation of diplomatic representation and to the international system. And so that's why we take it so seriously. We don't really have at this point a current conclusion, but we take it very, very seriously.

QUESTION: I have one last question I'd like to get to. And then, as you know, I have a fondness for doing an off-the-charts question.

SECRETARY RICE: Always, yes. (Laughter.)

QUESTION: I know you're fond of them, too. Let's not pretend that you're not.

SECRETARY RICE: I'm just wondering what this one is going to be. (Laughter.)

QUESTION: It can only go up. The last policy or serious governmental question I wanted to ask was about the London bombings. Foreign Secretary Straw said that the bombings in London were "al Qaeda related." I know that you want to defer to the U.K. authorities and not pronounce on aspects of the investigation. But I guess my question for you is, how many other groups are there outside of al Qaeda and its affiliates that would be capable of mounting an attack like this?

SECRETARY RICE: Well, the problem now is that there appear to be a number of groups that are associated with this extremist group that seem to be capable of these kinds of attacks. I -- you're absolutely right, I would defer to the British in terms of who did this or any information that there might be. But I will say that it has a kind of eerie familiarity to it for the kind of thing that happened in Madrid. And so we're trying to help the British in any way we can.

But it just reminds us James that this is a fight that is not done. This is a terrible tragedy in Britain and our hearts and prayers go out to the families of the victims, to those who are injured and are still trying to recover, and indeed to the British people, because we know something of the anger and agony that something like this brings on.

But of course it strengthens our resolve, too, not to let these people terrorize us and to try to change our way of life. It's why we need to recognize that as much as we're trying to do to secure the homeland, we're doing a great deal, the Brits have done a great deal, it's a somewhat unfair fight because they only have to be right once; we have to be right 100 percent of the time. And it's why the President and, indeed, Prime Minister Blair have felt so strongly that we have to fight the War on Terror on the offense, that we have to go after them where they are and, ultimately, in the long run, change the very circumstances that brought this kind of extremism about.

QUESTION: At the moment, it reeks of al Qaeda or its affiliates, doesn't it?

SECRETARY RICE: Well, it has a familiar ring. But again, I think we'll wait for the British, who are trying to put all the details together, and have many sources to try and determine (inaudible).

QUESTION: All right. I'll be brief and merciful. What movie have you watched the most number of times.

SECRETARY RICE: Oh, my. What movie have I watched the most number of times? Well, there are probably a couple. Casablanca I watch whenever it comes on.

QUESTION: What do you like about it?

SECRETARY RICE: Oh, come on, "Here’s looking at you kid," who doesn’t love that line? I love Humphrey Bogart. I love everything about that movie. It's in many ways my favorite movie. But I'll give you a real scoop. I've also watched ‘The Way We Were’ and ‘Trading Places’ many, many times.

QUESTION: All right, that's an eclectic mix for sure.

SECRETARY RICE: Well, yes. My problem is that I generally don't watch movies of redeeming value; I tend to take them as entertainment.

QUESTION: Spiderman II, you saw that?

SECRETARY RICE: I did. I liked it.

QUESTION: Do you ever wish you were a superhero?

SECRETARY RICE: Sometimes, sure.

QUESTION: Do you think it's important for this country at some point -- let me start that over, because we're in a different country.

Do you think it's important for the United States at some point to have an African American female on the Supreme Court?

SECRETARY RICE: Well, I have always believed that the United States is doing extremely well, given our history, in breaking all kinds of ceilings and all kinds of taboos. I don't know when there will be an African American female on the Supreme Court. I think there will be.

I just remind people that, as hard as our history has been, I'll bet many people haven't thought about the fact that it's been a while since there was actually a white male Secretary of State -- Madeleine Albright, Colin Powell and now me. Maybe you want to talk about that one James. (Laughter.)

QUESTION: I've got plenty of time.

Do you believe -- this will be our last one. Do you believe that Lee Harvey Oswald was the sole assassin of President Kennedy?

SECRETARY RICE: I have no idea. And I've actually never -- never been a conspiracy theorist, a person who read those stories very much. I was a little girl when John Kennedy was assassinated. And all I remember was the horror involved. That's all that stays with me.

QUESTION: The horror of it?

SECRETARY RICE: Yes. The horror of it.

QUESTION: Studies show that 80 percent of Americans believe there was a conspiracy. Why do you think that's such a popular thing?

SECRETARY RICE: I don't know. And I've never spent any time thinking about it.

Sudan's Government of National Unity

United States Recognizes Sudan's Government of National Unity and Interim Constitution as Important Step

The United States congratulates the leaders and people of the Republic of Sudan on the inauguration of the new Presidency of the Government of National Unity (GONU) on July 9 and the entering into force of the new interim constitution. Deputy Secretary of State Robert B. Zoellick represented the United States at the inauguration, describing it as an important step toward peace and reconciliation in a unified, democratic Sudan. At the same time, Deputy Secretary Zoellick emphasized that it is equally important for the new GONU to address the tragedy in Darfur and the challenges of peace and development throughout all of Sudan.

The United States congratulates Dr. John Garang on his becoming Sudan’s First Vice President and Ali Osman Taha as Vice President. Their leadership and commitment resulted in the Comprehensive Peace Agreement that ended 21 years of civil war between North and South Sudan. We recognize the support of President Bashir for the peace process.

The GONU and interim constitution are the culmination of complex negotiations mediated by the Intergovernmental Authority on Development and supported by the United States, led by Ambassador and former Senator Jack Danforth, and America’s Troika partners, the United Kingdom and Norway, as well as the United Nations and others around the world.

As the Deputy Secretary stated in Oslo earlier this year, the United States is strongly committed to implementation of the Comprehensive Peace Agreement. During his third visit to Sudan on July 8-9, the Deputy Secretary again visited Darfur, where he met with non-governmental organizations providing relief, African Union peacekeeping troops, and SLM rebel commanders. In Khartoum, he also met with Vice Presidents Garang and Taha, UN Secretary General Kofi Annan, the Secretary General’s Special Representative for Sudan Jan Pronk, and Presidents Museveni and Kibaki of Uganda and Kenya, respectively. The Deputy Secretary urged the parties to seize the opportunity of the creation of the GONU to maintain momentum toward peace throughout the country. He emphasized the importance of an inclusive process, including addressing the situation in the east. The Deputy Secretary urged immediate steps to end violence, support humanitarian and AU operations, and achieve a political settlement in Darfur.

London Metropolitan Police Service - Appeal for images

Appeal for images: Detectives today issued an urgent appeal for any photographs, video footage or mobile phone images that were taken on the morning of Thursday 7 July, either in or close to the areas where four bombs exploded.

Police believe that these images could contain vital information and provide a crucial piece of the investigative jigsaw.

This material should be e-mailed to:
images@met.police.uk

It is important that people include their name and telephone contact details on the email. Police stress that this information will remain confidential.

The terrorist attacks took place on the Circle Line at Edgware Road and Aldgate, the Piccadilly Line at Russell Square and on a Route 30 London Bus in Tavistock Square.

Deputy Assistant Commissioner Peter Clarke, head of the Met's Anti-Terrorist Branch, said:

"This was a callous and cowardly attack on innocent members of the public.

"We are urgently appealing to anyone who may have photographs, video footage or mobile phone images which were taken either immediately before the attack, at the time of the incidents or immediately afterwards.

"These images may contain crucial information which could help detectives in what is a painstaking and complex inquiry.

"Please let us decide if the images you have are important. I would like to thank the public for their help and assistance."

We are very disappointed by the July 7 decision of a Venezuelan judge to try the four leaders of the civic, non-governmental organization Súmate on charges of "conspiracy" for accepting a $31,000 grant from the National Endowment for Democracy (NED) to carry-out voter education activities. The Venezuelan government’s charges against Maria Corina Machado, Alejandro Plaz, Luis Enrique Palacios and Ricardo Estévez are without merit. The NED-supported activities were aimed at strengthening citizen participation in the democratic, constitutional processes of their country. Súmate is an internationally respected civic organization committed to promoting free and fair electoral processes and respect for basic rights. These judicial actions are a transparent part of a Venezuelan government campaign designedto intimidate members of civil society for exercising their democratic rights.

We remain seriously concerned about political persecution and continued threats to democratic rights and institutions in Venezuela. We urge the government of Venezuela to honor its commitments under the Inter-American Democratic Charter to guarantee the civil and political rights of all its citizens.

President's Radio Address

THE PRESIDENT: Good morning. Thursday morning, terrorists struck at the heart of one of the world's great cities in a series of bombings that hit London's subway and bus system as thousands of commuters headed to work. We in America know the sense of loss that our British friends feel at this moment. We extend our sympathies to those who suffered terrible injuries, and we pray for the families mourning the loss of loved ones. In this dark hour, the people of Great Britain can know that the American people stand with them.

These barbaric attacks occurred as world leaders gathered in Scotland for the G8 summit. While terrorists were killing innocent men and women in London, leaders at the G8 were discussing how free nations can combat poverty and HIV/AIDS, create a cleaner environment, and improve the lives of people everywhere. The contrast could not be more vivid between the intentions and the hearts of those who care deeply about human rights and human liberty, and the evil intentions and acts of those who rejoice in the death and suffering of the innocent.

We experienced this evil in our own country on a clear September morning in 2001. Since that day, terrorists have continued to kill and maim -- in Bali, and Casablanca, Riyadh, Jakarta, Istanbul, Madrid, Baghdad, London, and elsewhere. The terrorists believe that free societies are essentially corrupt and decadent. They believe that with a few hard blows, and the televised repetition of horrific images of violence, they can force us to retreat. They are mistaken.

On the day of the London attacks, every world leader at the

G8 summit stood with Prime Minister Blair as he said: "Our determination to defend our values and our way of life is greater than their determination to cause death and destruction to innocent people." The free world is united in its resolve: We will never yield to terrorists and murderers. In the face of such adversaries, there is only one course of action: We will continue to take the fight to the enemy, and we will fight until the enemy is defeated.

We are now waging a global war on terror -- from the mountains of Afghanistan to the border regions of Pakistan, to the Horn of Africa, to the islands of the Philippines, to the plains of Iraq. We will stay on the offense, fighting the terrorists abroad so we do not have to face them at home. We will continue to deny the terrorists safe haven and the support of rogue states. And at the same time, we will spread the universal values of hope and freedom that will overwhelm their ideology of tyranny and hate. The free world did not seek this conflict, yet we will win it.

Here at home, federal, state, and local officials are doing everything possible to protect us from another terrorist attack in America. While we have no specific credible information suggesting an imminent attack in the United States, in light of the bombings in London, we have raised the threat level from elevated to high for our passenger rail, subway, and bus systems. I urge all Americans to remain alert, and to report any suspicious activity to your local authorities.

This week, there is great suffering in the city of London. Yet the British people are resilient, and they have faced brutal enemies before. The nation that survived the Nazi Blitz will not be intimidated by terrorists. And just as America and Great Britain stood together to defeat the murderous ideologies of the 20th century, we again stand together to defeat the hateful ideologies of the 21st century.

The terrorists cannot shake our will. America and its allies will act decisively, because we know that the future of civilization is at stake in this struggle, and we know that the cause of freedom will prevail.

May God bless the people of Great Britain, and may He continue to bless America.

Despite their growing strength and presence in the economy, women and minority business owners still have not had a fair opportunity to maximize their contributions to the nation’s revenues and jobs. “Technology has increased our efficiency as much as two hundredfold,” said Tracy Reese, designer and co-owner of T. R. Designs. “It certainly has meant everything in terms of how competitive we are. Put simply, we wouldn’t still be in business if it weren’t for our investment in technology.”

Recognizing the need to address the business divide, Microsoft teamed with the MBDA to convene the Taskforce. Members of the Taskforce are Cisco Systems Inc., the Hispanic Business Board of Economists, the National Council of La Raza (NCLR), the National Minority Supplier Development Council (NMSDC), the Hispanic Federation, the National Urban League (NUL), SBC Communications, Small Business Camp, the Women’s Business Enterprise National Council (WBENC), and representatives from Chicago, Los Angeles, Miami, New York, Seattle and Washington, D.C., municipalities.

“As a Taskforce member and longtime supporter of programs to encourage technology enablement, SBC is proud to support the creation of solutions to bridge the technology gap affecting diversity-owned enterprises,” said Joan Kerr, Executive Director of Supplier Diversity Programs at SBC Communications Inc.

A white paper produced by the Taskforce outlines seven solutions that would help close the business technology gap by helping women and minority business owners utilize technologies such as e-mail, Web sites and other tools to expand their business. The first two solutions, the business seminars and online portal, developed in alliance with MBDA and WBENC, are already available to entrepreneurs. Susan Bari, president of the Women Business Enterprise National Council, said, “The solutions identified by the Taskforce provide a holistic approach to help women and minority business owners realize their full potential in our evolving economy.”

Business owners attending the seminars will benefit from hearing motivational speakers and business owners who can offer on-site instruction on the benefits and challenges of IT integration and utilization that aligns with their business size and industry. Attendees will receive hands-on experience that will result in a usable business solution, such as how to build a Web page. Attendees also will receive a DVD with pointers to resources such as the online portal, which gives business owners access to six modules of online training to help them increase their IT use.

The seminars will be available in seven areas: Chicago, Los Angeles, Miami, New York, Seattle, the Silicon Valley and Washington, D.C. The seminars are free and open to the public upon registration.

The very latest on the London bombings

The Mayor of London, Ken Livingstone, has launched the London Bombings Relief Fund in association with the British Red Cross. He also announced that a book of condolence would be opened at City Hall on Monday. Donate to the London Bombings Relief Fund

Metropolitan Police commissioner Sir Ian Blair has now confirmed that 'at least 50' people died during the four explosions.

In a press conference on Friday morning, he told reporters there was still no evidence that the explosions had been caused by suicide bombers, although he was 'not ruling it out.'

In paying tribute to the people of London and the emergency services for the way they responded to yesterday's events, Sir Ian said he and his officers had an 'implacable resolve' to catch those responsible and would 'bend every sinew' to do so.

U.S.-Japan Investment Initiative 2005 Report: Progress on Opening Japan to Foreign Investment

The U.S. Department of State and the Ministry of Economy, Trade and Investment of Japan released today the annual report prepared for President Bush and Prime Minister Koizumi. The Department of State welcomes the ongoing commitment of the Japanese Government to take concrete steps to reduce barriers to foreign direct investment in Japan as outlined in the
United States-Japan 2005 Investment Initiative Report.

The report applauds Prime Minister Koizumi’s strong commitment to encouraging foreign direct investment (FDI) in Japan, notably his pledge in January 2003 to double FDI stocks in Japan within five years. Foreign investment is a catalyst for economic growth and innovation in both Japan and the United States that creates jobs, transfers technology, revives corporations, and supplies risk capital. It also helps build deeper political and social understanding between the two countries.

The report documents the Initiative’s success in promoting legislation passed this year that will expand access to merger and acquisition (M and A) techniques for foreign companies in Japan. In the report, the Government of Japan reaffirms the valuable role M&A plays in promoting foreign investment. The United States will continue to work to increase business opportunities for U.S. companies seeking to merge with or acquire firms in Japan by ensuring that they are treated in the same way as Japanese corporations.

The report stresses the need to ease restrictions on investment in educational and medical services to allow Japan to better face demographic changes. One result of the Initiative is a reform announced by the Ministry of Education in December 2004 that better integrates campuses of qualified foreign universities into Japan’s educational system. The branch campus in Japan of one U.S. university has been designated as qualifying, and other foreign branches are now applying. This reform will ease entry into Japan for foreign universities and will expand the range of educational alternatives for students in Japan.

Both governments agree on the importance of public attitudes and conducted outreach efforts in Japan and the United States to provide information on the investment climate.

The Investment Initiative is part of the U.S.-Japan Economic Partnership for Growth (EPG). President Bush and Prime Minister Koizumi launched the EPG in June 2001 to support economic renewal and revitalization in both Japan and the United States.

United States Welcomes Signing of Declaration of Principles on Darfur

The United States congratulates the parties on their signing of the Declaration of Principles for the Resolution of the Sudanese Conflict in Darfur. We welcome the agreement of the Government of Sudan, Sudan Liberation Movement, and the Justice and Equality Movement to the declaration’s 17 points that now provide a framework for negotiations on wealth and power- sharing as part of a Darfur political settlement. We urge the parties to undertake these negotiations quickly in order to achieve peace and reconciliation in Darfur.

The United States commends the African Union for the pivotal role it played in successfully mediating the talks in order to achieve the Declaration of Principles. Dr. Salim Ahmed Salim, African Union Special Envoy for the Peace Talks on Darfur, deserves special recognition for his indispensable leadership of the African Union’s mediation of the negotiations. We also acknowledge the key role of Nigerian President Olusegun Obasanjo in his capacity as head of the African Union and as host of the talks. The United States observer team, headed by retired Ambassador John Yates, deserves recognition for playing a key role in supporting the efforts to achieve the Declaration of Principles.

The Declaration of Principles should serve as the basis for further good-faith political dialogue between the parties. We urge them to adhere to their previous cease-fire, humanitarian, and security commitments. We call on them to follow through with their recognition that the current conflict in Darfur can only be resolved through peaceful means. There must be an immediate end to the use of violence by all groups in Darfur.

As we have repeatedly pointed out, the crisis in Darfur and implementation of the Comprehensive Peace Agreement are inter-related issues. Taken together, the Declaration of Principles and the planned July 9 installation of the presidency of the Government of National Unity constitute significant progress toward the goal of achieving peace throughout Sudan. The July 8-9 visit of Deputy Secretary Zoellick underscores the continuing commitment of the United States to support these efforts.
